I didn't realize that level of investment came with a premium experience in obstruction. Your representative demonstrated an almost impressive refusal to be helpful--locked into asking for a driver's license number from five years ago as if it were the only piece of information on earth that could solve the problem. When I explained that wasn't feasible, the solution offered was for me to "walk in"...from Knoxville, Tennessee. Incredible. Truly. I'm not sure if this is a training failure or if you've somehow operationalized a culture of avoiding basic problem-solving, but either way, it's working exactly as designed. What's most concerning isn't the policy--it's the complete lack of effort, judgment, or even minimal ownership. When someone in a customer-facing role can't--or won't--think beyond a script, they shouldn't be in that role. At this point, I'm less interested in explanations and more interested in whether anyone in your organization is capable of applying common sense.
