Return policy with receipt for purchase made in store with credit card supposedly requires the same credit card present - credit to the original purchase method is apparently "not allowed" even though there is zero risk associated with this, and they "don't offer store credit" EDIT - reply to 9/27/17 business owner comment: the systems of many other stores in many other industries, both large and small, are set up to allow for a credit to the original credit card without requiring it to be present. Storing credit card information has no relevance on this. If the contract with national credit processors was an issue, it's been an issue for a while since I am not the first to comment regarding nonsensical return policies. Given that, it is more likely that this is a policy created to slightly inconvenience customers in order to slightly decrease frequency of returns. EDIT2 - reply to 9/27/17 business owner comment: The claim that you are working on it (improving the return policy regarding credit cards) seems false given the large number of negative reviews on this page noting a difficult return policy going several years back. It is really unfortunate that this store is run so poorly. It is one of the only, if not the only, party store in far south Austin. Party City has a huge selection, no argument there. I recently hosted a kids birthday party and found lots of decorations and paper goods here. Unfortunately their customer service is rather terrible. There is almost always a long line, the staff is extremely rude and incredibly unhelpful. On multiple occasions, I have asked a simple question, only to be answered by a blank stare like I am speaking another language. And I'm not talking challenging questions... more like "do you carry XYZ?" The store itself is run-down. The shopping carts don't work well, and some have chips with sharp edges near the kids seat. I pointed this out to an employee after my son almost cut himself on the cart. His response was "yeah, all of our carts are broken." Super. The prices at Party City are also not the best. You will definitely find better deals at Target, Walmart or of course, Amazon. My latest issue with this store is their balloons. I purchased a $10 mylar balloon that they filled with helium for me for my son's party. The next morning, the balloon flew off the string and into the sky. Very disappointing. After reading my review, I was contacted by a manager who said it was a mistake and they should've taken my return my back. When I went in, the manager was kind and agreed it was a hassle but was happy I was able to come back in to resolve the issue. The worst experience just happen at this store. OVERPRICED, STEREOTYPE, and WORST CUSTOMER SERVICE!!! I came in with my two little nieces as I looked around for my sons theme birthday party supplies. An employee came to us and asked us if we needed help I said no thank you but that I am considering exchanging some items that I bought. He stood around us as I kept looking to decide which items I wanted to purchase. In the end they made me feel extremely uncomfortable so I decided to leave. While we were exiting the ladies in the side asked me for a receipt and to check the items inside my bag (my original bag of party items I had bought this week) I had my receipt on my hand. They literally went through each item only to find out that we didn't steal or take anything. It was extremely unprofessional to assume that I was a child and my Nieces were stealing. EXTREMELY RUDE I recently ordered something from partycity.com, but received the wrong item. The company's online return policy says that you can return/exchange an incorrect item at a local store. However, when I brought it to this location I was told by the store manager ("Marion") "that's PartyCitys policy, not My policy. In my store we don't accept returns.". When I asked why he would not honor the return policy, despite my returning it in the original box and in mint condition with the shipping receipt, he laughed and said, "That's just my policy." The really crappy part is that the item was only a $20 pinata, not like it was a big ticket item or anything. The fact that I can't give zero stars is unfortunate. Simply needed 3 balloons filled and for them to make the string longer than usual. Not a huge request, but you'd think I had asked for their first born child with how the employees responded. They said they would have to "restring the balloons" to do that. Which is probably the sorriest excuse I've ever heard. I'm already paying $30 for 3 balloons, helium and some string. It's called customer service So, not to be a nuisance I just bought more string to do it myself. The cherry on top occurred when I was exiting the store and the employee behind the cash register scoffed at me and promptly turned to a fellow employee and laughed while poking fun at me for being perturbed they wouldn't just give me some extra string. I bought a helium tank here that was vital for a music video shoot I was producing. We were able to fill up two balloons with something, but it wasn't helium because they didn't float. If that isn't bad enough, when I went to get my money back for a false product, I was basically told that I was a liar and they wouldn't be able to accept a return. After telling 3 different employees why it didn't work, they finally simply told me that they would not be able to give me any kind of refund or credit. Their only explanation was "well this has never happened before", which is a BS way of saying "we think you are lying." $35 isn't a big loss, but they sold me a faulty product and didn't stand by it. In fact, I got all of my balloons (16 balloons in total - INCLUDING THE TWO LARGE MYLAR ONES) filled at Walmart for $8. It would have cost me $30 at Party City. Moreover, the balloons have stayed perfectly intact/inflated for over 16 hours - when typically latex balloons will only last about 8 hours. Party planning is stressful, and balloons are always one of the last things to be purchased due to the short period that they are inflated. I have had so many bad experiences with this store, I avoid going there at all costs. I like to throw nice birthday parties for my children, and spend plenty of money. This year, I planned ahead and ordered supplies from Amazon leaving enough time for shipping. Then I went to South Congress to buy a pinata (see? Avoiding Party City!!) However we could not find a unicorn pinata, so we bit the bullet and went to Party City. They had a row of nice unicorn pinatas clearly marked 19.99. We hunted down an employee to get it down and went to check out, but it rang up 24.99. I told the employee I was expecting a lower price, he went to look and confirmed it was labeled as I said on the aisle. He tried to ring up the lower price but wasn't able to. So he got a manager, who also went and looked. He moved the price sign and told me he could not honor it. I did not buy it. This is just the latest in a string of appalling ways I have been treated at this store. They are continually willing to alienate a customer over just a few dollars. I would rate this store as poor over all. I called to ask a question and the person was literally whispering. I let her know several times I was unable to hear here, but that didn't seem to be of any concern. When arriving at the store - it is pretty messy and chaotic. Definitely more attention could be paid to keeping things neat and orderly to provide a better customer experience. Lastly - the real kicker - after buying $50 worth of items, I was stilled asked to pay $0.25 for a plain paper bag! I know Austin has the bag ban, but I have never had a retailer change me for the plain brown bag before! To me that just screams that they do not value their customers or their business. So I'm leaving this review because I'm frustrated with the quality of service that my girlfriend received from the upper management here. First off, we totally understand the need for a no-return policy after the 23rd for costumes, it keeps people from renting a costume for 1 night or party and returning it. Makes sense, respect that. But our return was for a costume for our dog. So she bought this costume for our dog (a yorkshire terrier) at 7pm last night, wisely buying a small though the chart at the store says she should have gotten him a medium. His legs are a little short for his body. Anyway, she gets home, puts it on him and what do you know, the costume is still too big for him. No problem, except the store doesn't have an extra small. So this morning she calls in asking if there was any way we could get a refund ($14) for just the dog costume (we spent over $100 for costumes on the kids) if they didn't have anything smaller and the manager was just flat out rude to her. She simply recited the return policy without listening to anything she had to say or taking the situation into consideration. When told that we wont be shopping there again, she simply replied "Okay." Really? That's all you have to say as the district manager? Anyway, after a few phone calls and a 30 min discussion with a team lead, we came out of it confident that we will never be shopping at this store location again. After reading all the other reviews, I advised my girlfriend to just let it go because clearly the store owner and the rest of his upper management don't give 2 shakes worth of a care as to whether customers return or not. My advice, shop on amazon, go to walmart, go to target, go to another, better reviewed Party City in town. Just avoid this location. This review is from 1:30 pm on October 31st. My 8-year-old daughter wants to be an angel for Halloween. I bought her some wings & a halo from Target. Turns out I bought dog costume accessories. Oops. So I ran to Party City this afternoon expecting to encounter absolute chaos. It was the exact opposite. I asked the greeter where I could find angel accessories and with no hesitation she told me "Halfway down aisle 2. If you hit the AK-47s you've gone too far." AWESOME. The store was really well stocked and organized. The check-out line went really fast and everyone was in a great mood. I'm seriously impressed with Party City right now. This was my second time getting balloons delivered from this store. Both times foil balloons looked great and latex balloons looked old and different sizes due to deflation. Manager(Marion) who I spoke to was very rude and unhelpful. He also stated very defensively that balloons were personally inflated by him at 7am. This was 4 hours prior to delivery at 11am. The bouquet of 26 balloons looked like they were a day old. He wanted me to drive back to the store to show him the balloons. My daughters party was due to start in 30 minutes. I asked him if I could send him a photo instead but he refused to accept that option. We were so disappointed. I know this place isn't awesome, but it sure as heck has a ton of stuff, for any and almost every cheesy party you could possibly imagine to throw. From kids themes to over the hill.... I noticed someone commented on the music. While they didn't find it appealing, I sure as heck did. I know it's for the employees. Their jobs pretty much suck. Music helps I'm sure. Plus it helps drown out screaming kids in other isles. I found it clean, and actually well organized. Not sure if this is all the time. They have a crazy amount of balloons to choose from I thought. I went to Wal-Mart to get batman decorations, however they did not have any Yellow crepe paper, or Yellow balloon aw man... Any who. A co-worker told me about this so called Party City where they have quote on quote "Everything". So I went to my handy dandy google map app on my phone to find directions. So off I hope and head over to check out this Party City. I pull into the shopping center an I can see toward the back a huge sign that read "Party City" very easy to spot. When I walk in it's like a warehouse for party supply! I went down the isles to locate the batman decorations there wasn't as much as I expected but still a good amount. They have a lot of stuff for bachelor/ bachlorette party's and every color of the rainbow of decorations and balloons you want. They also have a good selection of those Mylar balloons. I also went back the day of my son's birthday party to get some helium filled balloons. That was very easy you go and select your own balloons and the color as many as you want blown up. Then leave them at the counter they give you a receipt and blow them up for you. Very nice. I love you party city! and I will return. read more

I went in looking for a clown costume. I picked one off the wall and the employee told me that it didn't come up in the system. I picked another and headed to the pick up area. The clearance area was right there, and their were 2 of the costume I originally wanted. The first was missing the shirt and the second had a damaged mask. They couldn't give me a price, so I headed to the register. It rang up at full price. The employee called a manager and he said that it's $39.99 & we have 6 in stock. I was not going to pay full price for a damaged costume, so I went back to the costume pick up to get a new one. It didn't come up in their system either. She called a manager and after waiting a minute, I decided to go elsewhere. When I reached the front of the store, he was still sitting down. She scanned it and I let her know a manager was going to give me a discount. She then said why what's wrong with it. I explained and rudely she said but it's already discounted. I said correct but she was providing me with a discount because of the stain it had because it was the last size. She stayed quiet and pulled another cashier and said I need a discount approval. The Another person came and she said why, I then took out the costume out of the package myself to show both of them while the first cashiers with her arms crossed looking at me crazy Because they couldn't do it . Then the other manager that was going to give me the approval said to me OH It's already discounted I can't do It. They made me feel so horrible. Beware!!! Crooked sales practices!!! I bought a taco hat for my son's birthday. He didn't like it. Three days later I return one $10 item with receipt and unworn. They say no return. They pointed to the receipt that said "no return on seasonal items." I say there was no sign and no one told me that a taco hat is seasonal. I get it on costumes for Halloween, but the whole store is full of seasonal stuff. I'd bet you can't return anything red after feb 14. I typically get all our costumes and Halloween stuff here, plus party and birthday stuff, spending hundreds every year, but I will never step foot in there or any party city again. Today, my daughter was asked to leave this store because she was not wearing a mask during the stay at home order for COVID-19. She was in the store, with a full cart of items when she was approached by the manager and asked to leave. My daughter is currently 7 months pregnant and told the manager that she could not and would not wear a mask because she felt she could not breathe in it, and it caused her emotional distress, both of which are reasons, Governor Greg Abbott acknowledges as reasons you are not required to wear a mask for. When my daughter explained this to the manager, he asked for a doctor's note! She pointed to her obviously pregnant belly. I know the manager was just doing what the owner of this franchise told him to do, but I want to let you know that it has been proven that wearing a mask does not prevent the spread of COVID-19, and we will not shop at Party City any longer for making a stand like this. I pickup 2 balloons yesterday 2:40pm and it leaked before I left the story, so one girl said she will give another one but then she said that what I had was the last one, and she said it was the AC indoors, if I walk out of the door, it will be Ok. This is probably the worst location as far as customer service for ethnic people in my opinion. I went here to buy balloons for a special occasion. I entered the store. I was not greeted when I entered the store, all the other customers were greeted. I was walking around looking for someone to help me. One employee saw me and proceeded to walk in the other direction. I walked up to the register to ask for help with ordering balloons. And the cashier asked me do I "even" know what balloons I wanted? She then proceed to call for another employee. The same young lady who was avoiding me. I asked for the balloons. They rudely tell me the balloons are not on sale. I never asked about a sale. Not once have I had a pleasant experience at this Party City location. Staff is unhelpful, often rude, and are not knowledgable on their inventory. It is poor professionalism and truly annoys me when staff carry on personal conversations during check-out. Twice now when I've had balloon orders to pick up they have not had them done and I have had to wait while they complete my order. Why did I make the order a week ahead only to come in and stand and wait while they do it?
