After submitting my application along with a $250 holding deposit, I received little to no updates and was given no clear timeline on a decision. Because of the delays and lack of responsiveness from the leasing office, I was ultimately forced to move forward with another apartment. When I requested a refund, I was told the deposit is non-refundable after 72 hours, despite the delays in processing not being on my end. This experience felt very one-sided and left me out of both time and money. Based on my experience, I would strongly recommend getting clear, written timelines and clarification on refund policies before submitting any deposit.

But things changed dramatically the third year and after a new property manager, Maricela Bocanegra, took over. To be clear, the issues with this building go beyond just one person--they start at the top. However, I'll share my personal experience: * Roach infestations * Homeless individuals sleeping on pool chairs and loitering around the property * Robbery and unsafe conditions * Neighbors openly using drugs, damaging property, or behaving erratically (sometimes even nude) * Neighbors leaving trash in random places. * Strangers doing drugs in the stairwells * Ongoing water shutoffs, weekly. * Mold problems * Poor communication from both the property manager and her supervisors, like Angelica Pluckett * Unfair deposit practices--they will do anything to keep it and not give it to you within the lawful period. The only positive aspect of this property is the maintenance and cleaning staff. They are hardworking, kind, and frankly deserve better than the environment they're working in. If you care about your peace of mind, proper communication with your property manager and mental health, do yourself a favor and look elsewhere.

The manager at the time had lived/worked here for 19 yrs. It was a true community. Since Sarah has taken the manger role in 2023, things have been a constant struggle yet we're still paying prime rental rates. Her hrs are reduced so we have much less responsiveness to issues. Washers take weeks if not longer to repair. We get little notice when the water will be turned off for repairs. We're limited what we can put on our patios, plants no longer allowed (previously appreciated). Lately we have issues with our parking garage security gates and were told the vendor says they're working fine so the tenants need to figure out if our clickers are causing a problem. Wtf?? The landlords now charge a % fee to pay rent online with a credit card (standard in most places) but they also now charge a fee to pay via debit online. Unheard of so I've gone back to writing checks. During the rains over the 2025 holidays, I had water damage in my apt which they repaired over 20 days, but they have offered no compensation or reduced rent while my apt had a large portion uninhabitable. I would no longer recommend this complex and will move once viable.

I've seen a lot of effort from the management in maintaining the buildings, and the overall atmosphere of the community. For the most part it seems like neighbors are also pretty chill. Summer time, it gets a little more on the louder side at the pool because of there being a lot of families here but I don't see that as a bad thing! That's what the pool is for, to have fun. How can a multi family complex have as many units as Talevera Apts has, and the management never schedule routine pest control? One can only assume the management to include the onsite assistant manager who lives on the premises is used to living with insects! The Department of Housing needs to investigate this building for insect infestation which is a violation of the Implied Warranty of Habitability. No matter how many "cosmetic improvements" the owner attempts to do to make this property more appealing to justify the rent increases-it is still one step up from a slumlord run building. The only bright side is the management does a great job of screening potential tenants --the residents are all nice, courteous and everyone gets along. The children in the building all play together and that's great to see--it is a safe environment. The major downside is the building owners and management seem to operate within the gray area of the Implied Warranty of Habitability--there have been several fires (one in which tenants were seriously injured), the water to the building is routinely turned off for "maintenance" and the units, hallways & outside sidewalks and inside common areas are INFESTED with roaches! The management has said "if you want your unit fumigated, then you can request it." That makes absolutely no sense-- they need to fumigate the entire building! If the entire building isn't exterminated, the cockroaches will just move to from unit to unit. There needs to be a major building wide fumigation followed up with weekly exterior/interior common areas treatments! The bottom line is there is an obvious lack of respect for the tenants and the California laws regarding habitability. I can only assume that if Abra management/owners aren't motivated to address this issue, the LA Department of Housing will have to.
