Two stars for the workers out front but this place is always closed not professional owner has a menu she don't even sell and what she does sell is all deep fried and breaded loaded with grease and sugar. I've tried Chinese food from one corner of the US to the other, so when I heard from Harlan locals that Panda Garden was the best Chinese they've ever had, I was eager to test it out. My friend and I tried the shrimp and chicken lo mein and the black pepper chicken. Each order came with fried rice and three crab rangoons. Overall it was decent. There was good flavor and I appreciated the amount of food you receive for the price. Though, it's definitely not the best Chinese food I've ever had. Not even the best I've had in Kentucky. I would have liked to take a paper menu with me for future orders but when I went those weren't available and I had to take pictures of a laminated menu on the front counter. I have heard Panda Garden has a lunch buffet if you dine in during the weekdays, so at some point I would like to try that out. If you're craving Chinese food and you're in Harlan County, give Panda Garden a try and see for yourself if it's the best you've ever had. read more

Nice restaurant. During the Pandemic you can not go inside. They have a table set up outside to take orders. Also they had limited outdoors seating on the side walk. When I arrived I wanted egg rolls but they where out. Apparently they had supply chain issues. That was fine. Harlan is not the easiest place to get to and it is not there fault that the truck was late. So with plan "A" thwarted I went all in and ordered the Coal Miners Special. Now that in and of itself is unique. I would never expect to have a meal in a Chinese Restaurant with a name Coal Miners Special. It seems that this dish is a combination of many dishes that has ample servings. Thus a name that would satisfy a hungry coal miner. Well I was here on business but I was definitely not working any physical labor so a colleague and I ended up sharing the meal. The portions were large enough that two could easily dine on a single order. The fried rice was good while the Lo Mein was delicious. The Chicken Teriyaki was good as well. The staff was friendly and the wait to pick up the food was not that long. On a pleasant afternoon the outdoor pickup was also nice. I remain a little concerned about how all of these restaurants are going to make it through the winter without a drive thru and limited or no indoor seating. So I encourage everyone to support this little gem in the mountains. I would hate to see it become a casualty of the pandemic. When in Harlan again I hope to see this restaurant continuing to serve the travelers and the good folks of Harlan. After all I am confident that someplace in Mountainous China there is a little Mom and Pop Restaurant that also has a Coal Miners Special and we have to keep our American version of it alive. read more

Skip this place. Very small and tight quarters. Buffet lacking. Some dishes not refilled often enough. All fried and sweet sauces. Over cooked veggies. You must prepay $11 for a luncheon buffet. Anti-customer signs, such as "don't waste food". read more

I'm not big on oriental food's but i did find something that i would eat anytime, if your a meat kind of guy or gal order the bo bo platter (previously the pupu platter) it should hit the spot. also their golden fried rice is amazing. read more

This is in no way Chinese food. My husband ordered Kung Pao Chicken. It has no peppers and very little peanuts. It was not spicy it was sweet, and the fried rice was YELLOW. I ordered chicken and broccoli with brown sauce. My sauce was red. It was horrible. It tasty like they made it with sweet and sour sauce with a splash of soy sauce. The meal came with 3 Rangoon's. They made me purchase the sweet and sour sauce that comes with the Rangoon's. My mother in law ordered shrimp low main. She also got the yellow rice with her noodles, seriously?!?! It would be a lot better if they were keep their lunch buffet for a longer time a couple hours is not long considering a lot of people don't get lunch until like 12 to 3 yester birthday is fresh and it's hard but don't all the time have the soup on it they also could use some different things like more seafood platters right the Chinese plattersMaybe some sushi or something but other than that they are a pretty little restaurant read more
