That "rate" is the lowest amount that a silver coin could possibly be worth, without losing money on it. The other coin buyers I work with pay nearly double that amount, for reasons I mentioned (the fungibility of silver coins). So it sounds to me like there is either a disconnect between your policy and your employee's understanding of it, or that you're just trying to spin this in a positive way. Either way, I wasted my time.
