Portland Water Bureau said it wasn't their problem. So I called Sutherland Plumbing randomly, and we did some trouble shooting over the phone. It looked like it may be a VERY expensive issue in the pipe between the house and the street. Ti Sutherland found a time to come by, since this was kind of an emergency since we couldn't shower, and he found the problem in just a couple of minutes. Turned out it was only the HOT water that was being stopped, and it was a janky flood prevention device that had been installed with the water heater. The batteries died and it shut off the flow.
