I hired Altra Cool Deck to install approximately 2,000 square feet of cool decking around my pool in 2023. Unfortunately, within a year, the cool deck began cracking and breaking apart. I contacted Michael, the owner, who came out to inspect the damage. He told me he would repair it, but also said it was no longer under warranty and claimed the underlying concrete was the reason the cool deck was cracking. This was frustrating because they knew the condition and type of concrete before they completed the installation. About six months after the repair, the same area began cracking again, and this time the damage was even more noticeable. I reached out to Michael again, and it took about two weeks to get a response. When he finally came out to inspect it, he told me his crew would not return because the work was no longer under warranty, the repair was "too small," and the concrete--not their workmanship--was the problem. He also said his crew would rather redo the entire area than repair the damaged section because the colors might not match, and suggested I hire another company to fix it. When I explained that I believed they should stand behind their work, Michael became argumentative. He told me he didn't have to repair it because it was outside the warranty and that his company doesn't do touch-up work. The conversation escalated to the point where he began yelling, using profanity, and eventually hung up on me. This experience has been extremely disappointing. I invested a significant amount of money expecting a quality product and professional customer service. Instead, my deck began failing within a year, I received little support when problems arose, and I was ultimately told to hire someone else to fix their work. Based on my experience, I cannot recommend Altra Home Improvements. If you are considering hiring this company, I encourage you to ask detailed questions about their warranty, what happens if the product fails after installation, and how they handle customer concerns. I regret that I now have to pay another company to repair or replace work that should have lasted much longer. read more

DO NOT HIRE THIS COMPANY -- Ongoing Issues, Poor Workmanship, and Unprofessional Conduct We hired Altra Cool Deck in fall 2023 to repair a small area of our pool deck that had started to chip. Instead of repairing the small section, the company recommended redoing the entire deck so everything would match. For the first six months, everything appeared fine. Then the problems began. Within six months, multiple areas of the deck started bubbling, cracking, and chipping anytime the surface got wet. I contacted Altra, and they came out to "spot fix" the areas. Their repair was so thin you could see the bare concrete underneath, and it began chipping almost immediately. It took another month to get them back out, and their next "fix" was simply applying a thick layer of paint and coating over everything -- including debris on the deck -- and even painting our umbrella hole cover shut. That repair lasted about a year before the same issues returned. By June 2025, four different sections needed repairs. For nearly two months, Altra gave me the runaround. The owner, Michael, eventually called and said he would personally inspect the job because he believed it wasn't done correctly the first time. He explained that the job should have taken two days -- one for prep and sealing, and one for applying the cool deck. This process was never done. Despite promising to inspect the deck, Michael never showed. When we spoke again, he began blaming us, claiming our concrete was "bad." They then failed to show up for the scheduled repair and stopped answering calls. Two weeks later, they finally came out and once again scraped off the failing coating and applied another layer -- the same ineffective spot repair as before. Now, as of January 2026, the deck is worse than ever. Large portions are bubbling, chipping, and "crunching" underfoot. I emailed Michael directly to discuss a permanent solution. His response was dismissive and condescending. He insisted the issue was concrete "curing" -- even though our pool was installed over 20 years ago -- and became frustrated when asked to explain. He also complained about having to drive to Goodyear and insisted we didn't need to be present for his inspection, which, given our history with this company, was unacceptable. When he finally inspected the deck, he immediately blamed the concrete again and said he would only spot repair it one more time, after which our three‑year warranty would be void because his "responsibility would be over." When we told him we would not accept another temporary patch and wanted the job redone properly or refunded so we could hire a competent company, he stopped responding entirely. We have filed a complaint with the ROC and are awaiting their response. Save yourself the stress, time, and money -- do not hire this company. read more

After having three businesses come over and give me their spiel and quotes, we wanted to go with Altra Cool Deck. Jim and Corbin were pleasant in responding to my many questions during the selection period. Bresna scheduled us and Joyce took care of the details, deposit and follow up. It was impressive how the three man crew completed the pool covering, removed the current surface, ground the deficient concrete, power washed, repaired the cracks, coated then painted all in a day! Other businesses quoted me 4 days or two weeks depending on their crews. I had concerns about communicating with the crew I had scheduled with Altra since I was informed that they had a limited understanding of the English language. With Bresna translating over what I needed to say to the crew over the phone to them, this was easily taken care of! I usually wait a while before writing a review. Poor workmanship and awful customer service. Had our pool deck done in 2023. Pool deck failed multiple times after multiple attempts of spot repair by the company. Owner Michael Locicero is condescending especially when dealing with my wife. He also made intimidating comments towards me while he finally came to inspect the defects of my pool deck in person after 2 years of multiple failures. This Company hides behind the warranty of concrete quality to deflect accountability for their incompetence and execution of work so please beware. They have still yet to be able to articulate specific defects in our concrete to void our warranty and they claim to be concrete experts. Please do not get involved with this company unless you want a complete headache and deal with unprofessionalism and cowardice approach to solving problems. DO NOT HIRE ALTRA COOL DECK. Heed the negative reviews. As soon as the owner (Michael Locicero) or his crew messes up, you'll see what a Dr. Jekyll/Mr. Hyde he is. He screams and throws temper tantrums and doesn't honor warrantees. See photos of how streaky our patio turned out. I see now why Michael Locicero has been sued many times by clients, creditors and even his own HOA. (See the photo from public records that shows a sampling of the lawsuits.) A fraction of the horrible experience I had: 1. His crew was supposed to roll sealer onto our patio, but instead they sprayed it, coat after coat, dozens of times (creating in a streaky mess and huge aerosolized clouds). Then they pointed an industrial fan in such a way that the noxious fumes from the sealer blew for hours directly into the gaps of our 16-ft slider and a large window. The fumes concentrated in our kitchen, dining room, playroom and living room. We could TASTE the fumes. The smell was overpowering. Neighbors two houses down said they smelled the fumes as soon as they opened their door, despite our wide lots. I called Michael and told him the fumes were agitating our COVID respiratory problems, including in our toddler, but he didn't care. I asked nicely if he'd buy us an air purifier. He said "Nope," and hung up. 2. After he hung up I saw his company's bad BBB rating and read many negative reviews, including that he ghosts people. To keep the resolution process open, I stopped payment on the check and said I'd reissue it as soon as we resolve the issue, likely that very night. He screamed at me like a maniac, ranting on and on. A verbatim transcript of just a tiny part of the rant: "You don't know who you're f***ing with! I'll take you for everything you have! I'll put a lien on your house! I'll take you to the Supreme Court! You're f***ing with a boss and you'll regret it! I'll make sure of that!" Then he got calm suddenly. On the last call he wouldn't buy us a purifier, yet suddenly on this new call he offers a $1,000 discount so we can get purifiers. Strange. Hell, what would a purifier have cost, $300? I took the offer, shocked he came up with it. I paid in full that night (minus the $1,000 discount), which was the same day the project had finished. Note that the sealer wasn't dry yet and it was dark out, so I didn't yet know how awful the work looked, otherwise I wouldn't have agreed to only a $1,000 discount. Michael cashed that check, and yet he has reported me to an agency to attempt a lien on my house for that $1,000 resolution discount that HE OFFERED. He knows I paid the agreed-upon amount and so does his wife who was on speaker phone the whole time. I believe he offered that discount knowing full well he was going to try to get it back via a lien. 4. TAX FRAUD: I have on record from that same call Michael stating two times that my discounted check for $9,000 should be made out to him personally, not the business, because he doesn't want to pay taxes on it. Summary: I asked to whom I should make out the new check for $9,000. Joyce said in the background to make it out to the company. I asked Michael the name of the company (I'd forgotten if it was Altra or Ultra) and he said to Joyce, "I don't want the check going to the company. I don't wanna pay taxes on it." He told me to make the check out to him instead. I clarified. "So make the check for $9,000 out to you instead of the company, because you don't want to pay taxes on it." He said, "Correct." WOW! 5. Even when I was getting the bid and Michael hadn't yet shown his lunatic side, he was off-putting. Interrupts constantly, gets so far into your personal space he literally touches you (I relocated at least eight times, yet he never got the hint). It doesn't help that he has halitosis that could scare the scales off a fish. However, I figured it'd be his crew I'd be dealing with, not him. Plus, they could start the next day, so I canceled my other bid. Big mistake. Hire ANYONE besides Michael Locicero and his fraudulent, tax-evading company Altra Cool Deck, LLC. read more

Found altra and liked the reviews so they came to give an estimate. The sales guy was honest and I didn't feel up-sold, everything was included and he said they could easily paint and salvage the existing drains. Scheduling was done through text/email once we accepted the contract and was fairly painless. Easy to get a hold of for issues or questions. 3 man crew started as soon as the sun came up and were complete by 4pm. Workers were very professional and nice. Altra Cool Deck is the worst company I've ever hired, by far. Only hire Altra if you want to have crappy work done and then have the owner (Michael Locicero) scream at you and lie to you when you try to find solutions. I've hired or gotten bids from more than 150 contractors in Phoenix over the years and Michael Locicero is nothing like normal contractors. He's unhinged. PART of the work Altra did for us was done well (the rest was awful), and the owner CAN be good to work with as well as his crew doesn't mess anything up, thus, the positive reviews are probably true. However, the bad reviews are DEFINITELY TRUE. Michael Locicero has a clear pattern of angry outbursts as soon as problems arise, ignoring warranties and then ghosting his clients. I paid the day the work was done for the full amount we agreed on and he still threatened to put a lien on my house for part of the money I paid. He's terrible and his wife and business-partner Joyce is his accomplice in threatening, screaming and lying. She stands by while he acts like a lunatic. They don't just paint over old cool decking, they grind the old stuff off and sand it smooth. Then prep it for the new cool decking. Needed our pool cool deck replaced, as it had been many years since it was last taken care of - Lots of bare spots & cracks, and chips on the edge going into the pool. This wasn't an easy job - I sent out for 5 quotes. 1 place said they didn't do cool deck, the other place quoted me way too much or things I wasn't even looking for, and a few didn't respond. I then contacted Altra by sending an email on a Saturday morning (Yes on a Saturday morning), only to have Joyce call me back within a short time, setting up and appointment to have someone come out. Altra sent someone out to the house, checked everything out, measured the area, and brought up a few points about resurfacing, and answered all my questions. They promptly sent me out a quote via email, that was right inline with what we wanted & needed. They scheduled our project, and even called us to see if we would be available to have the guys start the project a week earlier. The crew showed up on the day they were scheduled, early, and proceeded to work away. The next day they showed up, the guys were early, and again, worked until the project was complete. They took precautions, like double side taping the inside of the pool with plastic, covering items with masking paper and plastic - You could tell they took great pride in their work. When everything was finished, it looked better than I had imagines. It exceeded my expectations - These guys on the crew know their business, and worked hard! He provided me the best price and the longest warranty in the market. I will tell you the other 5 companies were hirer in price and had less warranty availability. Two companies did not even respond back with a quote. Altra cooldeck employees have my job done in one and a half days. The quality of work was fantastic. The cleanup could have been better but when I called and spoke with the owners, they were right on it and made the employees come back and take care of what needed to be done. We had Altra Cool Deck resurface our 10 year old cool deck - they did a wonderful job as far as appearance but during our Memorial Day cook-out, our guests commented how hot it was (and it was only around 100 degrees that day). I called the company and a representative called me back and said she would have a "technician" contact me - our original cool deck was very cool - it was warm in extreme temperatures but never this hot. The representative told me she never heard of one of their decks not being cool and to go stand on cement and then stand on the cool deck to see the difference - we did that and there wasn't much of a temperature difference. The "technician" never called and the deck is so hot now with 110 plus degrees we have to lay down towels on the deck just to walk from the patio to the pool so what they advertise as a "cool deck" is now a hot deck. read more
