It would make a big difference if the area was opened and heated before seating guests, since most people naturally prefer to sit somewhere warm when it's freezing outside. Unfortunately, when customers ask to move to a warmer area, it can feel like the request is treated more as an annoyance than an effort to make guests comfortable.
