This location serves both Avis and Budget, I think its one and the same so im not sure why confuse people with different portals. I go to the budget website and I always get the best deals here. Ive already rented twice. We dont have a car so when we run errands on weekends this is my go to place instead of spending money on uber. Yes the cars are not cleaned well,there were some oranges in the backseat when we got the car Yes there was a time when they didnt even write the license plate and parking location of the car in the cover sheet so I had to go find the car by the clicker Yes they tell you to park in the ground floor but its usually fully and they didnt tell me to go up up up up 11 floors as the other option. But The cars are nice The prices cant be beat The people are not bad in fact, I forgot stuff in the car and called them the next day and they called me back and found it They have after hours drop off So whats not to like? I've rented from Avis for many years, but this last experience was disappointing. The word "similar" in their car descriptions seems to be used very loosely. I reserved a Toyota Camry, but was given a Hyundai Santa Cruz mini pickup instead. To me, that's not even close to "similar." The Santa Cruz seats four but has a small, uncovered truck bed -- which meant all our luggage had to go inside the cab. That was inconvenient for several reasons: lack of security if we stopped anywhere, rain (which we knew was coming), and the risk of getting our bags dirty. If I wanted a small pickup, I would have reserved one. Ironically, I feel like if I had reserved a Santa Cruz, I probably would've ended up with a Camry! The rental agent seemed stressed and mentioned working long hours, so I didn't complain at the time. But since Avis asked for feedback, here it is -- I wasn't happy. Terrible location. Avoid however possible. I recently had a reservation at this location for a pick up at 12 noon on Saturday. When we arrived promptly at noon, we were told that there were no cars available and to "come back AFTER 1pm." So that's what we did - arriving back around 1:30pm. Guess what? The location closes at 1pm and the employee specifically told us to come after their closing time. I called their number, of course no response. The line is about 75 people (ahead of us another 30 behind us) This is the second time it happens to us. The first time ii was in Austin. When we got to the counter, they had no cars left. They had us take an Uber to our hotel with the promise that they would reimburse us. Another Uber back to the airport to get the car. We never got reimbursed. Now waiting in Portland. Same scenario. We had a reservation at 9am a few weekends ago and got a call after 8am the morning of, with the agent telling us that our car would not be ready until noon because "no drivers were available to bring the cars from the airport". This location closes at 5pm and we were planning to drive to the coast - there was no way we could make it back in time with this delay. The only solution he offered was to have us pick up the car from the airport itself. We asked if they would reimburse the Uber charge to the airport for us, and the answer was no. I'm just shocked that 1. We weren't notified about this change until less than an hour before pickup time, which completely messed up our travel plans (we weren't able to go to the coast at all during our trip, so incredibly disappointing), and 2. You couldn't even reimburse the Uber for us to the airport for Avis's mistake? We ended up going to the airport anyway, and the line was ridiculously long, at least 2 hours. They combined the Thrifty line with Avis and only 2 agents were working. Long story short we cancelled the car rental, left with no car for the weekend because everything else was booked out on such short notice, and wasted Ubers to and from the airport, not to mention losing hours dealing with this mess. To add insult to injury, Avis had reached out to me and asked me to email them with my experience so they could look into it. After a week of back and forth, they offered no solution and insisted that they had offered "suitable options" for our cancelled reservation, then redirected me to their customer service line instead (screenshot attached).. Terrible experience at this location. I reserved a car over a month in advance. When I went to pick it up, I was told that they ran out of cars. They tried calling the PDX and other locations and told me nobody was picking up. Then they told me my best bet was to go to PDX for a car since PDX was distribution hub for cars. When I arrive at PDX I was told that the downtown location is a franchise and that PDX is corporate. Essentially corporate and franchises don't honor each other's prices and they claim they can't see each other reservations. I ended paying an uber to get to PDX only to be told they can't honor the reservation price and that they didn't have my car. I ended up having to get a larger more expensive car at PDX. read more

I've had amazing experiences at the airport Budget rental spaces, however this location is horrible. The customer service was rude, unfriendly, and unhelpful. We asked for a Kia Rio, but got a Chevy Spark. We asked for a smaller car, but the Chevy Spark is not even close to the Rio and we had to sit with suitcases on our laps for four hours. We asked for a comparable car and they said they couldn't help us; basically a "too bad, so sad" moment. Additionally, as we drove the car it said it needs an oil change which added to our stress about driving this car. Renting from Avis reminded me why I rent from Enterprise. I chose Avis because of some partnership with the Chase Sapphire Reserve card - 20% off I believe - but I would have rather paid the extra ~$100 and had a better experience. The associate at the downtown Portland location was not wearing a mask, not even on his chin, despite clear signs asking all customers to. I was told a Mazda CX-5 was not available, which is what I really wanted, because it was too dirty, so I was given a Kia Sportage instead. Yet if this Kia was clean it was only barely so: there were still exterior dust and smudge marks from the previous driver, and I found a tin of mints under the driver's seat. I had requested a Garmin GPS because we would be driving in areas T-Mobile might not have had reception, yet the store did not have one available. How could this be? I made this reservation months in advance, and Avis should be smart enough to move units around since it knows it has guaranteed money coming its way. Well it turns out they did not need to do: the receipt has $40.90 of non-refundable money from me, which is what I paid in advance for the GPS. A brilliant strategy from Avis when you think about it: why provide a contracted for service if the contract also says you do not get your money back? Avis must feel that I should be grateful just to have received a car - how lucky am I! It turns out that Apple CarPlay was great, but that is not the point of this story. I am going to call Avis to try to get the $40.90 back, but I doubt they will give it. I'm sure they've made the business decision to steal money and make the customer service experience so slow that it is not worth it for people to fight for the money. I note many unhappy customer reviews at this downtown location, but we found our rental satisfactory. The small office is worn, but was only a few blocks from our hotel. Our Costco discount was honoured. Avis's desk has space for only one agent at a time, and their dot matrix printer is slow, so we did have to wait in line. So what's new? Staff are hard to find these days, so we forgave that because it's a new reality in our society. Our car was just fine, and we returned it with no hassle. But we introduced our own problem by leaving two valuables behind which we didn't notice until arriving home in Canada. When we phoned to check, Avis had them waiting! It would have been a simple matter to say they hadn't found them, but manager Mr. Abukar went to extra effort to ensure their safe return. Thank you for your honesty and good luck. read more

I had to use AVIS recently because my go- to company, Enterprise, didn't have any rentals available when I needed one. Never again will I use AVIS, at least from this location. I was advised to get in by 12:30 to get my car (reserved for 1) because the office closed at 1. I arrived at 12:15 and waited one hour to get a car, as did about 6 other people. When I complained about the lost time today, they explained that "on time" means the customer gets the car within 2 hours of the reservation time, for Avis. At Enterprise, I get the car within minutes of walking to the door. The office is dirty and small. A sign on the door says "DO wear a mask" but staff didn't wear masks and many customers did not. It was not possible to be socially distant. I have asthma, and am 68 (at higher risk for COVID complications) - I am extremely careful about COVID, but it was very difficult to do so while waiting for 1 hour, for a car. When I called to report a concern about the car (the steering wheel was pulling occasionally - it felt like it made the car slide).... I was given likely explanations and basically felt patronized/ignored. I have driven hundreds of cars in my lifetime. I rent frequently. I have never experienced this steering behavior. My concern was for the safety of future drivers. Only after insisting, did I get any assurance that it would be looked at. I have doubts as to whether this will actually be followed up on. read more

I don't like to leave bad reviews, but this was a nightmare. Six months ago, I made a reservation online to pick up the car at this location at 6pm, but it turns out the office isn't open at 6pm. I got there at 6pm and I could see that someone was inside the office but they wouldn't open the door (understandable, they were closed, I guess). I couldn't start my rental and the Avis phone rep wanted to charge me about $350 instead of the $61 I was quoted, so I canceled the reservation.On top of the price increase, they wanted me to go to the airport to pick up the car instead of the downtown location. When I finally talked to the lady inside the office, she didn't help me. They could have at least called to tell me the office wouldn't be open, and the website should have not allowed me to make a reservation for that time. I had never been to Portland before, needed to leave early the next morning for a funeral that was five and a half hours away and had to scramble to find another car. This is a review for Budget, but it shares an office with Avis. I have never seen slower or more indifferent customer service in my life. I waited an hour as they served 3 people in front of me, only to be told when I got to the front that they didn't have enough keys for me (though I had made a reservation well in advance). When I questioned why and asked if I could go to the garage to look myself, he mysteriously found a set, and I was able to get a car. The room was full of very unhappy customers, but the man working behind the counter seemed entirely unbothered and was very unhelpful. Literally the worst car rental ever. I was asked that there is a overnight return at this location and would be checked out at the earliest time of the next day, which is 8AM. I got a email saying that there's an incremental charge for the additional day on the day I dropped the car off. Turns out the rental rep didn't check out in time and I was charged for the next day as well. Charge" for $45.00 as well as a fuel charge of $15.47 despite the fuel being above where it was given to me. Like many others, I too had a horrible experience at this Avis/Budget location. If you're renting on a weekday, it might not be too bad. If on a weekend or holiday, you're better off renting at the airport or a less central office. Pros: - Friendly staff. Although the place is horribly managed and the workers get angry rants from everyone waiting, they keep their cool and still maintain a level of professionalism. There's something to be said for that. - Car was clean, but that's expected. Cons: - Prepare to stand in line. Long line. Up to two hours long. If it's a random weekday, you might be able to get away with quick service. On Labor Day weekend, forget about it. The workers come out once in a while to explain the situation but it doesn't solve anything. If you're renting in the morning, you might as well come when they open. - Terrible vehicle planning. I'm pretty sure everyone in line had a reservation. They should be able to plan ahead and allocate enough cars to fill those reservations with a buffer for late returns. Unfortunately, they didn't seem to do that and had to shuttle cars in from PDX. I understand there might be an issue with space to park all the cars if you allocate for the rush, but that can be figured out. - They will try to rip you off. I returned my car with a full tank of gas. I filled it up all the way at the 76 on 5th & Burnside, which is 1/3 of a mile away. A week later, I see an extra $13.99 charge on my credit card bill, which is apparently the fee for not filling up the car. A quick call to Budget fixed the issue, but it shouldn't have been charged in the first place. I don't think they inspected the car at all because the final mileage was noted as the initial, so this fee was just thrown on without checking. Check your statements, people. What I liked most was that there was no pressure to buy insurance or any other options that some rental services try to force you to buy. When I returned the vehicle at the airport, it was very simple. It took less than 5 minutes for the attendant to scan my info and I was on my way. Also, the location of the drop off is great since it is a very short walk to the airport terminals. Avis had the lowest price when I was looking around online for a rental. I rented a car from Avis at PDX when I flew in on Christmas Day 2022 to drive two hours to Springfield, OR to see my dad before he died. He ended up passing the next day, and I was scheduled to fly out of PDX the day after that, so I was supposed to return the car there. I received notification early in the morning of my departure day, December 27, that all flights out of PDX had been canceled because of heavy rainstorms. I had packed for my trip in a hurry and only packed enough of diabetes and blood pressure medication to last until the 27th. In addition, I'm partially paralyzed from a spine fracture 34 years ago and I have to use disposable catheters to urinate, and I only brought enough to get me through the 27th. I started driving to PDX anyway that morning because I had to return the car. I figured I would rent a car again and get a hotel room in Portland and get a flight out the next day and re-use my medical supplies and not eat so I wouldn't need my diabetes meds. As I drove I tried to see if I could get a flight home on the 28th, but all flights by all carriers out of PDX for that day were already sold out. I pulled off the freeway to figure things out and my wife was able to find a flight out of Eugene, OR to get me home to Las Vegas via Seattle on the night of the 27th, so I tried to telephone Avis to make arrangements to return the car to Eugene. The phone lines were very busy and I selected the op to me called back in approximately 30 minutes (they never called me back that day). I decided to be proactive and use the Avis app to nodify my rental as suggested my the phone recording. The app doesn't allow one to modify the return location, so I went to the Web site to make the change. The Web site informed me that I would be charged an additional $277 for returning the car to Eugene over the $142 that I paid for the original rental. I had to get home because of my meds and supplies and I hoped Avis would waive the added charge in light of the flight cancellations. I started driving back to Springfield/Eugene and called Avis again. After being on hold for over an hour, I hung up when I got back to my dad's and stepmother's house. I tried calking again, this time to the Avis PDX location and after a 40-minute hold, the call disconnected. I decided I'd just talk to the people at the Avis office at Eugene Airport face to face. The agent there told me that he couldn't do anything about it and could only check in the car and said I'd have to call Avis customer service. Today, December 28, back home in Las Vegas, I called Avis customer service, having my call picked up in 10 minutes, and I was told that in spite of the cancellation of every flight out of PDX yesterday, and in spite of the fact that I had to find a flight from another airport because of my medical needs, Avis would not waive or decrease the additional charge for me returning the car to another airport. I only rent cars three or four times a year when I travel, but I definitely won't be renting from Avis again. read more

Don't use the downtown location for anything. My wife and I arrived late to our appointment (admittedly our fault) to an employee rushing to lock the door as he saw us approach. We then asked if we would be able to pick up a car still but were told simply to 'go to the airport'. After the Avis employee saw/heard our reaction he proceeded to walk over and begin to vent his frustrations (seemingly about customer service in general) towards my wife until I told him to calm down and stop trying to start 'shit' and that we'll just go to the airport to get our car. He then unlocked the door and invited us in to get our car ("do you want the car or not?!") while muttering things like "since the world revolves around you..." and proceeded to 'turn the system on again' (turn on the monitor) and check us in. There were many ways he could have handled the situation and he chose one of the worst. He should have just told us to go to the airport because they were closed and left it at that. Rented Toyota Corolla for 1 day From Budget/AVIS Car Rental- from Seattle to Portland. Portland Budget/Avis at this location doubled my charge, saying I was late. So they charged an additional day. I was 15 min early for p/u in Seattle. Then on time to drop off- but since the drop off is in parking garage downtown, they tell you to find a parking spot. Then when you can't find one, they tell you to park the car on the 10th floor! THEN you can return the keys. THEN they note your return time. So 1022a instead of 10a gets you am additional hours charge!! Of course they don't explain that when you are picking up the car. I called customer service and they offered a 15% discount. When we visited the location around 10, it was packed with customers and there was only 1 staff (look, I give a five-star for the staff; for Avis, they should have put more staff there to help since it is a long weekend). When we leave after being helped, the room was still packed with customers. However, the staff handled the work in a professional way. I am very satisfied with Avis's service. Visited this location a few days ago to pick up a car for a road trip with my boyfriend along the Oregon coast into California. Horrible customer service! John, the old man at the counter, was extremely rude and condescending. Although I didn't have any issues securing a car, I was charged over $100 in additional services/fees I did not agree to. I had an additional driver for free reserving through Costco but was still charged even though I mentioned this two times. I contacted them to reverse the charges, but will be checking my credit card statement to see if it processes. If not, I will be calling corporate. Do not rent here!!! UNSAFE VEHICLE POOR SERVICE DO NOT RENT FROM AVIS We rented a van from Avis at the Portland airport and noticed a few days later that the front tires were very bald and had secondary tread showing in a few areas. We were staying in Newport and were to drive to Crater Lake the day after I noticed the tires so we stopped at the Avis shop in Corvallis and I asked if they could give us a similar vehicle or get us new tires. Understandably they had no vehicles to trade out but the manager agreed the front tires were not safe and told us to go to the Les Scwabb tire shop and said Avis has an account and they could do what the tire people recommended. When the tire man who noted the front two tires were very unsafe called the manager she now said that $250 a tire was more than Avis would pay so I could just drive to Eugene and see what they could do. At this point my families safety was my main concern so I just told the shop to replace the front two tires. I felt Eugene was unlikely to have a van either and certainly they had not called to see for me. And if you try to call their customer service expect at least a 30 minute wait. I called and spoke to a nice lady but English was not her first language and we could not understand each other well and she was no help. Avis now refuses to reimburse me for the new tires I placed on their unsafe vehicle, even to pay a wholesale price. They said I did it all wrong, I guess I should have driven around Oregon hoping an Avis shop would help me. I will never rent from AVIS again. Like other reviewers, I would give 0 stars if possible. I'm in a hotel 1 block from this Avis location and my car is completely useless, with an apparent transmission failure. I walked to this location for help. Instead of providing me with a replacement car and arranging assistance to fix the problem vehicle, the Avis employee handed me a phone number and told me to call roadside assistance myself. He would be of no further help. 1 meeting missed. Upon calling roadside assistance, I described the issue to Ariane who told me I would need to find out the clearance of the parking garage before a replacement vehicle could be arranged. Back to the parking garage I go. 2 meetings missed. Having retrieved the requested information, I walked through Avis telephone prompts again. Of course, I had to give Waldo, the unpleasant Avis customer service rep, the same information I gave Ariane. He told me to wait with the car until a tow truck arrived to exchange vehicles. ALSO, they told me I would have to talk to AVIS to determine if a refund for this rental would be possible. So they aren't Avis? Now I wait. No estimated time given. Plugged phone in to outlet for some charging while waiting. Returned keys and booked it to Amtrak station. 10 minutes prior to bus departure realized I'd left phone charging at Avis. I took the train from Tacoma to Portland and needed a car once I arrived. This location offers pick up service from the train station - you just call them once you arrive and they will pick you up with the car that you will be renting. Very convenient. I had no problems with the service when I picked up or dropped off. I had coupons and those were applied properly with no issues. Also, I appreciated that they upgraded me to my preferred car class (without me asking) and only charged me for the car class I booked - it does pay to be a loyal Avis First customer. P.S. You really don't need a car when staying in downtown PDX but I was headed out to Wine Country so a rental car it was. One last thing about the location - it is very conveniently located downtown, so if you are splitting your time like I did - there are quite a few hotels in the vicinity that you can walk to after dropping the car off. read more
