For context, our HOA is a small 10-unit building. Our primary point of contact was George Golovin, and the issues described below reflect our experience communicating through him and his team. The primary concerns were lack of responsiveness, failure to act on time-sensitive matters, and a pattern of deflecting responsibility. Communication & Responsiveness It was common for emails to go unanswered for extended periods, even when requesting basic or necessary information. In one instance, I requested vendor insurance information related to a roofing project that caused water intrusion into my unit. This required over a month and multiple follow-ups before any meaningful response was provided. Failure to Manage Critical Issues When our garage gate was rendered inoperable and left open, management did not respond for approximately 11 days despite repeated requests for assistance. Once they finally engaged and sent a vendor, the issue was resolved within 48 hours, which highlighted that the delay--not the complexity--was the primary problem. During the period of inaction, the garage remained unsecured and a vehicle was broken into. Governance Issues Our governing documents call for annual board elections. During the time this company managed the property, elections were not conducted unless specifically pushed for by homeowners. Ultimately, residents had to formally organize and petition for an election themselves in order to move forward. Project Oversight Concerns During a major roofing project, it was not clear that vendor insurance documentation had been properly collected in advance. When requested, this information was not readily available through management, which raised concerns about oversight on a significant project. Transition Issues Even during the current transition to a new management company, the incoming company has informed the Board that they have not received responses to transition-related communications for over a week. If you're hoping to hire a property management company that operates with a high level of organization, communication, responsiveness, transparency, and integrity, then keep on looking because Real Property Management South San Fernando Valley is NOT the company for you. Its owner, George Golovin, has greatly restricted owners' participation in our HOA, disappeared for a month on an unannounced vacation, and refused to take responsibility for failing to perform some of the most basic functions of a property management company. He is short-tempered, defensive, and less than collaborative. Within a month of our board hiring George Golovin in January 2025, it was obvious they made a mistake. He was either overextended with other clients, overwhelmed by the responsibilities, or generally incompetent. Here are some of the many ways he has failed our HOA, and should serve as a warning to any other condominium association to NOT hire his company: 1. At his first board meeting, George suggested the board stop holding in-person monthly meetings (resorting to virtual meetings only), presumably to reduce owner participation and to shield the board from criticism. After succeeding with that pursuit, six months later George successfully urged the board to limit the public portion of board meetings to 60 minutes, which resulted in only 20 minutes for owner questions and comments (in a building with 209 units). When one owner confronted the company for unnecessarily silencing owners' voices, George kicked the owner off the Zoom call. 2. George started working for our HOA just as a group of owners filed a petition to recall the board, and while the law required the HOA to announce an election date within 10 days of receiving the petition, George failed to announce it for 40 days. And then he chose an election date that was 30 days later than normal--wrongly extending the terms of the board that hired him. When George was confronted during a board meeting for failing to follow the law, he got defensive and muted the owner on Zoom. 3. During the recall election period, George violated all norms of conduct by serving as the de facto campaign manager for the board of directors. He routinely used HOA resources to distribute campaign messages to owners on behalf of the board--and rejected similar requests from the opposition. 4. In the lead-up to the recall election, George started sending weekly updates to owners about the board's performance on various issues. However, after the board prevailed in the election, he stopped sending updates to owners. In the three months since the election, he has sent only one update via email. 5. George failed to pay a contractor for 28 days, stalling a pool renovation project that had already dragged on for more than five years. Worse, he banned the one owner in our HOA who has decades of construction project management experience from interacting with the contractor (to get the project back on track). 6. George was required to prepare a budget and submit it to the board by July 15, but failed to do so for 45 days because he went on an unannounced vacation for a month. And while he criticized the budget submitted a year earlier by the HOA's previous property management company, he submitted an initial budget with a $200,000+ deficit, and had the nerve to claim that a deficit budget would actually help the HOA secure a loan for renovation projects. 7. Despite rampant violations of the HOA's policy against short-term rentals--and the board voting to institute a warning and fine schedule--George failed to notify the owners in violation for 45 days--all the while more short-term renters streamed into the building and created chaos. 8. George regularly fails to respond to owners' voicemail messages, email messages, and maintenance requests. And when he occasionally responds, he acts as if everything is under control and being handled--even though his lack of follow through proves otherwise. 9. There is no indication George is obtaining multiple bids for contract work in the building (as is required in our guiding documents). As a result, the board often chooses its preferred contractor for all sorts of work, and that contractor has charged as much as 13 times more for the same type of work provided just a year earlier by a different company. We are wasting tens of thousands of dollars in the process. 10. In our HOA, there are several owners who are many months behind in paying their dues. For six months, George claims he has hired a collections agency and is making progress on the situation, but that ignores the fact the dues owed by that group of owners has remained nearly constant for that entire time (between $51,000 and $54,000). George has never provided any proof that letters were sent to the delinquent owners, or that any outstanding money was paid. read more

They do not attend meetings nor do they even know how to use the internet let alone send emails, so you are once again stating false facts. George and his team at RPM are incompetent and unprofessional. I don't recommend hiring them. George does not follow through on projects and always has an excuse for why things are going wrong. The incompetence of this entire management is downright appalling, you should all be embarrassed by how awful you are as people. You are literally managing a building that PEOPLE AND ANIMALS LIVE IN. I have never felt so much anguish and anger towards housing management before and you know it must be real bad through the ocean of awful landlords in LA. We are constantly having issues and NO ONE ever responds. No matter how many emails or phone calls we leave, even when we mention that we literally have people BEING HOSPITALIZED because no one is responding to our renovation needs to fix the HVAC system. If you don't even care about the people or the building itself, then we might as well just go about the things we need to do. The only good reviews are from people who work within the management and people associated with it. We rented a property in LA for close to 4 years that RPM managed. The roof had a leak which created a black mold problem that was never mitigated by either RPM or the home owner. After notifying both of the issue shortly after the problem started, There was no follow up remedy the issue. We left notice and moved out leaving the residence in as good or better condition than we received it. Then we find out that the owner and RPM shorted us on our security deposit due to repairs and cleaning. I finally got a text message today and was told today I couldn't see the property that they would not be showing it until tomorrow. On my way back to PS I received a text message saying they did show it today to someone and they are going to be looking at their application so my appointment for tomorrow is canceled to see the rental property. I hired Lysa to rent my townhouse, while the house was rented at the end but the process was a nightmare. it took them over a month after the contract was signed to send me the signed contract, that by itself was so stressful because i wasn't really sure that the apartment was rented, also I was promised of pictures of the property once they do the move in walkthrough but i got nothing not even the renters move in notes! also they kept the first payment for a month before sending it to me for no reason, and for me to get anything i had to remind them few times and usually get ignored. if you are hiring an agent to save you the effort and the hassle then please find someone else as these guys will waste a lot of your time following up on them! read more

I wish I could leave this company 0 stars. I can't even express my disdain strongly enough or emphasize enough my recommendation to avoid them at all costs. One of their main downfalls is that they are absolutely impossible to get a hold of. I live in a small condo building and multiple issues have arisen that have needed urgent care and attention. Even after multiple calls, voicemails, emails, calling the 'emergency' number we will regularly not get any response back. A recent example involved a leak with severe water damage in the building, the management company could not be reached quickly, came two hours later and appeared to give no care or concern and had no plan. We are now worried that the damage is beyond what it would have been had swift action been taken. Due to these concerns we reviewed their contact and learned that there are several responsibilities they fail to do (timely repairs, monthly walk throughs with reports, etc). Tenants are left to problem solve completely on their own and are left scrambling in situations that involve the property management company. George was the complete professional and very good at following up, not being judgmental about former tenants (which is a real turn off) and generally assisting us in being in the top candidates.
