Great venue, good beer selection, but the bartender lectured us about the evils of capitalism. Not kidding, she was full-on woke and every attempt at light banter somehow ended in her scowling in disapproval. Near the end of our time there another bartender walked in as McKays (local used book/music/games store about to close after decades) came up and shouted, "fk that place." We never got an explanation as to why a used bookstore was also on the list of places we should hate. The place has a lot of promise, but they need to get rid of the scolds. Arrived for trivia on Sunday night but there was a private event that hadn't wrapped up yet. They kept telling us trivia was still going to happen but I think they were just delaying us so we would continue to buy drinks. We left an hour after trivia was supposed to start and there was no movement that it was getting set up. Beer should be served in glassware not plastic. read more

Visited Scruffy City Hall for the UK/UT game weekend and it is hands down one of the coolest spots in downtown Knoxville! We popped in on a Friday night for pre-dinner drinks while waiting for our table at Stock & Barrel (totally worth the 120-minute wait, by the way). First off, the vibe is... eclectic charm with a touch of rock 'n' roll. The second-floor viewing area is one of the most unique features, with old church pew-style seating overlooking the stage. The bartenders are friendly and efficient. With bars on every floor and plenty of drink specials, it's the perfect spot to kick back and unwind. The rooftop is a must-see too, with a projector screen and a great view to match. On this particular day, music started at 9 pm usually with a cover charge, but we came back after dinner to catch some live tunes. The bouncers actually remembered us from earlier and waved us right in, which was such a touch and made us feel like VIPs. Also, if you're wondering who's playing, they keep their calendar on their website up to date. Whether you're here for the music, the drinks, or just the vibe, Scruffy City Hall has it all. Scruffy City Hall is certainly a dive bar. You just can't argue that. But it's a dive bar with dimension and lots of options. They have a good liquor selection/range. Multiple floors offer multiple types of entertainment. The staff is generally friendly enough. The prices are very affordable. The rooftop deck is awesome with a nice view - IF you can get up all the flights of stairs without dying. Or down after a few drinks without breaking your neck. read more

But if you don't like tasting cigarette smoke with your pizza, or crowded rooftops with sticky floors, you may want to avoid this place. This place has three levels, all accessed by stairs. The bottom floor has smoking inside, a bar, and a stage for live music. The second floor also has a bar and a shuffle board. The rooftop has a bar and a bunch of crowded tables. It can get pretty rowdy. We ordered some pizzas and chips, they were just ok. We waited an hour and a half for our pizza before we canceled the order and left because we were hungry and the smoke was giving us a headache. We came, we saw, we won't be back. read more

I took my boyfriend out for his birthday last night and the dreaded bartender was so rude. My boyfriend asked for a water and the bartender said he wasn't a slave and that there was a water cooler he could pour his own water from and then got into such an argumentative attitude that other people around us asked if he was really being a jerk or playing. It was embarrassing. And honestly I hate any time I see that guy bartend. He's always so rude and I'll leave if I see him behind the bar at scruffy or preservation pub. read more

Cool space. It's like a mix between a dive bar and tourist/local destination. Most nights (every night?) they have live music. With live music also comes a nightly cover. It's 3 levels - the third floor is a rooftop bar. Each floor typically has different beers. So there's plenty of variety. One of my favorite times to go to Scruffy is during the summer festival season when it's warm out and there's something happening on the market square stage. If you are looking for a place to just grab a beer this place is fine, otherwise I do not recommend it. The bartender who served me, tall blonde woman, was extremely rude and not accommodating to anything I asked. I asked for chicken for my service dog without seasoning which she acted was like me ordering lobster in a bar. It took over an hour to come because the kitchen forgot about it and when I asked her to check on it she replied "if it was ready I would bring it, it wouldn't just be sitting there" and what do you know, another 20 min later the server comes and is completely clueless about the order (even though I paid for it already). When the chicken finally arrives, she decides to tell me my dog cannot eat it inside the bar. Interesting how she conveniently did not mention that when I ordered and paid for it! The manager I spoke with was nice and brought him plain chicken, which of course, WAS possible to make. As far as ambiance, it's just a regular bar, the upstairs rooftop looked cute. Scruffy City in downtown Knoxville calls for a cool, down to earth atmosphere from the Bartenders and the locals there. Drinks are 95% alcohol and 5% juice. The way it should be haha. Plus the prices for the drinks? Around $6 bucks compared to DC where it's around $12 or more. What a steal! read more

We've been to Scruffy City Hall several times for concerts but never just to just relax and have a drink until now. The rooftop is beautiful with what appear to be custom made wrought iron tables each with pretty planter boxes. There are plenty of fans to keep the air moving and even in the 85 degree heat, it's not too hot. There are also several wooden benches where a couple or group up to 4-5 can sit and chat in an intimate setting. I'm sure it's beautiful at night with all the lights glowing. The drinks were as strong as expected and the bartender was fine but not very friendly. The ambiance makes up for it though. read more

In the five weeks that I was in training, I was here about 6-7 times. We loved the rooftop for when the nights were still warm(ish) but then when it started to cool down, we really liked hanging out on the second floor and seeing what kind of music was going to be performed that night. I have never seen an inside of a bar/music venue to look like this and I think that's what drew all of us in. I ended up bringing my parents inside on Veteran's Day weekend to show them and wish they were in Knoxville at night to get to experience some of the music. It was hit or miss on whether we liked the music but we always started the night out here and we had a really good time every time we were there. read more

I came to visit a friend, and as we walked along Market Square, Scruffy City caught my eye right away and I knew that I had to go there! The building and it's sign are just very unique and I'm a sucker for architecture. When we walked past, the door was open and I saw a large candelabra light fixture that made it look a little creepy and awesome. When we went back that weekend, there was a $5 cover that got us in there and the bar next door. The place was pretty crowded, but we were served very quickly and there was quite the selection. The main area past the bar was a large room with the stage, and this beautiful stained glass design behind it. The band was pretty good, and I think they were a local favorite. We listened to them for a bit, and then I wanted to check out the upstairs. There was a second bar, and the bathrooms, and a room that opened onto a large balcony that overlooked the stage. There were church pews lined with people watching the show, and it was just such a neat look! If I am ever in town again I'd definitely like to come back and check it out. It looked like they have various events from comedy to music every weekend. read more
