Sure the quality isn't quite as good but it's without a doubt edible and the flavors are always pretty solid. This particular location had kind of a weird atmosphere. It was trying to be fancy but missed the mark and just kind of looks old and dumpy. Nevertheless it was clean at least. The food left a fair amount to be desired. The prices are low, and portions large, but you absolutely sacrifice taste for this. The shrimp tempura appetizer lacked any seasoning, which lead to it feeling bland and greasy, rather than tasty and crunchy. The Kyoto roll is as advertised, and tastes fine, but the ingredients seem mis-proportioned (lots and lots of crab vs anything else) The robots delivering food are quirky for sure, but watching them get stuck and need intervention by staff is a bit awkward. The first thing I noticed is the mall itself is pretty crappy. The restaurant is on the north end of the mall, inside the mall itself. The very first thing I saw (when I pulled into the lot), was a police vehicle loading an arrested suspect into the squad car. The next thing I noticed was the sad state of the exterior...cigarette butts all over the place in puddles, exterior siding in disrepair, and a dirty greasy utility door with 2 people smoking cigarettes by the restaurant entrance. Yuck, yuck, yuck! FOOD: The food was exactly what I expected - good. I know Kyoto is a chain but I think they usually do a good job. I ordered 3 sushi rolls and they were good, bursting with flavor and arriving with a beautiful presentation. SERVICE: As usual, the service was impeccable. My server was completely on top of everything, attentive, and friendly. CLEANLINESS: The restaurant seems to be clean. I checked out the restroom and everything was good there...no nasty surprises. The décor is nice too. I couldn't help but day dream and wonder what this space used to be in past decades. It's huge with super high ceilings and a weird geometric block wall behind the bar that looks like it used to be an old bowling alley wall or something from the 60s. Pretty cool. PRICES: The prices seem to be reasonable and in-line with similar sushi joints in the Twin Cities. LOW CARBOHYDRATE: It's easy to eat low-carb, keto, carnivore style at Kyoto. I avoid big piles of rice, huge noodle portions, added sugar, and anything that might be concealing crappy "vegetable seed oils". I might have gotten some in the yum yum sauce and the spicy tuna roll but I think it was pretty minimal...I hope. We had great service, a very attentive waiter kept coming back as we ordered little plates of everything a little bit at a time to see how full we were and see what we liked and wanted more of. We liked the curry beef (although breaded), udon noodles with chicken had amazing flavor, chicken teriyaki sushi (weird so I had to order it) , shu mai (little lamb dumplings), tobiko (fish egg sushi) and green tea ice cream. The all you can eat dinner price was $33 a person. The ambience is big loud room. The food came out at the perfect tempo and at the proper temperature. In terms of their sushi, I wouldn't rate it very high. In my opinion there are plenty of better options for sushi. Granted I've only ever gone for all you can eat so I'm sure they aren't generous on the fish/other pricier ingredients to still make money for AYCe, but in general the sushi is incredibly mediocre to just not worth it. However if you're looking for a decent price for AYCE sushi and appetizers, their weekday lunch price is a great deal. For around $21-$22 including tip you can have unlimited rolls, appetizers, and certain entrees which makes it pretty worth for an average hungry person. I personally think their appetizers and fried udon are the most worth it and would rather get those over sushi. Their tempura is pretty well made, favorites are the shrimp tempura and sweet potato tempura. Favorite roll is their snow mountain roll and favorite dish is their beef fried udon. If you're looking for an nice sushi place, you might want to look elsewhere. If you're looking for a lot of food at a decent price point, the weekday AYCE is not a bad idea. read more

I arrived just after 1:00 p.m. and learned their AYCE lunch menu ends at 2:00 but could finish eating beyond that time. For the most part I was pleased. The food was good. Service is OK. On a Thursday evening, my friend and I decided to dine-in for their AYCE sushi option (~30/person). The wait was only 20 minutes but I would recommend getting a reservation ahead of time since the restaurant closes at 9pm. I am a huge sashimi and sushi lover. I read the reviews before coming here and had low expectations for the quality and taste (but who doesn't love all you can eat places???). However, I was pleasantly surprised by my experience here. The establishment was clean and had a great atmosphere and bar area for date nights. Every server I interacted with was very kind and patient. I tried almost all of the sashimi they offered and found the selection to be interesting and tasteful (I've never had Tilapia or Escobar sashimi before!). My favorite dishes were the fried scallops and the specialty rolls (highly recommend the Sakura Roll). The dipping sauce for the fried Dumplings were also a major plus. The menu had a variety of options I don't often see at other AYCE restaurants such as different selections of fried rice, noodles, soups, and other dishes. Which is great because I would not be coming back for their sashimi. Although, I had no issues taste-wise with the sashimi- my friend and I ended up getting food poisoning after eating here. My friend was impacted a lot more than I was and had symptoms of vomiting, diarrhea, nausea, chills, sweats, fatigue, and aches. I luckily only got by with nausea and abdominal discomfort. Overall, I don't think the quality justifies for how expensive this dinner was ($64.40 for 2 people) but would recommend trying their other stuff. My friends and I have made this our regular spot when we meet up for dinner. We go during the week for AYCE and it's usually not very packed so we can sit there for a while and catch up. All of the servers have been great and attentive. The sushi is good but will not blow your mind but remember, the price will! AYCE menus are great because it allows you to try different foods and you don't get stuck with a massive entree so no worries if it's not up your alley. We also tend to share dishes so that also helps us be adventurous. Honestly I think us Yelpers get a bit crazed with our expectations sometimes. This is the one time I guess I'm coming back to earth and realize that this place is an AYCE establishment, as in we should be comparing this place to Teppanyaki (Fridley), Hibachi (Spring Lake Park), Royal Buffet (Burnsville), and in this case we're in Roseville, so there's Great Dragon (St. Anthony), Panda Gardens (Roseville), and Great Moon (Columbia Heights). The first three serving authentic fare and the latter three being 100% American-Chinese. There's also India Palace in Roseville that's AYCE. I wanted to make this clear as my review is not basing this place as a Sushi restaurant, compared to places such as the late Origami (which was my fav), Masu, Sakura, Sanji-ya, Fuji-ya, Tiger, etc etc. You get the point. If the latter Sushi establishments were to offer an AYCE option, it would be $35-40/person today. Remember when Ichiban tried that with the sushi river concept? And do we remember how it went for them? Right. The food quality started to slide in earnest. And...There is no longer an Ichiban. And they were charging $30. This was like 15-20 yrs ago. So if I closed my eyes and imagined a mall restaurant like Big Bowl or PF Chang's serving a 5-course Bento meal, starting with miso soup, then with cold plates like maki rolls, hand rolls, and nigiri. Follow that up with all the tempura you want like shrimp, scallop (albeit imitation), squid, veggies. Now comes the hot plates with your choice of Udon, Ramen, or Teppanyaki fried rice, with a side of Teriyaki meat of your choice. Now that you're stuffed like a duck cap it off with either green tea or red bean ice cream. All this for the same price as a meal at Old Country Buffet. Ok now would you complain that it doesn't taste like Masu?? BTW I just listed what I ordered in the order I wanted it. You can have all this anyway you want, literally no limitations...have Ramen AND Don rice bowls, or all sushi. Whatever suites your fancy. It's all very edible, and it's a fun experience. I would say it's tops for AYCE sushi compared to the big buffets like Teppanyaki and Hibachi. Ok well if you skipped the fried "scallops" you wouldn't be missing much. Be sure to get the Eel fried rice. If you haven't tried Japanese food before this is a great way to try it all.
