Just completed a 50k job. On pre walk owner, Matt, assured me that they would remove and replace gutter guards but would not be responsible for warranty. I advised that was fine. When job was done they refused to re install the gutter guards and left gutters damaged and full of construction debris. Would not recommend them for another job. read more

I did my roof with them several years ago and on the first year, they had to come out twice to do repairs cause it lifted after that I kept calling they never sent someone out. I've needed three different contractors to fix in different times all the crappy roofing job they did. They don't even send anyone out anymore. Be prepared to have both homeowners present just for an estimate. I waited all morning for a gentleman to show up just for him to leave because my husband isn't here. He showed up in his BMW with no ladder. So how he going to give me an estimate or a contract to sign without being able to get on the roof?? I'm assuming this company thinks this reasonable because they reiterated their policy when I called to speak with them. Margie is the most unhelpful person in the company and they provide terrible customer service. They insisted we had to meet in person to get an estimate. After scheduling a date and time, parlament called me twice to confirm that I would be home at 11am. They said if I needed to reschedule then I should call them. So I stayed home from work this morning to wait for the guy and moved other appointments around to be ready at 11. No show at 11. No show at 12. At almost 1, I left and as I was driving away here comes the rep nearly 2 hours late. They had no courtesy to call to say they would be late even after calling twice yesterday to confirm the time and to make sure I would be there. I told him he was 2 hours late and I can't trust a company who cares so little about their customers and I would find another roofer. read more

We had Parlament replace our roof at a premium price. They did a good job and were clean and professional. BUT They did not replace our gutter guards, just left them in a pile. We called two or three times and they sent somebody out who put them in all wrong. We called again TWO OR THREE TIMES and they sent somebody else that put some in correctly, some not, AND SOME GUARDS WERE MISSING! After repeated attempts AND PROMISES over a two or three month period, the screens are still all screwed up and missing. I am somewhat disabled an unable to install new screens myself. So on top of the roof expense of more than $23,000, I must now pay for new gutter guards. This is very very poor service. I do not recommend Parlament roofing. They make promises and never follow up. I believe they owe me new installed gutter guards as they destroyed most of my existing ones. read more

I used this company over 4 years ago and I's still getting rusty roofing nails in my tires of my car and 1 in my foot which got infected and i may loose my foot. The warranty offered by Parliament Roofing and Construction is a lie. They charged me $350.00 to repair a two inch cut in the outer layer of my roof. The Operations Manager Breana basically called me a liar when I relayed to her how durable the sales person described the roof materials they planned to use. I questioned his description of how safe my roof would be even though I have a Giant Oak. He showed me how flexible the outer layer was and assured me the lower layer would flex and absorb the weight of a large branch. In the end I ended up with a well (heat) insulated roof that is more susceptible to storm damage than traditional materials. If for some reason, you choose to use this company you need to record the sales pitch and stick to the traditional roofing products. The 20 year materials and workmanship warranty they offer is useless, if they can say minor damage caused during a storm not covered and charge such high prices for a repair on a two inch cut in the outer protective layer. This was all on top of having to wait 3 days for an appointment, which they never showed up for. I ended up waiting an extra two days, during which time it rained. Thankfully the lower level material seems to have held. After having a very contentious and argumentative conversation with The Operations Manager; Briana, I requested to be contacted by the owner of the company, which as of yet, has not happened. DO NOT, use this company. They have very gifted sales people, the telephone operators are very pleasant, but they lie about the strength and quality of the materials they use and do not honor the warranty. read more

We are both busy professionals and when we do both take time off from work during the day it's not going to be to sit around look at roofing. They elude to some legal and policy reason as to why but it's disingenuous. There is no legal reason why a spouse needs to be present on a property where they aren't even on the title for a particular property. The roof was done ok. HOWEVER they caused damage to a Rubbermaid utility box on the front of our trailer from their generator. They told us to replace it send them the receipt and they would reimburse us. We sent them the receipt in Nov 2018 have been given the run around ever since. The office manager Brianna will not even take my calls anymore. This is now March 2019 I think I have been patient enough. This guy gave me a double estimate compared to other places. The guy was pushy and wanting me to sign up right away. Also promised me a 31% percent discount on my house insurance. My friend who is a insurance says there is no way without looking at the policy this company can guarantee this. Roof itself is good. Installed in December 2020. They damaged my solar spot lights, ripped screen on my front porch. Also they had to replace my dryer vent on the roof and never reconnected to line to my dryer so the dryer was blowing into my attic not out the roof. They also left roofing nails on the ground around house. They sent someone out to clean up nails and mess guy was very unprofessional climbing on my trash cans to get stuff out of trees, said they used a magnet for roofing nails. My 14 year old went around picking up roofing nails himself he was afraid of someone stepping on them. Parlament said they will pay to replace solar lights and fix screen I sent them the bill. Never heard back from them. I tried calling and got nowhere. Seems they are quick to get the sale but not so good if you have problems. read more

This is a noteworthy update to my Parliament review. We were told several times during our estimate interview that a repair was not possable, even though my home is a double wide manufactured. The damage was in the front only 15ft x3 ft. No where near 20% of 1200sf. Their estimate of 11,500$ included the coupon code of 1,000.$ off. The repair ended up costing $1850.00 and took a bout 4 hours with new plywood and extra matching shingles. Get more than one estimate!! read more

Crooks. First off, they drove their truck on my sidewalk and busted it up. Then sent their roofers our with some ready mix for a half ass repair. They also left a gallon jugs worth of nails laying around my yard. The salesman told me that they would be sending a out every so often for an inspection. We would have a lifetime warranty. We paid about 6k more for this roof due to that warranty. About 4 years went by. I wasn't worried about my roof. I got a lifetime warranty. I assumed someone had been coming out to look at it. I decided to call and make sure they were doing it. They said we never called, so they didn't. The warranty was now void, Because it had been to long. She said it was in a mailed copy of the warranty, which I honestly don't know if I received or not. She said I should have called before if I was worried about it. Why would I be worried about it?! I have a lifetime warranty that the salesman said they would come inspect. My wife was with me and also never heard him say it was on us to call. They also never called us to give us warning we were about to loose our warranty. The manager also accused me of being a liar during the call. She said that the warranty was a gift, We didn't pay for it. I did pay well over other quotes for that price of mind. So I really did. read more

If I could give zero stars I would. On 1/3/22 we got an estimate for a new roof to bring down cost of homeowners insurance and avoid getting dropped. The salesman made a lot of promises such as a lifetime guarantee and savings on our homeowners insurance. We signed a contract. I had some reflags going off in my head but was not worried because the contract stated we had 3 days to cancel. On 1/4/22 we were awakened to what sounded like a hurricane at 7am. They were ripping off our roof!! What could we do at this point? They left a lot of nails all over so we had to hire our landscaper to remove the nails because after several attempts they could not get it done. It cost us $175.00 which they were supposed to refund. Haven't received the money! I was suspicious about things not being done correctly so I called Pasco Permitting. Come to find out they never pulled a permit. A large company like this not getting a permit? WOW not legal. We went back and forth with Parlament and I finally put in a complaint to the BBB. Amazing the permit was pulled the next day! Now we still don't have a passing County Inspection because permit number is supposed to be photographed along with the address on a paper on the roof as the work progresses. Obviously they could not do this because there was NO PERMIT. Now, the county told me they must have an engineer come out and submit a report to the county, reorder a county inspection and get it passed hopefully. We need an updated Wind Mitigation and a refund of our $175.00 We have asked to speak with Matt the owner. He never called us. Apparently he doesn't care about going by the laws, the book or about his customers as long as he gets his money!! We DO NOT recommend Parlament Roofing, they will totally stress you out. read more

They said I didn't confirm with them the day before. What??? We had an appointment we set just 2 days earlier for today. Nobody ever called me to confirm the appointment or left me a message. They just called me this morning and cancelled after I took the entire day off work to meet them. I WILL GIVE MY BUSINESS (LIKELY $100k+) TO A COMPANY THAT DESERVES IT AND THAT SHOWS UP. I contacted Parlament and the salesman came out after work as promised. We reviewed the various choices and selected a new material for our sunroom roof. We signed the contract that night and the next day the men from Parlament were replacing the roof with the permit pulled and posted. BTW, that never happened with our kitchen remodelers and some of the other contractors we have used. My husband and I were giddy, that a company actually showed up on time, performed the work as promised, pulled the permit and most of exciting of all, the roof past inspection the first time!!!! I scheduled an appointment for the next day at 11am and they made me sit at home and wait to only call me at 10:57am to tell me that they weren't coming. I'm the owner of my house and they saw my name and another name on title so they needed both people there. My mother who is in another state and not even on my mortgage, I have her on simply if i die. They Said that they called the prior day and I have no missed calls or voicemail from them. Had new roof put on last year by Parliament Roofing. Due to their salesperson informing us they didn't do or fix screened in lanai roofs, we had a contractor friend come look at our leaking lanai roof. When he got up on roof, he walked out entire roof to look at the job that Patluament had done, as he refers out quality roofers to his customers that are looking for new or replacement roofs. Our contractor friend immediately noticed that there were 'shiner" nails from apparent accidental air nailer strikes. He also found that there was no dealer placed around vent pipes and the shingles were not lined up correctly causing the entire row to be at an angle. There were other issues he found as well and he took photos for us, as I'm disabled and not able to climb ladder to roof. Parliament harped on their customer service and if there were ever any issues or concerns, to contact them and they'd take care of it. Their commercials also say that nobody installs a better quality roof, nobody. Well that's hogwash. We spent more money going thru Parliament Roofing then we would have using one of other roofers, because they spoke up there quality and lifetime warranty, however, we'd of been just as well off using any other local roofing company, as the quality of the other companies that have been doing many houses in our subdivision looks better than the end result of ours. We called Parliament Roofing and spoke with manager Brea (sp) and was asked to text pictures and that she'd talk to owner and send someone out to look at our concerns and see what needed to be done. This was on December 11, 2019 and we still haven't heard back from Parliament and not had anyone out to look at roof. Their verbal and written satisfaction guarantee is worthless and you'd be better served to go with a local established roofer, then to use Parliament Roofing. Will try calling them again and if don't get anywhere, will be contacting local news outlets and the BBB. read more

As of 6/15/2021, I have not received my gift cards despite calling monthly and being promised they would be coming. In all honesty, my overall experience with Parlament was not positive. The repair man they hire has knee problems and couldn't work so he brought some young BOYs with him to fix the roof!! They hire the contract who had an oxygen tank with him to my home to fix the leaking issues! They need food stamps and your mercy but not to fix your roof or install a roof in right way!! We are in the market for a new asphalt roof. I contacted 3 roofing contractors for estimates yesterday, with Parlament coming the last of the 3 in mid afternoon! The salesman, Kevin, was professional and insisted in sitting down in our home to hear his presentation. He brought a white 3-ring binder, nail and underlay samples, Timberline and Parlament's roofing type, a $500 bill reprint and a sales contract. Although a well rehearsed presentation, he kept insisting that if we signed the contract with a $10,000 deposit, he would have a roofing crew here this morning. We did not need financing and gave Kevin our Homeowner Insurance policy company and policy number for the promised 31% discount on premiums. We told him we were looking at 3 estimates and were expecting to pay $20,000 (or less) for a whole house roof replacement. Kevin said that the cost is based on a 'satellite' view of our home, not any other measurements or additional services or repairs we may need. No military/veteran discount! I told Kevin we wanted to wait for the other 2 estimates, but he was relentless, telling us Parlament needed to keep their crews busy and they have singles in stock. Later last night, after we gave Kevin our $15,000 check which was 50% of the total price, I saw the other 2 estimates sent via email, which were both less than $20,000 and offered a military discount and everything else Ken offered. This morning we waited for a phone call telling us the two-day complete roofing tear down and installation crew was on their way. I finally called the Clearwater office at 9:40am this morning and spoke with Brianna, the Manager(?) of the Clearwater office. I asked where the crew was and she said she would find out. I got a very insecure feeling that we had been aggressively 'sold' on a $30,454 contract. My husband felt the same way, so I called 'Boss Briana' back and cancelled the job and told her we were putting a 'stop payment' on our $15,000 deposit check. I asked to speak with her boss but she was reluctant to do so. Boss Briana was not only rude, but hung up on me, after arguing with me, the customer! Kevin, the Salesman, called and said he was pulled out of a meeting to call us. Kevin kept asking if I remembered our conversation yesterday. Yes, I remember. Kevin tried to save the sale by telling us he felt we were comfortable with his estimate, after I told him I read all the reviews on Parlament Roofing (aka ProofCo), the price was twice the estimates of other roofing companies and we were cancelling the job and putting a stop payment on our $15,000 check. Kevin tried to be the victim and placing blame on us, the consumer. The crew of 8 and two trucks arrived at 10:05, with no one speaking or understanding English. We told them to leave and they sat on our front lawn for 30 minutes. They finally left! James Matt Rayl, the owner of Parlament Roofing, called at 10:15am this morning and told me he just wanted to listen. I explained everything in detail and he never offered anything to help save this sale for his company. He claimed his TV advertising means he is the #1 roofing company in Florida! Hard to believe since Parlament is twice the price! He said he hoped we have a nice day and ended the conversation. DO NOT HIRE PARLAMENT! THEY ARE TWICE THE PRICE AND MINUS 100% CUSTOMER SERVICE! Their estimate is more than anyone else, but they claim that their work will result in a HUGE insurance discount. That discount never occurs. They also say they will be there on a certain day but then don't come for over a week. They left my gutters on the ground. I will never use them again. read more

Parlament Roofing did a top notch job on my 2,100 Square Foot house. They were courteous, efficient, priced appropriately, and completed the job on time. I had only one complaint with regard to nail clean-up after and they remedied the problem immediately to my full satisfaction.
