Second time I've been here. This time.for Happy Hour. Menu was decent for HH, reasonable. The small dishes was just enough for two people. We got in just 6 minutes shy to the end of HH, but waitress worked fast and ordered our drinks and food plus extra at HH price. We ordered the shishito peppers, brussels and bacon (can't go wrong with bacon), and ceviche. House red was decent and easy to the palate. This one star speaks to the few observations my friends & I have encountered at what use to be a lovely place to gather too, drink cocktails, eat Tapas & listen to good music. What it has turned into is a VERY FAR CRY from when Hal & his former wife were once the owners! Let me start off by saying Lauren the bartender is the WORST Example of Customer service or Customer Care!!! Lauren, is very selective on how she gives Pleasant attention & handling of the customers. It's been my experience that if you are a Melanined person (Black or African American) you get ignored or treated less than worthy of her help and Lord forbid you need her attention; you'll put her off & she'll serve up her terrible attitude (geesh you can't be black/brown man or woman) Lauren is put off if you interrupt her, or need her services, (she'll cut her eyes at you, through your money on the counter and even have a attitude & ask you "Do you feel entitled or privilege to be a customer there?") incredible right! That's how I felt when I witnessed Lauren treat my longtime good friend unfair & with disrespect!! She treated him with disdain and barded him in front of an entire restaurant!!! His only crime is his charm, handsome, carefree, confidence and us simply being a longtime loyal patron since 2007, long before Lauren stepped on the scene. I was shocked & appalled by this display of unprofessionalism & lack there of Human Rights and respect! Went onto band my friend from ever coming to the restaurant again which I find deplorable! This is why I love SHAKEWELL on Lakeshore. I'm giving Bar Cesar 3 because the bartender made a mean margarita and tried to improve our experience, and the food was good. But the service was soooo bad. Like, did we do something wrong bad? We're a patient bunch. But when you finally seat us in a separate room with a broken lights and a broken TV. All we want is attention: can we get some water? Can we order? We would've ordered appetizers but no one asked. When the waitress came, she was...IDK, annoyed? In a bad space? Tried this place weeks ago and been forgetting to leave my review. My co worker recommended this place so my sisters and I went out to give it a try. We had reservations for 7 we arrived was a little busy already nice little restaurant. My sisters and I decided to just get a bunch a small dishes to share and try a few things. Our waiter came as soon as we were seated asked for our drinks and my sister ordered jack and coke which was good and strong. I had a dirty martini can't go wrong with that lol. I also like that they serve Mexican bottled cokes by the liter. So we ordered the Chile verde baby back ribs, sautéed Brussels sprouts, shoe string fries with aioli, al pastor popcorn chicken and the churro ice cream for dessert. The Chile verde ribs were good the Brussels sprouts too! Oh and the fries were delish too! The al pastor chicken was just ok. I came here for taco Tuesday, surprise, surprise. I'm just going to dive in, I do agree with some of my fellow Yelpers of the portions being too small, especially for the prices. I ordered the fish and veggies tacos, and the shoestring fries for an appetizer. In regards to the tasting aspect of the tacos, they were for sure tasty. The veggie taco was actually filling and probably my favorite taco. The fish tacos were nice and crispy and still had fish to taste. I also got to taste the shrimpy tacos and I think that was seasoned just right. I ate a total of 4 taco Tuesday tacos (as well as splitting the fries) and I was still hungry. The only thing that bothered me was the price of it. However, that is something I can kind of get over. Our server was friendly and attentive, it is unfortunate that I forgot her name, but shout out to her! I am already planning on coming back because the place was not crowded and although had enough people to let you know that it was a good place to eat. I like having elbow room lol. After a long commute from SF to Oakland to meet up with a friend, I was beyond hangry so we parked and walked into the closest restaurant we could find. I was a little surprised to see how empty it was at 130pm since brunch places in SF are usually packed through closing, but it was nice to get a table by the window. I had a chorizo benedict (without tomatoes) while my friend had french toast, and we also shared an order of oysters. When my plate arrived, I dug into the potatoes first and was sooo satisfied! They were savory, crispy on the outside, and fluffy inside, and I liked that they also added mushrooms, onions, and jalapeños. The eggs were cooked perfectly, with the egg white retaining its shape while the yolk flowed out smoothly when I cut into it, and the chorizo was super flavorful and not overly salty. The only thing I didn't like was that there were some greens on the eggs not listed on the menu, and of course it was my mortal enemy, cilantro :( Spent some time picking that out but after that everything was delicious. I didn't get to try my friend's french toast before he drowned it in syrup, but I liked how fluffy the bread was and that it wasn't overly sweet even with all that sugar and fruit. The oysters tasted average but were definitely overpriced - skip this. My main reason for deducting stars is because service was quite patchy. My friend's coffee took way too long to arrive (~5 min before our food came), and our small table was very cramped with the 3 dishes because nobody came to collect our empty bowl of oysters. It seemed like they were understaffed with only 2 servers working the floor, but the place wasn't exactly busy either. In fact, it was such a struggle to flag someone down for the check that we ended up leaving cash payment on the table and walking out. There's some metered street parking if you're lucky enough to get a spot, but there's also a parking lot conveniently located behind it (not free though), and the close proximity to Fenton's is worth noting as well. The menu has changed and three visits later, we are fans. Expect a kick on everything from the crab cakes to the flautas. To date the gaucamole toast(hello millenial hispters) on the weekend brunch menu is my current favorite. The Burger Boi hasn't met a taco there he didn't love. Oh and he loves the Ceasar salad event though he told me, "I don't DO pumkin seeds" he has eaten every bite on the last two visits. Did I mention the watermelon salad? Oh my! Every neighborhood needs a sexy little spot for the ever-important "let's meet for drinks" proposition. Bar Cesar gets the job done with their late night happy hour (9pm-close, every day) perfect for those deep, post-movie conversations. If you prefer bar stools to sit-down dinners, the huge U-shaped bar at Cesar is made for classy bar flies, even if they're a bit pushy about last-call on weekdays. We stopped in around 10pm on a Tuesday, enjoyed some happy hour snacks and wine, and appreciated the plush bistro atmosphere. The fish tacos (2 for $5) were pretty bland, but the papas bravas were redemptive: thick potato wedges with spicy tomato sauce and garlic aioli so dense you could eat it with a fork. They aren't the best bravas I've had (I prefer Barlata's), but it's hard to complain about fried potatoes and fancy mayo sauce... so I won't. Recommended to me by a trusted regular, I read the reviews with trepidation trying to square what I was reading with the recognition that someone I know and trust has been here upwards of 40 times. I'll go with that person. Perhaps the lack of Yelp love accounts for the reason why the place wasn't at all crowded come game time. Moments before start time I was able to grab two seats at the bar where I ordered up (over the next several hours) 2 of the most deceivingly strong Margaritas ($7) I've ever encountered. If you want a stiff one, meet Bar Cesar. The food menu proved to be satisfying as well. Beginning with an order of chips, salsa, and guacamole ($7) and ending with carne asada nachos (it was that sort of night, don't judge) I achieved nirvana. Those perfectly oily, salty, fresh made chips and the bad boys with which they kept company couldn't have sated me more fully. I'd read complaints that some food is bland but about this food I had no such complaints. Even when the game was in full swing - a game which would possibly secure the hometown Warriors a place in the Championships - Bar Cesar had a good crowd but stopped far short of being crowded. Markus ordered me some bourbon and ginger beer drink which was pretty good. I am now officially cutting back on alcohol, especially since I seem to get a headache after drinking something with that magic ingredient. On to the food. We ordered two of almost everything on the happy hour menu. Once our bellies were full, we were ready to rock this town. Haha. Get it? I am taking away two stars and removing the reconfigured "Cesar Latino" from my list of Charcuterie Haunts... as there are no longer tapas and no charcuterie to be had. Quesadillas? A kids menu? Ay, ay, ay... I had noted the change a while back and perused the updated menu offerings, which kind of sort of looked good in writing, but still didn't intrigue me. I can get mediocre Mexican food anywhere; I can get authentic, delicious and unpretentious comida five minutes from where I live. No more sobrasada; gone is the house-smoked duck breast, manchego w/ membrillo, chorizo and jamon serrano - a truly crushing blow for this tapas fanatic. I did drop in with un amigo for postres (dessert) and un cafecito; we decided to share the churros con chocolate - how could you go wrong with that? I'd had them before [at Cesar] and they were delicious plain or dipped into warm chocolate or dulce de leche. What came out of the kitchen was so bland, doughy and soulless, we had no qualms about sending it back to the kitchen after just one bite. The ersatz churros looked more like defeated earthworms and had a flat taste of plain dough with some granulated sugar thrown on as an afterthought. I was devastated. Truly - I have had frozen churros from the grocery store that had more appeal - and flavor. We shook it off and decided on the Pastel de Tres Leches - which is a classic that even the Cadet couldn't botch when he was like, 9 years old. I wasn't thrilled about a cold dessert on a chilly night, but that was the only other postre that piqued my interest. I was disappointed again: the Tres Leches tasted like soggy wedding cake, and was garnished with strawberries that had been held at some body's prep station for far too long. They didn't look or taste fresh. I think between the two of us, we tentatively shaved off a single corner and left the rest to be cleared away, destined for the slop bin. Bar Cesar - 4 Stars: Nice venue for Mexican food here in Oakland right on Piedmont Street. We started with Margaritas (4 star...on the small side, but good and strong) and some Pom lemonade (1 star undrinkably tart). Guacamole and chips arrived and they were really 5 star stuff...fresh crispy chips and creamy guacamole; also threw in some pico de gallo...very good but had a bite to it. For dinner...one in our party had the Asada Tacos (3 star nice, but these tacos are not the Frisbee sized ones you may be used to in the chains, they are a bit smaller so eating three is easy), the three others in our party went for the chicken enchiladas (4 stars for the tender chicken and a nice sized serving to boot...but spicy). The 3 star refried beans were sort of snappy and not creamy, the rice was 3 stars very good, and the salsa Verde was 4 star good. I went here with my honey, Jac C, and our good friend, Jackie V, who recently moved to this neck of the woods. We arrived at César around 7:00 pm on a Saturday and were immediately seated on the lovely patio right on Piedmont Ave. They have heat lamps so you can enjoy the outside seating even when the weather is chilly. We split the guacamole and chips and the watermelon and tomato salad. The guacamole was bright with citrus and a perfect not quite chunky, not quite smooth texture. The chips were a bit salty but not too greasy and sturdy enough to not lose them while trying to scoop up the yummy guacamole. The salad was delightful with huge chunks of fresh, crisp watermelon and tomato, an accent of cucumber slices, mint and cilantro leaves and a light dressing. It. Was. So. Good. I plan to try and recreate that dish at home. Jac C and Jackie V both ordered the pork pupusa and I got a shrimp taco. It was tasty and I especially liked the spicy kick. I have been a HUGE fan of Cesar for over 5 years. I would drag my dubious friends to Cesar on Shattuck who were afraid it was too "snooty" based on the fine interior, or that the wait wouldn't be worth it due to the crowds. For years, I would get to the Gourmet Ghetto location early to beat the crowds. When construction started on the new location on Piedmont, I was very excited - I waited patiently and then started going there regularly. I even called and had a chat with the chef before it opened and asked about options for vegans/vegetarians on the menu. Now, to be clear: I am ALLERGIC to dairy & eggs (legumes & eggplant). I think meat tastes vile but many of my friends like it so tapas have always offered plenty of options that I could enjoy. My conversation with the chef in February 2008 assured me that - yes, there is usually something they can throw on the grill but often there are plenty of options. I was always a fan of the "haystack" of flat fried potatoes, the patatas bravas (with the aoili on the side for my friends) with the tasty tomato sauce. In late February, I had roasted asparagus with a delicious romesco sauce (roasted red bell peppers and hazelnuts). Even if I was still eating fish - my old favorites had butter and cheese in them and I wouldn't be able to touch them anyway. And, of course, my friends and I always end up buying a bottle of wine (or so many single glasses that we curse our poor decision not to buy one and save on costs). However, after last Friday - I have to say - Barlata is now my FAVORITE place for Tapas in the East Bay. A friend and I arrived, ordered wine, patatas bravas and I realized - no aspargus on the menu. In fact, there were precious few veg options that particular evening. The waiter said that there was no chance of getting anything not on the menu served - and even claimed he went back to talk to the chef who expressed ZERO flexibility. Marcona almonds, 4 grilled scallions with romesco sauce, half a serving of patatas bravas, a share of roasted grapes (so yummy!) and half a shared "Little Gems" salad does NOT a dinner make for this 5'10" Amazon. I work out 5 days a week, do yoga 4-5 days a week, walk, run, swim and hike - I don't eat like a starving supermodel. My friend got the trout and tocino de pato - he enjoyed the trout but said the duck was so bland and badly done as to be as unpalatable as cat food (and, in fact, my cats did enjoy the duck very well!). Honestly - I was shocked. At BarLata, Daniel Olivellera walked through the menu options with me and said he'd be happy to make some dishes into dairy/meat free versions if I desired. At Wood Tavern, Max DiMare says the same thing - "we always have veggies we can grill for you." Even at Oliveto, the wait staff is happy to serve me food that I can eat - even if it's "just" house made (eggless) pasta with truffle oil on it. Shamefully bad customer service - I am at Cesar almost monthly, sometimes twice a month - and unless otherwise convinced, I may not return. Dinner 6/12/15 We came for early dinner on Friday after shopping on Piedmont Avenue. It's a lively place with with high ceiling. Lots of walk-in but best with reservation. We were lucky to have a table by the window. *Guacamole ($7) is served with hand-crafted chips and salsa. Good with drinks. The Moscow Mule ($9) and Pinot Gris (Dusted Valley, Washington $10) hit the mark. They have lots of tacos on the menu: carnitas, shrimp, marinated pork with pineapple... and they have a taco salad with, in my opinion, kale that is abused by many restaurants (lol). We settled for a taco entree and an a la carte taco: *Baja Cripsy Shrimp ($4.5 each) features one shrimp in beer batter with arbol chile aioli and a mountain of tangy slaw. For the amount of shrimp I think the price is steep, and it doesn't come with a side. Black bean for $4 extra. *Fish Taco Entree ($17) has three tacos with wild rock cod, fried in beer batter and lettuce, pineapple pico de gallo, crema, and arbol aioli, served with house salad. The batter was a bit too thick, and that salad dressing tastes like orange gone bad. *Churros with Vanilla Ice-cream ($8) is quite good, although the churros were overcooked. Overall the prices reflect the Piedmont neighborhood but I expect more to fill my stomach. Service is also not the quickest here. Ten minutes until we were greeted and given water. read more

Another lively fine dine . . . We walked in at 6:45 on a Friday night but didn't have to wait long before we were seated. Expansive bar and dining area with a sizeable sidewalk patio to dine with the outside. Side note: why does every restaurant now come with those tilted mirrors? Started off with drinks, which were good altho' not heavy on the alcohol (cuz I had two and only got a shade of pink). Buddha vodka was dangerously sweet, tequila gimlet ok, sangria fine. Speaking of fine, the bartender was so cute that all three of us would have made out with him (including one who was a lesbian-in-training). Of the three appetizers we had (halibut cheeks, patatas bravas, octopus and peas), the octopus & peas were the best of the bunch - tasty morsels of baby octopus contrasted with the lightly flavorful plump little peas. Going straight to dessert after, we had the cinnamon ice cream strategically stuck with bits of churro - sweetly rich. Also had the almond cake + rose infused strawberries, which was like eating a very fragrant perfume. Interestingly flavored desserts. Five months ago, we had our annual Christmas get together amongst my High School BFF's. We sat at the communal table and met some very nice people. We vowed to meet up with them five months later at the same place, same time, same table. Fortunately for me and my girlfriends, those same very nice people that we met remained the same ~ very nice, if not even nicer and more amazing. Unfortunately, we didn't get the same nice service and the food was a let down as well. Came here for dinner because the menu looked bomb but was super disappointed... Guacamole was good, as well as the oysters. Other than that, I don't have much more positive to say. My friend ordered a medium rare burger that came out well done. My girlfriend ordered a filet mignon that came out sliced into strips (?) covered in greasy onion rings and topped with a big ass lump of some kind of garlic mash masquerading as garlic butter. I ordered salmon tacos ($16), the salmon was super dry and over cooked and it had basically no sauce so it was flavorless. Also the server asked me if I wanted rice and beans without mentioning that it was a $5 up-charge so I guess I actually paid $21 for shitty tacos and some salty rice and beans (which came out 10 minutes after the tacos anyways). The best part of our visit to Bar Cesar was Victor. He really loves his job snd we went out of his way to make our stay a good one. The margaritas are delicious and expensive. The chips and salsa plate really can use more chips. The guacamole tasted good, though. I am not sure the Brussel Sprouts or, steamed artichoke leaves with globs of aioli at the tip are good finger foods for a 'bar' setting. I think they should be side dishes for a meal. We were outside and the table was crowded and it was an odd appetizer....we thought....not what we expected. The inside is quite nice. I like the tall ceilings and the central bar. The bathroom was clean, too. We had fun. But, we hoped for more enticing finger food/tapas. read more

Happily surprised. I felt like its above par and better than its 3 star rating. It was quiet so they sat us promptly. Waitstaff was very pleasant. Chips and guacamole to start. Thick and crispy tortilla chips and about average guacamole. I had the flautas and my girlfriend had the shrimp tacos. Food came promptly. Girlfriend said the tacos were good, the shrimp was perfectly cooked. I'd say the flautas were perfectly cooked and had a lot of flavor. Maybe a bit much though, a lot of competing flavors.
