When we first started with Scout Properties, things were great. Our first manager, Nick, was professional and easy to reach. But after Victor took over, everything went downhill fast. I'm not sure Victor ever really knew who we were and I can't be sure he ever visited the apartment before things really went to crap. He completely missed a major toilet leak--even after the tenant moved out--which left us with a cumulative $5,773.14 water bill. Then Scout didn't handle the tenant's voucher renewal properly, with no warning to us, which made the tenant move out early and cost us rental income. Even worse, we've now been stuck for several months without a tenant and have had to cover all the turnover costs ourselves. Despite that, Scout still charged their full management fees while barely responding to us. All of a sudden, Scout dropped us as clients (including our neighbors who were clients also), kept the fees, and stopped returning calls. Our next‑door neighbors had the same experience -- and told us their tenant was even offered an apartment at another property managed by Scout. You get what you pay for, their units aren't that expensive, and it's for a reason. I thought I scored a deal when I recently moved into a unit on Bunker Hill Rd (early June) managed by this team, however, I have had a mixed experience. While some communication has been responsive, the overall condition of the apartment and follow-through on certain issues have been disappointing. Upon move-in, the unit was not thoroughly cleaned. There were hardened food splatters in the microwave, a dirty stovetop, stained cabinets, filthy outlet covers and light switches, and windows that looked like they had never been cleaned. One of the bedroom windows didn't open at all. The living room and bedroom floors were also worn and splintered--rough enough to tear pieces off my mop while I was cleaning. I submitted an inspection report with photos and received a response from the property manager acknowledging the concerns. A bathroom wall hole was patched (though the repair was done without any coordination or notice), and I was told the chipped toilet tank issue was being reviewed with the landlord. As of now, I haven't received a follow-up. I was also told the technician would be reminded to be more mindful of cleanliness, as the workspace left behind wasn't ideal. The most concerning issue, however, was finding a roach inside the microwave--before I had even used it. That was the final factor that led me to submit an early lease termination notice 22 days after receiving the keys. I'm giving 3 stars because rent payment through the portal was convenient, and Victor did respond to some of my concerns (however, it felt like he never responds to an email in its entirety). But the move-in experience, unresolved maintenance issues, and poor communication has bothered me entirely. Mice, water damage, tenants right violations-- oh my! It started with mice getting inside from a hole outside of the unit we couldn't fix. 0 support from the existing contract with an exterminator nor the HOA. Water damage from a leak in the unit above made the bedroom unlivable for 3 months-- received a fraction of a months rent in abatement despite explicit clauses in the lease. Regularly had to fight on the phone to receive repairs and maintenance to get the damages fixed. It took filing a housing code violation with the DOB to get them to act. The people were nice, but dangerously incompetent for handling the sensitive matters of renting, managing multiple parties and renters rights/laws. There's a lawsuit waiting to happen. I have applied to two different properties with Scout and I use a protected Source of Income to pay 100% of my Rent. After being assured by the "operations manager" that Scout never discriminates against Voucher tenants, I was provided with a notice saying (and I quote) "another applicant's income is better-suited." I have no evictions, no felonies, no credit issues, and my rent was paid from the same source for 4 years, at last place. Next, I was approved for the second time, on my second property choice; I was approved and Scout submitted the Request For Tenancy Approval packet, with ERRORS. The DC Housing Authority contacted them back to advise of the errors, I provided a licensed social worker expert to make sure it is done correctly....and then suddenly I get a message (this is after approval, after submission of RFTA packet, and after I stopped looking due to finding a place) citing that another applicant was approved due to their "earlier move in date," which was incorrect. I could have already moved in if they would just fill out the form correctly (and we even provided them a copy of the form from DCHA for convenience); this, folks, is what you call SOURCE OF INCOME DISCRIMINATION. Despite that they say they don't discriminate, Scout Properties does discriminate against Voucher Tenants. read more

I moved into a condo managed by John Thompson about 3 years ago. At the time I had just come out of a bad living situation and I desperately needed a safe and reliable place to live. I found that. The application process was seamless. I was approved quickly and the transition was smooth. I had my keys and access to the unit quickly. The last few years have been amazing. Whenever anything was broken and we submitted a maintenance request, it was addressed quickly. Nothing remained broken for long. John even came over and replaced the batteries on the smoke detector when I couldn't figure out which one was low and the beeping wouldn't stop. Our microwave broke and I messaged John and it was replaced within a few days. In my experience Scout Properties is a great property management company. Scout properties managed my unit for six years from 2017-2023. I had 3 different property managers during that time (Khadijah A., David H., and Anthony S.) and all were great. The advertising (John T.) and accounting staff (JeNard) are also efficient and easy to work with. Anthony Sorto became my property manager in October 2022 shortly after new tenants had moved in. Days after Anthony Sorto became my property manager, my unit experienced a water leak from the above unit managed by Nomadic Real Estate. My tenants reported the leak promptly and Anthony reached out to Nomadic immediately (same day). Nomadic failed to send a plumber for four days despite repeated calls from Anthony and my HOA manager. The leak caused $30,000 worth of damage to my unit. There's a reason Nomadic has only 2 stars after 209 reviews as of this writing and Scout Properties has 4.5 stars. Anthony did an excellent job communicating, managing, and addressing all my concerns in a timely fashion during that extremely stressful time. Unfortunately, my tenants did not have renters insurance as they were required to by the lease, which complicated things. A lesson learned all around. Anthony excelled at handling the disgruntled tenants, providing information for my decision making, and coordinating with my contractor when repairs started. Anthony is a true professional and I'm very grateful he was my property manager during that time. Highly, and without a doubt, recommend Anthony at Scout. I had an extremely frustrating week and an half attempting to view a property that was managed by Ben. I requested to view the property within a day of its listing but the agent was out of town and I was told his colleagues were unable to show. He offered me one time availability that did not fit my schedule and when I declined that time and suggested others he told me that if no one applied from that one showing he would let me know. We ended up scheduling a viewing for Saturday morning and 50mins before the showing he cancelled, indicating that someone had applied. I also applied to the property earlier in the week but due to being unable to see it, my application wasn't reviewed (this was not mentioned on the website when I applied). Though I requested a viewing quickly and applied for the rental, I basically lost out on seeing the apartment due to the manager being unwilling to show or let his colleagues show the unit. Scout Properties is a terrible management company, and serves as a roadblock to equity in housing. I have never in my life experienced such unprofessionalism: For example, when my partner and I discovered our unit pays more in fees than any other apartment in our building, despite not having the most square footage (as outlined in our plats agreements), Scout abruptly ended all conversations with us about the issue and have since failed to collaborate on a solution. Furthermore, their team is extremely unresponsive, and often ignores emails and phone calls about critical issues. Our residents have noticed a decline in maintenance services. Scout Properties has also proven unwilling to work with our building on a variety of issues, instead offering astronomical quotes for simple renovations. For example, our Board of Directors has been working with Scout to properly secure our building after an attempted break-in, and they quoted us something like $700 for a window screen that roughly costs $70. With Scout as our management we are currently unable to make any impactful changes to our quality of life despite paying nearly $500/month in condo fees. Do not work with this company. Do you want to live in a house where when you move out you have to pay for it to be fixed because your slum lord refuses to do any upgrades? Do you want to go several days without an operable shower because your landlord refuses to have it fixed when broken? If you want anything done you will have to threaten to withhold rent. Then look no further and rent from Scout Properties! I guarantee you will pay for water damage from a leaky roof that should have been replaced 3 years ago. You will also pay for a crack in the ceiling that had nothing to do with you but the structure of the house. You'll pay outrageous prices for the place to be repainted and for damages that were there when you moved in. You will also wait for almost two months for only part of your security deposit to be returned with charges like trash removal for trash that wasn't there when you moved out 2 months ago. My condo building switched to them October 1st of 2015. Initially Scout messed up my condo fee balance telling me that they owed me money! I did the right thing, as all people should and asked them to explain how they came up with that figure, etc. Apparently, it wasn't their fault.. their predecessor didn't have the best paperwork. Maxwell corrected it after I walked him through the errors, but I didn't receive the impression that they will be "on top" of issues that came up. Update March 2015 there are still problems relating to the condo fee changing in January (that are still taking the old amount). I have been waiting for eight months for the building to pay for some damage due to water coming into my unit from rain (exterior common surface). I contacted Scout about it about several times. They didn't come see the damage. They didn't call me to better understand it understand the situation. They sent me a denial letter saying it was damage to my unit and I was responsible based on the bylaws, which are muddy. Naturally, the legal determination of this situation will play out (not sure whether its worthy of small claims court), but I am initially very disappointed in their service. Sergio, the owner, apparently made the determination, although they claim the Board made the decision. I have now been in contact with them more (over insurance and condo fees) and they aren't the worst, although they seem to be taking the easy routes and getting a few things wrong along the way. They have 30 QUESTIONABLE REVIEWS... all five star.. only one person with more than 16 reviews. It seems unlikely to have such a perfect record. Even the best businesses in DC don't have that perfect a score. read more

My wife and I own a condo. A few years ago, we decided to relocate away from DC. As neither of us were inclined to manage the condo from several hundred miles away, we looked for a property manager who could assist. We got way more than we could have wished for with Scout Properties. Aside from having a low management fee, the folks at Scout were thoroughly knowledgeable and professional. Stephen walked us through acquiring a basic business license, drew up a lease agreement, and marketed the unit to potential tenants. A month after we had left DC, Scout had already found a tenant for the condo and helped them move in. As a first time landlord, I had no idea what to expect in terms of how much of my time would be required. Very little as it turns out: our property manager, Ben, took care of all the day-to-day management of the condo. I never heard from him (which is a good thing) unless there was an issue with the washing machine. He had a great relationship with our condo board, and when the time came, he helped our tenants move out. If we hadn't decided to sell the condo, we absolutely would have kept Scout for our property management needs. Scout also offers a portal through which I could track finances, generate reports, and review documents. Disbursements were always sent on time and in the correct amount, and Sergio had helpful information for us at tax time. Bottom line: Scout Properties was exactly what we were looking for and then some--we highly recommend them! read more

If you are looking for a property management company that has POOR business practices then Scout Properties would fit the bill. Sergio, the company "manager" is great at telling you what he is unable to do except, receive your monthly management fees. I hired Scout Properties when I moved to the West Coast. The service has been horrible! Instead of providing me with a peace of mind, I had to stay on top of them because they weren't doing their job: -Sergio failed to put the end date of the contractual agreement with the tenant -failed to properly serve the tenant a 30-day notice to vacate, even after receiving documentation with clear instructions. By the way, I paid approx. $150.00 to overnight the documents to him and immediately threw them in mail! -Scout did not know the tenant broke her lease by moving family members into my property. I had to inform him and suggest that they do a walk-thru of the property. -charged me exorbitant fees for ANY work that he had oversight of. When I moved out my house, he charged me $500.00 for someone to come in and "clean." My house was in EXCELLENT condition and was already clean. I did however, leave a few cleaning supplies in the home. Sergio has been dismissive, dishonest and downright cruel to me. I finally fired him last month! Please read the last NASTY email he sent me when I asked his team to send the tenants utility bill directly to the tenant. I then asked him whether he'd done a formal termination with the tenant, in particular whether he instructed the tenant to contact the utility company moving forward: "You are holding the security deposit. You insisted on holding that time, just like you insisted on collecting the voucher payments directly. We will not send anything to the tenant, as we do not manage the property. You handle that as you see fit; this gas bill is in your name. What do you mean by "file"? YOU have a copy of the lease, BBl and Rent Control form. And the agent has the keys. Please elaborate what you mean so we can get you anything that we have. Regards, Sergio _____________________________ As I said he is dishonest. Sergio failed to inform me that I needed to use Scout Properties bank account for the monthly rent payments and security deposit, so I used banking information. After he discovered his oversight, and he's made many by the way, he then tried to pressure me into transferring accounts. He has been unprofessional to say the least. Yet, I maintained a seven year relationship with Scout because I thought I "needed" their services. I should have fired him after charging me $500.00 to remove cleaning supplies from my property. I've had friends, colleagues and real estate agents asking for a recommendation for property managers in DC. I would NEVER recommend Scout Properties!!! I really can't say enough good things about Scout, and our broker John in particular. We've had few maintenance issues in our year here, but those we've had have been addressed promptly by kind, polite people who've explained everything they're doing. Through no fault of the landlords/brokers, our HVAC system half-died during this heat wave, and it's apparently a tricky system to fix. Several people were sent, John maintained contact with us the whole time, and we're now back to nice cool air. Through this and a recent city-mandated inspection, we've been asked for times that are best for us, and those have been observed. The property portal makes maintenance requests and rent payments incredibly easy. I have never waited more than a few minutes (insane!) for a callback from John, and he's great at fielding questions to our actual landlords too. We also signed a no-pet lease, but wanted to get a cat midway through. We inquired, and John had a new lease turned around to us, sent to the landlords, and finalized within a few days. We started the process and within a week our cat was in our house :) If we were to stay in the city but move to another apartment for any reason, I'd absolutely stick with Scout if at all possible. I wish all landlords arrangements were this easy and pleasant. Truly we have not only an insanely good deal on an apartment for the area, but also everything else that should come with the apartment in terms of responsiveness, care, and explanation. No idea how many many cousins gave them their 5-star review. In the end, I just ended up doing the work myself. About 2 weeks after the tenants moved in, I decided to terminate my contract with Scout Properties. You get ignored, they don't follow through, they misdirect communication, make you do the work you're paying them for, and they make excuses for their business practices. Scout puts more effort into covering their butt than just doing the work they're paid to do. My tenants were furious with them. The worst part is, they were telling me and my tenant two different things at the same time, and then telling us not to talk to each other. John told me my tenant might look for other accommodations and file a complaint with DC...and then I found out from the tenant Sergio was recommending he move out. I'm a first-time homebuyer and using my home as a rental property. I had a laundry list of items that needed to be addressed..all that require phone calls. I was repeatedly assured these items would be taken care of, only to discover they really weren't at all. I was charged for items (touch up painting, copying keys and giving them to the tenants). I disputed these expenses with both Sergio and John, and John straight up lied about why some of the items weren't ever addressed. They used my flooding basement as an excuse to forget about touching up the living room and weather proofing the balcony (and they had plenty of time). And whatever couldn't be defended, was ignored. They recommended I reach out to my developer, reach out to my lender, reach out to my water company, my insurance company, my broker. As soon as my tenants moved in, I found myself having to manage the very people I paid to manage my property, especially with items that should have been closed out well before the move-in date. I also had issues with the developer. While I was given the recommendations to hire specialists to repair my home..wouldn't Scout just schedule free quotes and provide them for me to decide? They told my tenant they'd reimburse him $500 to use a credit for a hotel. Scout let the hotel cap go to over $700 and then told me I was responsible for the entire thing, to include additional rental compensation after he left the hotel. I sought clarification and didn't receive a valid response, even based on the documentation of what I approved Sergio acted as if it all said the same thing. Complete misdirection of communication. After a lengthy and heated dispute of expenses, they refunded my maintenance fees and zeroed out everything they couldn't provide a receipt for. Maybe it was John's inexperience, maybe it was that I'm a first-time homebuyer with developer issues and need more attention, maybe it is how Sergio has his business set up, most likely it's all 3. I switched over to Nest and they were able to take care of so much and answer any questions I had over the last 2 weeks. So easy to deal with. I even enjoyed my weekend for the first time in a month. While they are repairing my home and taking care of my tenants, I can finally focus on taking my developer to court! read more

Easily one of the best experiences of working with a management company here in DC. John Thompson was responsive, friendly, personable, and always willing to help us with anything we needed. We had a bad basement flood because of a broken pipe in our neighbors unit that happened on the weekend. Scout Properties had someone there within an hour with water-absorbent pads, a shop-vac, as well as large fans to dry out the floor to prevent mold. He stayed with at the house until the water had stopped flowing and even helped clean up the water. Any time we had an issue at the home, John was quick to discuss the way forward with the landlord, and the problem was fixed quickly.
