Cool place with 3 stories and nice rooftop. Different drinks/ beers on each floor. A very low key vibe. Bartenders were all efficient and kind.

Be ready when you come in the door for stale smoke smell. Smoking allowed on first floor. Upstairs deck is cool! Order beer! Worst gin and tonic I've ever had! Beer is predictable

Nice place to see a show, especially Smooth Sailor. The pews on the second floor were pretty cool. Sound as good.

Great environment and killer service! The music is incredible and the menu options for drinks are great!

Scruffy City Hall is certainly a dive bar. You just can't argue that. But it's a dive bar with dimension and lots of options. They have a good liquor selection/range. Multiple floors offer multiple types of entertainment. The staff is generally friendly enough. The prices are very affordable. The rooftop deck is awesome with a nice view - IF you can get up all the flights of stairs without dying. Or down after a few drinks without breaking your neck.

Nice venue for live music and cold beer. We stopped by this weekend and enjoyed the cover band. There was a nice selection of local and national beers on tap. Limited seating so be prepared to stand.

Cool space. It's like a mix between a dive bar and tourist/local destination. Most nights (every night?) they have live music. With live music also comes a nightly cover. It's 3 levels - the third floor is a rooftop bar. Each floor typically has different beers. So there's plenty of variety. One of my favorite times to go to Scruffy is during the summer festival season when it's warm out and there's something happening on the market square stage. The rooftop bar gives you the best view of the stage.

Cold, thrown together Jack BBQ nachos... they forgot the chicken.

It's a neat place with multiple levels and cool atmosphere. Service is hit or miss and the food is lack luster. The pizza looks and tastes like Red Baron frozen pizza and the nachos would be better if I made them at my house. It just doesn't seem like they try to impress their guests. Their minimal menu was not exciting and it showed when the food came out.

Love the decoration. Good vibes only!

At midday on a weekday (spring-2026), this warm-feeling comfortable pub was active but not crowded. Of course we had beer-battered fish & chips: tender sweet cod in a not-too-thick crunchy flavorful coating, with fresh greens, onions, and tomatoes. Served with piping-hot thin fries, hand-cut to give a variety of crispier vs. soft bites. You could get that as a small-plate, as a Po'Boy sandwich, or as a main. And we had a bowl of thick rich flavorful creamy chowder. Delicious, satisfying dishes. They had a nice selection of deep crusty savory pies, too. We loved their amazing range of single-malt whiskeys, including some like a smokey softly-fruity Port Askaig that we haven't seen elsewhere. We liked slowly sipping a strongly-peaty young Islay, like 10-year Laphroaig, and Boyd's also had plenty of smoother well-aged pours up and down the price-range. They also had a nice selection of crafts, ales, stouts, ciders, and several Scottish brews. We saw that they have live music almost every evening (not Mondays), with midday music Sat and Sun. Scottish, Irish, bluegrass, old-time, classic country, and more! Next time we have to fit that into our schedule. And fútball (soccer) of course! Boyd's Jig & Reel is a must-visit in the middle of Knoxville!

They have some really fun drinks with pop-culture references, a sizable list of mocktails, booze list galore, and keep beer flowing , too. The service is friendly and the prices in line (if not cheaper) with other bars downtown ($11-12 per cocktail). We loved that people are allowed to bring in their own food (they have a few snacks you can order) and that dogs are welcome. In fact, word has it that the bar is named after the owners' dog, Monkey, so it makes sense that they pass along their pup love to our community. Note that huge (but very sweet) dogs may be freely roaming and were knocking into people carrying full drinks and begging strangers for food. Also, we were with a group across from the bar and I will say that it was absolutely deafening. We were next to each other and were yelling, "CAN YOU HEAR ME NOW!?" They could use a few items to soak up some sound like cushions on the bench seating, some rugs, etc. It would also make the space a bit more homey and inviting.

One of the servers cleared our drinks while I was in the bathroom and somehow took my wristband with them. When we went to close out, the server refused to help us because one person no longer had their wristband even though it was THEIR staff who took it in the first place. Instead of trying to fix the situation, asking questions, or showing any level of customer service, she was rude, dismissive, and acted like she couldn't care less. The entire issue was caused by the staff, yet we were treated like it was our fault. Then they still expected a 20% tip after providing terrible service and zero effort to resolve the problem. Tips should reflect service, and this experience was awful from start to finish. Management seriously needs to train their staff on accountability and customer service because this was beyond frustrating and completely unprofessional.

When we walked in, she glared at us as if we had interrupted something. She didn't greet us, didn't ask what we'd like to try, only gave us one word answers to any question that we asked. Never once smiled or tried to engage us. My friend was so frustrated with trying to get information from her that he stood up and almost walked out. I kept trying to engage her and even complemented her cute dress. Nothing. Stone face. I wanted to try the amaro flight and asked for it. She prepared it, set it in front of me, and said "so you'll want to close out now?" I told her "yes, that would be great, when I'm finished with my tasting". She proceeded to lean up against the bar with her back to us and didn't say another word. I had to get up and walk to the register, and when she finally turned around, I asked her "have we done something to upset you?" She said "no, why?" I said "because you seem REALLY annoyed that we're here". Her only response was to turn the register screen around and tell me the total. I'm so sad about this because I really wanted to taste other items and get a cocktail, but she was SO unpleasant and we felt SO unwelcome., Seeing all of the other great reviews, I can only imagine that they were with other people. I can't believe the differing flavors they can produce within the same type of booze. Masterful! The bartenders are friendly and so dang knowledgable.
