Good American diner type food. Polite staff. Classic diner feel. Overall, I'd say good.

I love diners. And, if my tummy rumbles, and I see one I haven't been to, I stop. Today brought me here, and it didn't disappoint. Steak and eggs is my go-to. The portion size is huge! 14oz ribeye, over easy eggs, toast, hash browns, and coffee. I told my server that I might need a doggie bag. She assured me I'd be fine. And, happy to say, after continually reminding myself to eat slowly and chew, I ate everything. I usually don't put sauce on my steak, but I've never seen these ones before, so I dabbed a bit of each. One of the things that I love about diners is the atmosphere. First time eating here and it was packed but I didn't know whether to sit down or wait to be seated. I sat myself which was fine. Five minutes went by and I thought the menu was the food items presented behind the bar, until a waitress came by with a menu. She asked me what I wanted. I requested biscuits and gravy and a surprise from the cook in the back, make it meaty and super spicy. Two more people came in and thought the same way, so I told them that they sit themselves, and then I gave them my menu. As soon as they sat themselves, they were offered another menu. As soon as I got bored with the history of the Diner, I started looking at the floor under my table. A piece of toast and some scrambled egg was under it, I do not blame the hosts, I blame the people who sat there prior to me. The hosts were extremely busy for a place that holds like 50 people comfortably. Decent size for a diner. My biscuits and gravy came out, I tasted the gravy... big let down for me because I could tell the gravy came from The same manufacturers that the US Military uses for its field training rations. With enough hot sauce, the biscuits and gravy went down smoothly. I know making sausage gravy or beef gravy can be painstaking, but a good breakfast gravy is better than anything else in the morning as I pride my Dining Facility in making delicious homemade breakfast gravy every morning. It's a highlight of every morning's breakfast. My biscuits and gravy was cold when my two Texas toasts and trashcan omelette made it to my table. For being a surprise dish from the cook, I expected a lot more flavor. Yes, there was mushrooms, fries, steak, and other stuff inside the omelette, but I tasted NO SEASONINGS inside the omelette whatsoever. I had to use their "BoomBoom" sauce and more hot sauce to add to the breakfast flavors. The meal came up to $32. Was it worth it to me? No. Would I go again? Yes, as long as they throw in seasonings, instead of leaning on JUST French fries, precooked vegetables and steak as flavoring. I AM NOT by all means trying to be too critical, but as a Culinary Expert looking to get into the Diner business, I enjoy tasting Diner products from every neck of the culinary woods. Would I recommend this place? Yes, because I support all local eateries, and my biggest complaint is the seasonings and the gravy. Customer Support was nice up until I waited to speak to the owner for over 15 minutes, I left before I could start a conversation. read more

Do not judge a book by its cover. it has been now 2 years since i visited this location. I was up there for a winter break & got stuck in Ogdensburg for a week, weathering snowstorms & iced runways. We found this oasis casually looking for food. We went 3 times after that through out the week. NO food in the zip code compares. Hell, no food in the STATE.Now, 2 years later. I still dream about the steak dinner & the poutine fries. This will be the reason i return back to Ogdensburg. This food was delectable. Not worth the money. I ordered biscuits and gravy for $7.25, it was basically biscuit soup. One small biscuit cut in half, drowning in gravy. I also ordered an ice tea, which I was charged $3.75 and NO refills... honestly, the server should just let people know ahead of time. It's definitely a rip off. But you can get refills on soda "because they don't make it". My father got a 2 egg meal, which doesn't come with hash browns or home fries, and was $8.25, then $5.50 for the home fries.... I honestly wish we never came and now my dad is banned from choosing restaurants. Oh, and make sure you bring cash, they don't accept credit cards. However, they do have an atm for your convenience. Ordered a toasted egg and olive sandwich. It arrived nicely toasted, skimpy on the filling. Should include chips for $5.50 IMO. Took the first bite thought it was a little off, couldn't figure how. It's egg and olive how could one screw it up. Another bite because I've never had bad experiences here or with any other egg and olive. It was a 3 bite per 1/2 sandwich . Opened it up after tasting a ton of mayo. It was loaded with more mayo than egg or olive. I set it aside and was asked if I wanted something different. I stated my distaste for it and they claimed I ate half (2/6 bites total) and should have to pay for it. I can more than afford to pay my ticket but shouldn't have to when grossed out. My options were get something different after losing my appetite or pay in full. This type of pay when it was shown the reason it was nasty was unacceptable. I will never return to this establishment again. The basics are screwed up and the conflict resolution is unjust. They acted like I was trying to get out of paying when paying is the furthest problem I have. I have been very blessed in my life and been fortunate for all I have. I hope this business can learn and understand how too much mayo is gross. But no one cared. I will NEVER go back again when I was visiting usually every 3 months or so as I don't live here. Disappointed and disheartened. Still tipped her $10 even though she couldn't manage to understand. Wanted to give $20 but she couldn't do the right thing. The right thing will cost you myself and my family along with this negative review. Thanks for all the other great experiences, but sadly never again out of principle. read more

This is the epitome of a greasy spoon and it's great! Phil's prices are really hard to beat and the food was surprisingly good. I couldn't help but notice it seems to be very popular among the locals. I had a hamburger which was delicious and so was my husband's Reuben. Service was good. The waitress was very nice. It's a cash only place and there's an ATM inside as well. Phil might want to think about getting a few bids on a new floor and some new upholstery for the lumpy booths. read more

I was very disappointed in this diner as it came highly recommended. Not sure if we caught them on a bad day because it does happen. I would of given service 4 stars all day long possibly even a 5. The problem was the food. The quality was sub par. The shoestring fries were cold and were quite obviously cooked way before they were to be served. I usually do not write a bad review especially when the service was so great. They definitely need to elevate the skill set in the kitchen before I would think about a return trip. read more

Nothing luxurious, some food is very greasy. Every city/town/ village has a small family restaurant similar to this. Nothing special but good food none the less. Only 4 stars only because the only things I really like from here is a classic burger and side of poutine. It's been a hangout spot for me and my friends when we were younger. Waitress/ waiter staff has changed since and they are slightly less friendly. The prices are decently affordable depending on what you get. Bathroom looks small though, I personally haven't and probably never will use it. Overall good place to bring family and friends. Phillips survives despite the resolute efforts of the federal government to destroy Ogdensburg during the urban renewal era. Just east of the sea of vast surface parking lots and the unused concrete bunker mall, Phillips offers a pleasant surprise to the visitor. Come at lunchtime and it's packed. This despite the arterial highway that was built to connect town residents with a vast array of delicious, nutritious fast food options (while allowing passersby to circumvent the town entirely). A club sandwich with french fries is $5. I won't pretend it was a magical experience, but as these things go, it was pretty all right. The ketchup is cheap, but the fries stand on their own. There's a pancake, sausage and coffee special for $3. But the real value is in the community nature of this 60 year old diner. They make good breakfast and their macaroni salad with gravy hits the spot. When dining here, I would stick to the basics, such as breakfast, grilled cheese, or burgers. I'm a big fan of Phillips Diner. Every time I come into the OG, I make sure it's around lunchtime, so I can stop here. It's the sort of place where EVERYONE stares at your when you walk in, because they can SMELL that you aren't local. But that's okay - just sit yourself down in a booth and get ready to order. Good "greasy spoon" food and very cheap too. The best part? The wait service doesn't care to impress you with manners and smiles - they're there to do their job - take your order and serve your food. Ogdensburg was an important trading city and station in the development of railroads in northern New York and southeastern Canada; the Ogdensburg and Lake Champlain Railroad, Rome, Watertown and Ogdensburg Railroad and Portland and Ogdensburg Railway, all involved lines through the area. Slowly they all left, in the wake of the Eisenhower Interstate Highway system and trucking era that eventually followed. I-81 ends 40 miles short of this city and it has marked a slow decline (involving a series of poorly-planned urban renewal projects as one reviewer correctly noted) to an area once destined for greatness. Defying the decline are a small handful of thriving businesses like Phillips Diner. My husband and I make a point of returning to the restaurant while visiting during the annual Seaway Festival week each July. Year after year, we are delighted with our food, service and the remarkably low price at Phillips. For under $8, my husband and I enjoy a full breakfast complete with coffee and juice. The prices never seem to go up. We hope that another era will restore the Northern New York State corridor to the greatness it once enjoyed. We decided to do a pickup order of roughly 65 dollars worth. We repeated the order 3 times. We get their and the lady working said that she double checked the order. When I get home were missing 2 items. I go back 10 miles and get the food and they try to make me pay for their mistake. The older short roughly fat lady working 6 pm on August 15th 2015 seemed to like rolling her eyes. Very sad people. read more

A retro review. I lived in the Burg from Sept.'62 to June '63. As a single guy then, I ate out a lot and Phillip's Diner was my go to place. Easy on the wallet for a first year school teacher.
