Though I understand why it took a few months to find a renter, I do not believe they did their due diligence in checking references. Our tenants stopped paying rent after 6 weeks, chalked up enormous hydro bills which they never paid, and in the end stole several items from our fully furnished house once they were asked to leave. Communication with IEPM staff during the beginning of these challenges was extremely challenging. When, at the middle of the 2nd month we still hadn't receive any rent for that month, I sent an e-mail and did not hear a response until I wrote another 2 times and called twice, leaving messages each time. I finally spoke with the owner and he informed me that they were having some "issues" with the tenants and was confident it would be resolved soon. It never was and the tenants were asked to leave. Once the tenants were asked to leave, IEPM stated that they checked the inventory list they created at the beginning of the rental, and informed us that there were 3 items missing from the house. When I mentioned that there were about 50 items missing from the house, some of which were on the list and several that were not the owner of the business defended his staff and said that they had checked the house after the tenants gave back the keys and this is what she found. When I showed him a locked closet that was broken into and that items on the list specific to identified locations on the paper, he continued to defend his staff. IEPM took their service charge while we are out close to $4000 in rent, hydro charges, and additional expenses to replace items that went missing. And they have done little to get the money from tenants they chose. In the end, we realize that the tenants they accepted are well practised at this sort of fraud. Our neighbour mentioned that her vehicle was broken into on her property while she was away. And that our tenant broke a hole in the fence to go onto her property repeatedly, harassing her. Lastly, the tenants left a pile of garbage that we requested IEPM to take away. They said they would and 6 weeks later when we returned again to the house it was still there. Two more phone calls finally resolved that issue.

They have purposely avoided testing the building in any logical way. The just sent us a letter stating that they are not doing anything about it since it "seems" fine. They brought in another plumber who kept ignoring my requests to keep the hot water running. I had to ask him 3 times to keep it running and he kept turning it off after a couple minutes and saying it looked like there was some small stuff floating in it but that it looked fine. He and the super went to check the tanks, and said they'd come back up to check the water after I left it running for at least 15 minutes. At which time all sorts of crap comes out. They did NOT come back up and when asked why claimed that they had been at the door knocking for 5 minutes and I didn't let them in. I was sitting by the door waiting for over an hour. The time they quoted as knocking I was a few meters away and would absolutely have been able to hear them. The water needs to be tested in the stack and they have yet to test any other units in the stack even though they have claimed they have asked other tenants in the building to test their water as well. After running the hot water from any of our taps a black tar like substance starts to form on the water and starts sticking to everything, the tub, sinks, shower, our 20 month old baby before we noticed it. She cried as I had to scrub the material off of her since baby soaps didn't cut through it and you can't use heavy detergents on a baby. We've had three separate plumbers see the material coming out of the taps and have taken water samples, photos, and videos of the material coming out of the taps and forming on the surface. Proline keeps saying they will send the water quality reports from the plumbers who saw the materials and collected several samples, but they never do. Basically they are calling 2 adult tenants and 3 adult plumbers liars. Not only is there a black tar, a clear polymer film starts to form on the surface of the water in the sink. You can pull the strands up with your fingers and they look like snot. All the taps are new, the building is three years old and they have 2 broken hot water tanks that they are fighting with the manufacturer over because they don't want to pay for new ones, when they installed the wrong sized ones to begin with and want the manufacturer to replace them. But why would the manufacturer do that when they were not installed in a building of the appropriate size? In essence the building has been running one half working tank for 8 months now. We informed Proline in December of 2022 and not until January did they send someone out who after 5 minutes in the unit went downstairs to check the system while we were running the bath to collect a sample. He never came back as he ran into another plumbing company working on the hot water heaters. So they left without coming back to the unit. Our super told us that it was likely related to the hot water tanks but our unit they said was the only one affected, even though the hot water is moving unit to unit with the hot water recycling system pumping it around to keep it ready at each unit at all times. Eventually in late january the water seemed to clear up so we believed proline that it was the tank. It came back with a vengeance May 2023. It took them 2 weeks to start any action and when the plumbers came and got samples and sent them instruction on what to put into a letter to the other tenants in the stack. Proline didn't do anything with the request and again sat on it for another week until I called to get an update on the test. Test which they hadn't even gave permission to the plumbers to run at that stage. If you put a cloth over the drain or over the spouts they collect brown rings and circles from where the water passes through the cloth. I was able to speak to someone at Proline higher up and they actioned the request immediately, or so they said. From our understanding none of the other tenants who needed to be informed were. Proline has put our daughter's health at risk and who knows how many other families in this 70+ unit building are using tainted water that they don't know about. They also claimed they brought it up with strata, but when I spoke to a strata member who attends meetings they hadn't heard about any of this.

My wife was communicating through one of their agents Tasha Panico to schedule a viewing for a home they were managing. They had agreed to show us the place on 6 PM on a Wednesday (6 days ago). Tasha had asked to move the date earlier to Monday at 6 PM but my wife was working a late shift at the hospital and didn't have a chance to reply to her email until the following day where my wife confirmed 6 PM would be okay (Tuesday). Tasha explained she was busy that Tuesday and left it at that in the reply email. We of course assumed the viewing would go ahead for Wednesday at 6 PM and my wife emailed back apologizing about not getting back sooner and emailed back to confirm again 6 PM on Wednesday. She did not get a reply back but we did not think much of it at the time. We got to the viewing early on the Wednesday, sent one more email and also text messaged her that we were there, still no reply. We phoned her once at 6 PM but still no answer and then waited around and still nothing. Unfortunately we never got another answer from Tasha explaining what happened even though there was never any indication to us that plans had changed. The unit was subsequently rented so our interpretation is that she felt there was no point in showing us the rental however a simple message telling us so would've sufficed and would have saved us the time involved in making our way down to the viewing and waiting around. Again I hope this is a one off or there were extenuating circumstances but I feel that as a professional organization, communication is very important, and we felt there was a communication breakdown dealing with Tasha, who had been a good communicator up until that point.
