I was accused by Ashly Radk a white property manager that I came after her with a butcher knife on camera. The building that I live in is a HUD housing subsidized building. The management without asking our permission sells tenants payment information to a third party company called Esusu. This company claims that they will help low income tenants be able to raise their credit score by monitoring if they pay their rent on time. Mind you the management company gets good financial kickbacks if we pay our rent on time.The only way to opt out of being part of this company who now has your name and financial information is by email or text messaging There is no way to call in. Mind you the population of this building is mainlyelderly people who are not very tech savvy. My neighbors do not know how to use email and or send a text so therefore how can they opt out of their information being sold to a third party company?These are the questions that I asked Ashley Radke on March 13thAnd she decided to demand I leave her office call the police cuz I'm a scary black girl and then Lyon said I came after her with the knife. Monday March 17th I reached out to her family members via Facebook and asked them to reach out to her and explain to her what you're doing is wrong Lying to the police is a felony.That same day at 6:00 p.m. Ashley is leaving a weird 30 day to vacate the property notice on my door. It is such a weird notice at even my housing attorney was perplexed by the notice that it didn't fit the situation. My defense attorney has finally got the clear from their supervisor to subpoena the camera footage and to subpoena the camera footage of the maintenance man who also claimed I came after him with a knife his cell phone footage. Before I moved into this property I was homeless on the streets for 10 years after foster care. Ashley rack he has tried to evict me once before in the past and I didn't even have to go in front of the judge for the eviction lawsuit because the judge filed the case a non-suit case. Meaning that she was coming at me with a bunch of BS and hearsay and she wasn't going to waste a courts or the taxpayers dollars to listen to such nonsense. At the same time when she tried to evict me back in 2016 she also tried to take me to antiharassment court which I also won by default. Ashley refused to sit down with DRC like I brought up to miss Judge Harper that anti harassment judge at the time presiding over the case. The judge said that was a great idea to try to use DRC but both parties had to be in a agreement to go. Ashley Radke did not want to go so we had to go back to court. Ashley rack he never showed up to the anti harassment court and the judge filed plaintiff refused mediation. She was taking me to anti harassment court because she was scared of me and what I would do to her in her car even though I've never made a threat to harm her in any way. Ashley takes people reaching out to third-party help and being told to follow the laws both local and federal when it come to housing lawsas a threat. I am sick of racism. I am a black woman and had to spend a day in jail because of the lies of a white woman. When the cameras show that I did not have a knife I will be filling an emotional distress suit. Ashly did not allow my friend and neighbor into my apt to feed my ESA animals. This is animal cruelty. I have a paper trail that backs up that I have never assaulted or threatened this woman in any way. She was so concerned about me being the educated black woman teaching people the laws when it comes to local tenant landlord laws and federal housing laws. When I was homeless I spent my days in the superior court house and the court library talking to lawyers. I spent my time educating myself on her hand but policies and federal housing laws.I educated myself so well that when this woman tried to evict me over a bunch of BS I won the show cause hearing next to the partner of a very large law from here in the state of Washington known for evicting low income residents.The eviction case was so crazy and full of lies that the court filed in a nonsuit case. In layman terms she did not have enough evidence of a bunch of hearsay and lies spoken about me to waste the courts and the taxpayers time and money to go through with the eviction lawsuit. People need to know this is a dangerous woman willing to lie on POC. Ashly Radke claims not to be racist because she has mixed kids with a black man but that is a lie. Pk management would not hear my side of the story and refused the camera footage to the policeand did it offer it to the prosecuting attorney. If I came after somebody with the butcher knife then prove it. The management is trying to evict me on this lie with out providing any evidence. The maintenance man was also involved and he was recording the incident on his cell phone that he doesn't want to provide that shows I did not have a knife. I have lived in Mountain Shadows Mobile Home Park since 1995. During that time, Mary Plemons, the property manager who works for PK Condo Management, has harassed me continually and for no good reason. I am including a copy of the latest letter she sent me six days after I had a Temporary Restraining Order served on one of the gangsters she supports. For years, she allowed my next door neighbors to park in the clubhouse twenty-four hours a day, even when a sign was posted allowing parking only during certain hours. If anyone else parked there, their car was towed but this couple have gotten special treatment. The maintenance man visits her mother frequently and wrote a letter saying that he is a friend of theirs and that he has never had any problems with her. This was submitted to the court in an effort to keep me from getting a restraining order against her. I believe it constitutes a conflict of interest and selective enforcement. This couple has lived with the elderly mother since they got evicted from their home in 2005. The wife attended a high school for juvenile delinquents. She has a history of drug abuse, incarceration, and homelessness. At one time, her parents had a restraining order against her. The parents had custody of her children and I served as a witness for the DA because the children were being abused in her father's care. These are the people who Mary Plemons sides with on a continual basis. I find it suspect that her harassing letter arrived six days after one of these gangster was served a Temporary Restraining Order by me. Mary Plemons has sent me numerous harassing letters on their behalf, without any proof that their claims are true. Another neighbor has complained about this couple and received no response either. They fight, shout obscenities at each other and neighbors if anyone asks them to quiet down, and do whatever else they want. Mary Plemons does nothing to stop it and the maintenance man says he doesn't get involved in "neighbor disputes." She has told me to call the police and the police tells me to contact the HOA. Nothing ever happens to improve the situation and Mary Plemons continues to harass me at will. read more

P & K, formerly Barret Condo Management, managed our 500+ association for 16 years. The President of Barret, now VP of P & K, served as manager and his son ran the landscape company. During their tenure with our HOA, and with the complicity of a hapless group of board members, they managed to rack up about $27K in accumulated operating debt over a 4 year period, and depleted the reserves to less than 30%. According to the 2012 annual audit, they oversaw the "transfer" of $83K from the reserves to the operating account without following CA Civil Code 5515 governing Reserve Fund Transfers. When confronted with this fact, the entire board and manager denied it. This led to a successful recall election of the Board for the purpose of removing Barret Condo as Manager. In the lead up to the Recall, the manager, who had signed an agreement with Epsten, Grinnell & Howell, racked up ~$15K in legal bills for which there were no board approvals in any of the Association's minutes. Upon further investigation, the agreement signed by Barret was absent from all board packets, manager/board member and law firm correspondences, as well as all open and executive board meetings minutes. Review of Barret/PK's invoicing revealed a number of unsigned and undated documents, on plain pieces of paper without letter head. So while no clear evidence of theft or embezzlement was found, it was clear that oversight of Barret/PK's invoicing system was severely lacking. As is the case with many vendors serving HOAs, they took full advantage of the client. Furthermore, PK/Barret combined operating and reserve funds into a single account. During years of accumulated deficits, the reserve fund served as a kind of overdraft protection for the operating fund. Our investigation also found PK/Barret signed checks created by PK/Barret to PK/Barret. We are still recovering from their incompetent, and possibly criminal handling of our Association's management and trust. read more

John P. at PK Community Mgmt. is the manager of our 55+ community in Vista. In the three years that I have been on the HOA Board, I have found his management advice informative, professional, and very helpful in bringing our small (67-unit) back from the brink of financial and infrastructure failure to a point where we are looking forward to addressing our past shortcomings and improving our Reserves posture. I have read a lot of negativity in the reviews posted and attributed to the performance of PK. I have had complaints from a few owners in our community. In every case, the complaints are misdirected toward PK, when the faults lay with the complainer, a contractor, another owner's actions, or an error or inaction by our Board. Truly, I see no legitimacy to the local rumblings and have experienced none of the issues reported on the negative Yelp posts in my dealings with PK Community Management. Their personnel are eminently qualified to manage California common-interest developments in California, they have substantial experience in construction and connections to the service providers who are qualified and available to work in our community. PK Community Services seeks to improve their support to the communities that they manage through the implementation of AppFolio for software assistance. The newly-introduced online tool has the potential to streamline communities' interactions with management. The company is a relatively small, family-run business. It is professionally staffed with certificated and qualified personnel in the community management industry. Their affiliation with Adams-Stirling legal services is a tremendous asset in our litigious atmosphere. I feel fortunate to have them providing management services to our Nob Hill Owners Association. read more

I like to give credit where credit is due. In my 23-year real estate experience in San Diego, I rate P & K among the top Homeowner Association Property Management firms that provide prompt, courteous and efficient service in addressing issues of concern. My sellers and buyers have benefitted by it. While different Home Owner Associations have not been willing to spend the time, effort and money to get Communities they manage re-certified for FHA/VA financing, I have learned that P & K is in the process of getting it accomplished as they are able to do it. Since many buyers do not have the funds to qualify for conventional financing, this is a big item. My wife and I have been living in a Community for the last 12 years where the common grounds are taken care of by P & K. Whenever we brought items of concern to their attention they took care of it to the best of their ability. Recently it was requested that a large tree from our neighbor's home be removed to restore their panoramic view. They inspected it and complied. Best management company our HOA/Twin Oaks Valley Community has had in the 21 years I have lived here. Very knowledgeable, professional, and helpful. Responded to our issues better than any other. And was a great source for tree service and a new utility company. Unfortunately, they can not undo the mistakes of past management companies and certain board members who do not have the vision to see beyond their own noses, and want things their own way at the expense of the community. P&K Condo Management (aka Barret Condo) has contributed to 13 alleged violations of state laws while managing our Association; overseen the creation of $27,000 in operating debt during four years of consecutive deficit-spending, which led to combining our reserve fund with our operating account to serve as a kind of "overdraft protection" without notifying the membership, all while depleting reserves so that they are currently less than 30% funded. The manager (President of Barret Condo) routinely misinforms the board and members. Very unprofessional, manipulative and dangerous to the health and well being of any HOA. read more

The owners - The Kroeker family, are all very professional and very knowledgeable in regards to maintenance and the everyday operations of an HOA. I have worked with four other HOA property management companies over the past three decades and P&K is by far the company I would recommend above the rest. We are just completing a renovation of our encinitas condo in a complex managed by PK. Our Property Manager is John and he is super responsive to our questions and requests and has been very straight forward in his answers. We didn't get everything we requested, but the management company and the HOA board provided quick and reasonable explanations for us. We have dealt with other HOAs and other management companies in the past and we rarely are treated like human beings. So this has been a very refreshing experience for us. I worked with PK Community Management for a half a dozen years while on the BOD for a 55+ Community in San Marcos. John at PK and his staff were always attentive and responsive. His vast experiance and knowledge really helped to keep us on track and avoid troubles. PK staff was always very helpful as well. All they want is your money. When you call either they don't answer or you get to talk to the grandma or perhaps the uncle or even the dog of the family. Pk management does not usually return calls. Oowners act like rent a cops and have no people skills. Don't use them for ur association.

Terrible HOA and their landscapers have no respect for the residents. Stay away from this organization!
