He took a look and quickly concluded that the issue I was running into was actually due to the AFCI breakers which are apparently known to have tripping problems. Not only was he the most reasonably priced estimate (changed out 15 recessed lights, with one requiring scaffolding over a tall staircase), which was also exactly what he charged, he was all around a person of wonderful character.
