I've been procrastinating having my carpets pulled up and the hardwood floors refinished for 7yrs. I feared the shape they would be in. I found Julio on Yelp, very good reviews. He seems like a honesty guy when he came out for the estimate. First day I was sad, two large patches of damage, and after some sanding more bad news, a lot of moisture damage spots. I did not have the $$ to replace a lot and the thought of covering it back up was heartbreaking. Second day, came home from work and all floors sanded and putty filled the gouges. Looked ok, not so bad. Third day, two coats of clear coat. Wow, they look pretty nice. They have a little character with some age spots. Last day, final coat and finishing touches. I wrote a previous review when I was very angry because the owner Julio Otzoy over-charged me by around $10,000 and refused to give my money back. He has done quite a few jobs for me and for the most part he did good work and seemed honest and trustworthy until I discovered the following. 1: If you go on the Contractor's State License Board website you will see that his license is in good standing. However, you will also see that he does not carry worker's compensation insurance and is legally required to do so f he has employees, which he has.. According to California law if a contractor does not have worker's compensation insurance the responsibility for this insurance falls on the homeowner. If one of his employees gets injured the lawyers will come after him, you, and your house. 2: He does not carry liability insurance. If someone trips over an extension cord or otherwise injures themselves because of work he is doing, the lawyers will again come after you 3: He uses poor quality materials and does things on the cheap. I asked him to put in a good quality laminate floor in a house I rent in Richmond and he charged me a significant amount of money. Good quality good costs money so I did not mind. After about 6 months the flooring in the hallway started to buckle. I went to a flooring supply store to get some replacement pieces and they told me it was buckling because he should have installed a moisture barrier on the concrete slab. It would have cost him another $150 in materials and a few hours extra labor but he went on the cheap at my expense to save money. I had asked for good quality laminate but when picking up the extra pieces to replace the buckled ones I saw the same product for 59 cents a square foot and is the thinnest cheapest laminate made. 4: His personality made me think he had high integrity and after the first house he did for me I simply asked him to give me a fair price and out of trust I accepted his proposals without questioning them. Later I discovered that the more he worked for me the more he charged. I felt he had taken advantage of my trusting nature. 5. I almost rented a house I own to him because I liked him so much. He has a convincing demeanor, dresses very professionally, and one would expect him to be an honest person. The rental agency told me he had declared $8000 in income the previous year. I had paid him 4 times that much during the same year. Frankly I don't like paying his portion of the roads he drives on, the schools he sends his children to, or the police he calls when he is in trouble. Looking back I see this simply as an overall reflection of this lack of integrity. 6: My experience is that his workmanship is good, especially when it comes to floor sanding and laminate installation, though in subsequent flooring jobs I found better. I would however keep the above factors in mind, be very careful about having everything in writing, not allow use of employees, ask to see his liability insurance certificate, check on the quality of materials he is using, and make sure he does not do the installations of laminate on the cheap. I wish there were room for six stars. Julio showed up and I liked him right away. He's a great guy, very mellow and friendly and never in pitch mode - he really seemed to care about my house and improving its value and aesthetic beauty. I liked him before I decided to hire him. And then he did my floors and ... Oh, my. 85-year-old red and white oak - which was just totally trashed from years of neglect - now glimmers under a new stain and finish. All the scars and scuffs: Gone. The hole in the floor where an old heat register used to be: Invisible, perfectly patched and stain-matched by Julio's wizardry. And the stain and finish he recommended were perfect for my place. I'm quite confident that the value Julio created in my home far exceeds what I paid him. More importantly, his work is that of a true craftsman - someone who knows his stuff and pays attention to every little detail. This is what I hope to find in every contractor I hire. I met Julio online off an ad on Craigslist about 5 yrs ago.....I am a property manager and have homes over $2M he has worked on and homes under $200K he has worked on. The man and his team of pros can do carpet, lino, pergo, tile, hardwood, moulding, paint work, shower door enclosures.....and I have had him refinish old hardwood using the dustless system too. There is nothing Julio can't do well. He has done over 20 jobs for me to date. Tile jobs, pergo jobs, wood flooring jobs, lino, bathroom caulking and regrout, hardwood refinishing....and is always low cost and professional. Julio is a true pro and what I really appreciate is his knowledge and experience to predict what may go wrong and how it may effect his quote. He will warn you and immediately take a camera pic and send to you real time if he runs into a snag with his change order suggestion. He is super honest. Used to be an air force pilot in his former life and he has that military can do trustworthiness that my clients expect from me so he is a perfect extention of my company and represents well in front of landlords and tenants alike. You have to trust who you let in your home and your clients home when people live there and need work done. Julio is one of those you can trust. In Pleasanton where I live and work not everyone will trust just anyone. People are picky when it comes to vendors and they demand the best work at the best price. Sometimes when you tear out carpet or pergo you discover old lino underneath.....and baseboards get damaged when water damage is discovered, etc. Julio can predict those things and give you no nonsense solutions. I recently had a child with life threatening illness move into a home and he had an allergic reaction to the old carpets that had dog and chemicals from tenants using "STANLEY STEAMER" with pet urine harsh chemicals. The child had a tracheotomy where he breathes thru a tube in his throat. When the family came for the walk thru he couldn't breath and I needed to call the owner and see if we could install new carpets in 2 days before the movers arrived! The owner and tenant agreed to share cost and Julio was able to find a product that was organic and green and found it in stock and got the job done in a day and a half on budget! It was a win-win and could have been costly if it took the typical 2 weeks that another carpet vendor would have taken. (the lost rent alone would have cost more than $150 per day!) I procrastinated for years pulling up the original carpeting (30 yr old carpet) and replacing with bamboo flooring. We decided to do it in 2 steps, 1st downstairs (840 s/ft), then upstairs, 780 sq ft). We first used someone who was highly recommended by a co-worker for the downstairs floors. This "someone" was not Julio. Rather than list my disappointments, I will just say that it made me seek someone else. I took a chance using Yelp reviews and called Julio. It was a totally different experience and much more satisfying. Great communication with planning who does what and when. He and his work crew came in as scheduled and worked efficiently. They got the job done leaving beautiful floors, without leaving a trace of sawdust! I cannot say enough about Julio Otzoy and his team at Online Flooring. Of course it is nice to save some money, but honestly the most important thing is to have professionals who not only do the job right the first time, but exceed expectations in customer service and ensure high touch, white glove treatment of your home. I have multiple Chemical Allergies, so the requirements for an excellent job go beyond quality work and good price for me. My health depends on the care taken in doing a healthy "green" job. Julio worked with me to select the healthiest, chemical free products, to minimize the impact of the construction period and he was flexible when it came to the products I required. His carpet removal was so carefully done to avoid contaminating the house with dust etc. The floors are perfect and the job was immaculate. I also used Julio to renovate my bathroom and it was exquisitely done. It began as a tile job, but as I talked to him I realized he could do it all. so, we collaborated and he created an amazing bathroom for us. He stood behind his work, kept his promised schedule and went beyond again to complete the job in a healthy green way for me. His design eye for the tile layout was fantastic! and the hardwood in my Master bedroom was done with the skill of an artist and a perfectionist.. I have a property in Concord so I checked online and found this company. Julio came to my home and showed me samples of carpet and linoleum. I was able to choose what I wanted and he coordinated with my tenant for the installation. My tenant was very pleased and emailed me pictures. So we never had to drive over the bridge to take care of this. We had a minor problem over a year later and when I called, he went over promptly and took care of it even though it was not his fault. The toilet was not shimmed correctly so the linoleum was starting to come up near the base. He re-shimmed it and did not even charge me. Julio is an honest and reliable businessman. I found Online Flooring on the Berkeley Parents Network website. Julio Otzoy came to my home in Berkeley the same day I called. I have a 1921 bungalow with old linoleum in the kitchen. Underneath the linoleum was some softwood (douglas fir, Julio advised me) that looked to be in reasonable condition. Julio said it could be refinished and resealed with a low-VOC clearcoat, and he offered to remove and dispose of the linoleum as well, all for a very reasonable price. Julio and his crew were very considerate and did whatever they could to keep my home clean. Each night Julio called me with a summary of what they'd accomplished that day and what time they'd be arriving the next day. Overall I couldn't have asked for a friendlier or more helpful person to guide me through this process. The finished floors look great - refinishing a very old softwood floor like mine was a tall order, but thanks to the experience and hard work of Julio and his crew everything turned out great. read more

I would never even think of hiring this company again and let me tell you why. First off they would not return my initial call until I had waited 3 days. The owner said he was sorry but that he had been extremely busy. I understood and was OK with that. He came over and had a very professional demeanor and I liked him right away. The price was a little less than the bigger companies and I like to work with smaller companies so I accepted his bid. I also asked him if he had workers' compensation insurance. My son in law is an attorney and he told me to be sure, and he assured me he did. He told me he would be starting first week of November but called me well in advance to let me know if would be the week later on a Monday and that I needed to do some things to get ready. I was getting my hardwood floors refinished. in the living room, hallway, and one bedroom and we had to pull up the rugs and stack the furniture in the garage to get it out of the way. The morning the job is supposed to start and I have cleared all my furniture out he calls me up and says something came up on another job and he would be there on Tuesday. On Tuesday morning he calls me AGAIN to say the same thing. Finally on Wednesday he and an employee show up at 8 as he promised and got to pounding in nails and filling cracks with putty. The floor was pretty rough and this took them all day. The next day they came back and sanded the entire day. He told me he would be there next day at 8 but no show and no call. Finally at 12 he shows up and same old story "something came up at another job" They finished the sanding and put on the first coat and said they would be back tomorrow to finish. Again they did not show up or call and I was unable to use my house for one more day. I called and left three messages but never heard back. He shows up again the next day in the morning and insists he had told me he had another job that day and that is why he did not come. He never said that and if he did it was completely irresponsible leaving me with my house all torn up. He stayed all day and got it done finally and told me not to walk on it till the next day. The next day he shows up wanting to get paid, by this time I felt he should pay me for all the trouble he put me through but paid him anyway just to get rid of him. After he left I cleaned up all the dust he left on the ledges and top of the fans. I was furious by that time. Just for kicks I checked to see if he did have workers' comp on the state website and he did not. I felt like such a sucker and realized if his employee was injured I could have lost my house. Anyway, this guy Julio is a complete jerk and if you want to avoid a nightmare stay away from him. From other reviews I read he looked like a good bet, but after this the only thing I can figure is he uses drugs. P.S. The floors ended up looking good. read more

CAUTION! I had them install carpet in my home and they destroyed a wall. They were not wiling to repair the wall even though it was their fault. BEWARE! An amateur installer came out to do the job not to mention Julio is unlicensed so I was not able to go after him with the CSLB read more

Julio Otzoy has worked for us twice. Three years ago he refinished our hardwood floors in the living room, dining room and hallways. After lifting the old carpets in our 50 year old house, we discovered red oak boards with stains and water damage. Julio was able to sand out old stains, replace damaged boards and seal and coat the wood. When he finished it looked brand new. In the process he created edging for around the base of the brick fireplace which was a work of art. The best part, his bid was under the other 3 bids we took ahead of time. It was a job very well done. This July we called Julio again to refinish the remaining 3 bedrooms. We called him two months ahead of time because scheduling around the movers and painters was critical. He started the job as scheduled and finished the job in less than the time he allotted, so that we had a longer period of drying prior to the painters. Again he had to repair moisture damage around a sliding door. The repair was excellent. Old and new wood matched perfectly. I would not hesitate to recommend Julio to anyone who is going to have flooring work done. He is professional and takes pride in his work. Julio started out really friendly and seemed knowledgable. I should have called references. He was a total flake, and never came back to finish the job he started which was a hardwood flooring job. Getting him to come out to the job was nearly impossible! I called him several times to ask for a bill and ask him to come back to finish, with no response. Several months later he sent me a bill charging for the unfinished work. In addition, he had difficulty working with other contractors. And now I'm hearing weird cracking noises in my floors, that I'm sure will cost me more money to fix. What a jerk. Do not use this guy. read more

I also found Julio via Berkeley Parent's Network and I was extremely pleased with his bid after interviewing 2 other contractors - one with a well-known brick and mortar shop as well. First, he was the only one who didn't think it was weird to want baseboards on my stairs. And he did a fantastic job on them, too, I might add. He really made sure I had the wood I wanted and offered me a lot of options based on what I said I wanted. They did more than I expected, I was planning to do the painting of the baseboards myself only to find they had been painted. He gave me a fantastic deal on a very nice remnant of carpet he had from another job on our smallish stairwell, saving me a lot of money and it happened to be just what I wanted, and very high quality. He was pleasant, respectful of our space, clean, and overall, just a really nice guy to work with. I wish everyone had his sense of professionalism. He seems to really enjoy his work which is why he's good at it. I highly recommend hiring Online Flooring for your next wood floor project. He also does tile work, he told me. Julio refinished a badly damaged old pine floor for me. He did a wonderful job at a very reasonable price. He took great care with the sanding to make sure that there would be a good surface to seal. He then applied five coats of water based, clear sealant. The floor looks beautiful. I will be recommending Julio to anyone I know who is thinking of getting a floor refinished. I have never been so happy with the quality of work on my home. Our floors were in pretty sad shape.
