So they had an answer waiting for me I just wasn't important enough to call back. There are planning to leave me without Gas for over a week meaning I have no heat in the lows of 45 degree weather, can't do any laundry, can't cook any food, don't have any hot water. This is how they will leave you if you rent from them. Save yourself the trouble and find literally any other company. I've since asked for a rent reduction for the days I won't be able to live in the home, but as usual like every other time I call or email, I have no gotten a response.

I've lived here for a few months now and I think I have a pretty good opinion of the place. The…read moremanagement and amenities here are unlike most apartments and it's a nice refreshing change of pace from most places I've lived. They are responsive and helpful and the maintenance is quick and reliable. There have been just a few frustrating things that we've noticed about the place itself. They update almost all of the units once the previous tenants leave. That's what they told us and it seemed to be true from the reviews. Once we got off the wait list (we had been on it for about 3 months) we were told that there was a unit available that was what we wanted around the price point we wanted. Fully updated and clean. We got into the unit and I tried to take notes of as many little things about the place on the move in forms that I could try to see-- quickly too because we moved in on a Friday and had to turn the paper in on Monday. So we had about 3 days to note discrepancies all while unpacking. I noted that the OLD vinyl in the kitchen and bathroom was warped--They install a newer less 70s looking vinyl in FULLY renovated units (later noting after turning in the form that the bathroom perpetually smelled off.) -- One thing I noticed as soon as we moved in was that the place had an old house and smokers smell. I assumed it was just from a smoking neighbor and an old filter. 3 months later and a filter change doesn't seem to be the fix. As soon as I noticed the floors they came in 2 months later and set a date to fix it. Once I finally filled out a maintenance form online. (Which is great!) We then had met our downstairs neighbors and once they invited us in we realized that they had hard wood throughout their unit. Their place also was more updated and clean looking (especially for a place full of college men lol) and didn't have the old smell ours did. (One I can't ever seem to get rid of) The only reason I bring this up is because it seems that my place wasn't ever updated to the standards that other units seem to be despite before moving in we would be told it would be. I like the place enough but it's old and you can tell. The popcorn ceilings have never been replaced or cleaned and it's obvious. Idk how to even clean them. But its my fault I didn't mention this on the forms but we hadn't looked through one of the units for months before moving in. So we hadn't noticed how old our unit was before seeing a newly renovated one. Just be sure to look at the exact unit you move into before moving in and keep in contact with the management. Hopefully once we move the place will be updated fully. But I just wanted to note those few things. This apartment seems to care more than most and it's telling. But apartment complexes try to be cheap in whatever way is easiest (which it's understandable) and I think if you show your high standards a place will reflect those.

However, from 2021 to 2025 they went through four different managers. I would have one person, everything would seem to be going well and then abruptly they'd tell me someone else was being assigned. In 2025, I was again assigned a new manager, Andrea R. and communication significantly declined in comparison to other property managers I had been assigned. Emails would often go unanswered for long periods of time. Everything fell apart during a tenant move-out at the end of 2025. Before the tenant moved out, I provided the original lease and deposit records to Andrea so there would be no confusion. During the scheduled move-out, the assigned manager was unavailable, and the person who performed the move-out inspection took not one photo. I had to step in myself after tenant departure to take move-out condition photos because Fort Lowell staff didn't do it. The departing tenant was instructed to leave the keys unsecured in the mailbox after 5:30pm, which was very concerning because they didn't set up a lockbox for the tenant to securely leave the keys after the inspection. In addition to all of this, they issued a security deposit refund using rents from another unit to the tenant before fully reviewing damages. Keep in mind I held the deposits, but they did not consult me or provide me with the breakdown and obtain my authorization before refunding the money that I should have provided from the deposit account not use rents from another unit's tenant. To make matters completely insanely worse, the refund included money that had already been returned years earlier to a prior co-tenant! After I began formally requesting proper documentation and correction of the accounting, communication became worse. I sent a written notice under the contract giving them nearly a month to fix the issues. The problems were not fully corrected. After I terminated the agreement with proper 30-day notice, communication completely stopped, they did not follow up with me with requested documentation and stopped responding to my other unit's tenant they were still managing in this timeframe. I have still not received the complete documentation or the remaining funds in my owner account. I also later discovered that another tenant had gone six months without a properly executed lease renewal, and I was never informed. As a landlord, you need clear communication, accurate accounting, and proper handling of deposits. In my experience, those basic protections were not consistently in place. In addition, Fort Lowell's team is extremely unprofessional, completely ignoring clients, being condescending, and just displaying levels of incompetence I didn't know could exist. If you're a property owner, I would not recommend you use Fort Lowell. In fact, RUN!

It can be frustrating and worrisome to be a property owner when you aren't anywhere nearby, but I had total trust in Brandon to take care of things. He led a few renovation projects for me and was always able to get good tenants in quickly. When it came time for me to sell the place recently, I turned to Brandon, who is also a real estate agent. He again managed some reno projects to freshen up the place for sale -- all without me having to come to AZ. The townhouse sold within a week of it going on the market at a very good price, better than I'd hoped. I had to pay a commission for Brandon's services as a real estate agent and an additional commission to Apartment Hunters, since he was working in that capacity. It was a little pricey but I felt it was well worth it for me to have peace of mind and not have to worry about doing any of the prep work myself. I'd recommend Brandon to anyone in the Phoenix/East Valley area needing property management services or real estate services.

Never notified the owner, Tenants moved out and left a pile of trash that has been sitting in front of the house now since Thursday. It is leaking chemicals, spoiled food and now maggots. The house is totally destroyed by this tenant who the police has been called 8 times on for various violations. This home owner, sadly, is in for a serious shock at the amount of money it is going to cost to totally renovate this home that is less than 1 1/2 years old. Sadly, I feel they absolutely did not screen these past tenants who by all accounts it was a drug house. Neighbors have tried to contact this company and they won't even acknowledge our concerns.

So it's not easy dealing with people when you have to charge them for their neglect. My husband and I rented from Todd and had to break our lease. He was great about it. We showed the property and stayed in constant contact. When we moved we removed all of our belongings and trash and cleaned the property. Since we held up our end of the contract, Todd happily gave us back our deposit. We had a few things break during our time there and he always sent someone immediately to fix it. I returned keys and the garage opener via USPS certified mail with signature required. I provided my forwarding address in writing -- both in email and in that certified mail package. I did everything the law requires a tenant to do. Todd Williams did none of what the law requires a landlord to do. A.R.S. § 33-1321(D) requires a written itemized accounting of every security deposit deduction within 14 business days of vacating, possession delivery, and written demand. I gave him all three on May 12, 2026. His deadline was June 2, 2026. All I wanted was the itemized accounting the law requires. Review it, verify the charges, pay what I legitimately owe. That is literally all A.R.S. § 33-1321(D) asks both parties to do. Instead Todd skipped the entire statutory process, charged my portal $55 for a process server, and sent that server to an address he knew I had already vacated. He turned a simple legal compliance requirement into a multi-agency regulatory nightmare -- for himself. He responded to every agency with four paragraphs about everything except the one thing he was legally required to do. Because he can't explain it. He didn't do it. A licensed broker of 29 years who doesn't know -- or doesn't care -- that rent and security deposit are separate legal obligations under Arizona law. Look up Caballero Property Management in Maricopa County Justice Court public records. Cases going back to 2015. Same playbook every time. File on tenants before they know what hit them. Default judgment. Done. He's been doing this for nearly three decades banking on tenants not knowing their rights. I filed complaints with the Arizona Attorney General confirmation PAUVE-FMZ6G, the Arizona Department of Real Estate against broker license BR023161000, the Better Business Bureau, and the Arizona REALTORS Ethics Board -- all within 48 hours of his deadline expiring. IF YOU ARE RENTING FROM THIS COMPANY READ THIS: -- You have rights under A.R.S. § 33-1321. Your landlord must return your deposit OR provide a written itemized accounting within 14 business days of you vacating, delivering possession, and demanding return. If they miss that deadline they forfeit the right to withhold anything. -- If they dispose of personal property you left behind without notice, A.R.S. § 33-1370 requires them to apply any proceeds to your balance and account for it in writing. -- If they fail to comply, you are entitled to the full deposit plus TWICE the wrongfully withheld amount under A.R.S. § 33-1321(E). See Teneyck v. Popovich, 1 CA-CV 22-0579 (Ariz. App. 2024). -- File complaints at azag.gov, azre.gov, bbb.org, and aaronline.com if they violate your rights. Todd Williams has built a 29-year business on the assumption that tenants don't know these laws. Now you do.
