Long: This is an unnecessary middle man business that quietly poses as a government service agency. The name itself, "The Passport Office" sounds official enough to uninformed soon to be travelers, such as myself. Though the reality is that you will pay them to simply fill out the same exact form you can do yourself at the post office. Please keep in mind, this does not cover your post office fees as at all. They then had me drive to a public post office 30minutes out of my way, only to find out by the US postal employee (bless her), that I only needed to come to post office in the first place.
