DO NOT HIRE My unit which has only one bathroom, has been out of a shower for 9 weeks. Up until now we have been very patient but it is absolutely ridiculous and boarder line illegal at this point. We called Sean to hopefully get him to prioritize this project to get it done but after 4 sentences over the phone he hung up on us... the most unprofessional and rude person and property management company. NAME CHANGE: NOAH & ASSOCIATES. I guess they had change the business name hoping to outrun their previous poor record. Their personnel, owner, etc. sadly has not changed. At least, not where it counts. They did not run far enough. I have had ongoing issues with this company. The latest is that I was unfairly charged with a violation. Problem: ONLY I was found in violation. At best, a temporary one. While another neighbor had a year-long violation that went untouched. I asked for the violation and fine to be "expunged". See my email below. "As of today's Board meeting I have been notified that if I put this request in writing the violation will be expunged. Please consider this my (second) written request to expunge the poop/dog bag violation from the record. I checked my emails and found this one from October 7 to you and yours of October 21 in return. In this email I clearly "put in writing" my request to remove the Violation Notice for poop or "dog bags"." The RESPONSE I received from NOAH & ASSOC. see their email below. "What we need is a request that you are wanting the fine waived. The emails do not state this. It states the violation notice, but this is not something that we would remove as we need to have all records of what notices have been sent out." Seriously? If I request a violation be expunged then, doesn't it follow that any resulting fine must join it? I certainly believe it should. read more

If I could give this company no stars I would. Our HOA is going through an assessment that is pushing some of us out of our homes. In order to avoid foreclosure my condo is listed as a short sale. There is information I need about the loan amount that our HOA has secured for the construction costs. It was told to us in a board of directors meeting. When I followed up to receive that number for the person who wants to buy my condo it was not provided to me. Despite many pleas to James for help so I don't have to go into foreclosure I have been respectively ignored. It has been disheartening and frightening, especially during these uncertain times. read more

Name Change- Now Bridge City Management. Same old crap with a new name. Very unresponsive to emails, very poor service, rude employees. I posted about this company a few years ago and nothing has changed. I wouldn't recommend them to ANYONE, ever. I am legally disabled and have problems walking and with my balance. I had an issue with another condo owner turning off lights in hallways, and fell several times. This went on for years. I ended up having to file a report with Disability Rights Oregon just to force HOA to install plastic light switch locks. Bridge City Management/ Noah & Associates VERY unhelpful, as a matter of fact, Sean Pickel doesn't bother to return emails if he doesn't want to deal with your problem. *And, by the way, the former owner of Noah & Associates is currently in prison for embezzling funds from HOA funds. This management company manages Florence Terrace Condominiums. I would never use this company. I have had several maintenance issues with my property and they have done nothing. I have also had friends in the community tell me how unhappy they are with the poor maintance service and landscaping. Reacently a condo owner had to pay for bark dust and flowers around their condo because they were tired of looking at the dry dirt around the schrubs. Another family told me they we're waiting for a light bulb to be changed for two weeks. They were told it takes a special bulb, no standard size. I would never use Noah and Associates as a management company and I would not buy a condo at Florence Terrace. read more

New name Noah and associates. Horrible condo management. In four months that they took over our management they did not do ONE single thing including pay our bills, change bill addresses, follow through on any board requests, get bids asked for work, create a budget etc etc. Even worse, after four months we had no financial reports and no accounting of our money. Kate was a train wreck. "Mr Pickles", the owner did not care about their incredible incompetency when we went to their management. After four months, we pulled out and it took us another four months to recover. Run away! read more

The staff is rude and non responsive. This company has very poor customer service. The latest is having our water shut off for several hours (not an emergency) without notice. When I contacted their office via e-mail I was told a lie and then told not to contact her boss anymore. I asked when the water would be turned back on and letting her know that their were families here with small children and she never responded with an answer. Even the City of Milwaukie sent the water crew out to notify the plumber that they were to notify residents. No one did. When they do notify us of work to be done in our common areas it usually after the work has begun. There have been many other incidents concerning financial issues. They sent a letter saying they were raising our rates 3% and in actuality they were raising them 6%. When I questioned them they basically told me I was confused and they were sorry about that. I went to her boss (who does not want to be bothered either) and threatened a lawyer. Only then did they get their act together and actually look at their error, apologize and correct it. At another time they sent everyone a past due notice for $13.10. When questioned they said they had made an error. When I have asked if they could send pest control for the ants they told me they had gone out of their way in that area and weren't doing it anymore. I had a birds nest in my parking area and my car was getting so much poop on it that I couldn't park it there. I was told too bad. When I told them I was going to send them the bill for repainting my car they did something. It would be nice to deal with a property manager that was responsive and not defensive and argumentative. They are very rude and incompetent. Stay away! read more

It was daunting actually to serve on a board with so little knowledge about what this position would even entail, but my experience during this last year has been an incredibly positive one, thanks to Sean Pickle of Noah & Associates. I have been on our board for 7 1/2 years with Jewell at our helm. Our projects on our 1928 building that Jewell at Noah and Assoc. has flawlessly assisted the board with are broken water main, stucco repair and painting our building, sewer repair, electrical issues, bylaws, rental violations, sidewalk repair, lining pipes and re-plumbing of the building (making our drinking water safer). Their staff generally provide prompt attention to issues and have worked with our Board to develop schedules for periodic work and budget management tools. On the few occassions when our Board had had concerns about management issues, Noah's leadership have stepped in to ensure that issues were addressed. If I could give zero stars, I would. Over 15 years, my HOA dues went from roughly $150 to about $300 a MONTH. This was supposed to cover water, garbage and landscaping. The landscaping when I moved in, in 1999, was amazing. Very well done. Over the years, the landscaping services have absolutely disintegrated. Blackberry bushes now cover the "back yard" of my former unit. Also, they have absolutely HORRIBLE customer service at this company. The staff is rude and seem to be really unhappy people, all around. I was lied to about what repairs were actually made on my condo, and when I called them on it, they finally went back in and finished the repairs. My advice would be to look elsewhere for a home with a decent management company. read more

Meh. Noah and associates manages my former condo complex and they weren't impressive. While they emailed me back immediately and would forward maintenance issues to someone on site, they seemed disorganized or lacking other follow through. I called 4 times over 2 winters about a broken/ leaking gutter that left water gushing into my window in heavy rain and was only able to talk about the details of the issue when our condo got an on-site (resident) contact for maintenance issues. When I had to have my water turned off for a plumber to do work, Jewell didn't know where the water shut-off valves were (apparently no one has ever labeled them) and my plumber spent 30 minutes on my dime locating them; she didn't use that opportunity to label them for future plumbers, and I'm glad that was the only plumbing work I needed done while I lived in the condo. Most recently, I sold my place and gave them my forwarding mail address. I just got an HOA refund check they cut in early August which was sent to the address of the condo I had sold and moved out of (what?!). Fortunately the post office chose to forward this piece of mail after the mail forwarding had expired. I was never super impressed with Jewell and Sean though they were ok enough to get 2 stars. After this last issue I'm really glad I no longer am paying $250 a month in HOAs for mediocre service. read more

After several years of owners on our board volunteering to manage our building, we interviewed three property management companies to take on the responsibilities of collecting annual dues, ensuring annual building envelope inspections, arranging for repairs as needed, updating the reserve study, filing various reports, interacting with potential buyers, and other duties as needed. Noah did the best job of tailoring their services and pricing to our needs so that we felt we would get a good value. We regularly renew our contract with Noah because we continue to be satisfied. We have good communications with Sean Pickel and other employees. Financial reports come regularly and clearly. When an issue with the building arises, they are responsive. Noah has developed relationships with vendors throughout the community, bringing the best talent and multiple bids to us. When a vendor changes policies that make it less attractive than other vendors, Noah investigates proactively and recommends changes. Sean has made himself available to attend our meetings. Property management companies have a difficult challenge: different people in a group expect different levels of service; acting to satisfy one member can displease another. But in our situation, we have had an excellent relationship with Noah and recommend it. read more

I have been an owner/resident in a condo managed by Noah & Associates for the past 3 years and have served on the board for the past 2 years. As an owner/resident I was not especially aware of exactly what services they provided to our condo community. Once I was on the board, their value became quite apparent. Beyond handling the bookkeeping, billing and bill paying, Sean Pickel has been invaluable in assisting the board in lining up contractors, overseeing building maintenance, and recommending solutions to a wide range of problems. In a century old building, problems never arise at convenient times. We have gotten assistance in dealing with emergency situations in the middle of the night, on weekends, and during holidays. We recently completed a 2 million dollar upgrade of the building's plumbing. Noah & Associates worked seamlessly with the board, the owners, the engineering firm, and the contractors to get us through that ordeal with minimal disruption of our lives. Jewell is a gem! As others have stated in recent reviews, it would be utterly daunting to try to serve on an HOA board without the guidance of a property management expert. I reluctantly took over as president of our condo board when filling a sudden vacancy was crucial. However, I knew nothing about what the job involved. Jewell has history with our association and helped bring me up to speed. She's responsive to questions, helps co-ordinate needed maintenance, and oversees the big picture, eg helping newbies conduct required annual meetings and budget reviews. I was unfamiliar with the concept of a reserve study until serving on our board; now I get it, thanks to Jewell's assistance. Thumbs up! read more

I've been on our condo board for 5 years, 3 years as board president. I am grateful for their management expertise and knowledge of homeowner associations. They are very responsive in providing sound financial advice, securing bids, handling emergency repairs, etc. They also provide important continuity for the building's operation. I shudder to think what my experience as a volunteer board member would be without their expertise and support. I highly recommend them. read more
