We then asked if being from out-of-state, and being in the middle of a global pandemic and shelter-in-place order could allow us to do a virtual tour instead, and we were told that that is not an option, and that their policy remains that all potential tenants must tour in-person. In normal times, this policy may be understandable (though it does seem discriminatory against potential renters not already living in San Francisco), but I believe that this is entirely irresponsible and unacceptable while under the shelter-in-place order. Worse yet, it also appears that this policy may be illegal. The following quotation is pulled directly from the current shelter-in-place order from the SF Department of Health website: "Service providers that enable real estate transactions (including rentals, leases, and home sales), including, but not limited to, real estate agents, escrow agents, notaries, and title companies, provided that appointments and other residential real estate viewings must only occur virtually or, if a virtual viewing is not feasible, by appointment with no more than two visitors at a time residing within the same household or living unit and one individual showing the unit (except that in person visits are not allowed when the occupant is present in the residence)" All things considered, I'm happy that we won't be able to rent from this company due to their exclusionary policy. If you're considering whether or not to rent with them, please seriously consider if you would want to support these questionable practices. === 6/29/2020 update after response from Ferdinand=== I appreciate that Ferdinand read my review and took the time to reply. I am also glad to hear that you don't feel that your policy is in violation of the shelter-in-place order, although I stand by my initial comments. To be fair, I am also including a link to the full text of the current order that I referenced, and the quote I pulled is found on page 13: https://www.sfdph.org/dph/alerts/files/C19-07e-Shelter-in-Place-Health-Order-as-revised.pdf The order clearly states that tours "must only occur virtually" and that in-person tours should only be held when "a virtual viewing is not feasible." Your team makes no good faith effort to conduct a virtual tour, and the excuse that LTE coverage isn't reliable across all of SF is extremely flimsy -- you should know that your competitors have no issues conducting virtual tours. Even if you feel that your policy isn't violating the order, it's unfortunate that you don't recognize how unsafe and unwise it is. You have chosen to exploit the wording of the order and needlessly place your staff and potential tenants at greater risk of covid exposure. That's just not the right thing to do.

I lived in my building for almost 4 years, and Francis Serrano (the point-of-contact who manages the building) had repeatedly remained unresponsive or unhelpful when the unit owner (my landlord) and I would flag some concerns about a potential mice infestation in the building. Instead of taking initiative into identifying the root cause, Francis sent my landlord an email that says that "rodents are a common issue in San Francisco" and basically is hands-off in trying to treat the individual units beyond adding rodent boxes in the trash room. She implied that it was my responsibility to keep the unit clean, as if she was implicating that I was the one living in squalor and started the infestation. I ended up reporting it to SFDPH, where they discovered that the unit next to me had an infestation due to leaving dog food out and not tidying up after her pet. They also found some violations in the building, like a large gap under the door sweep of the trash room as a potential entry point. In addition, the light wells around the building were covered with debris and trash. After speaking with pest control services, they explained that the mouse chewed an entryway from my neighbor's unit and into my own, escaping from behind my dishwasher and scurrying from under my oven. I eventually moved out of the building since writing this review. Before leaving, I discovered from other residents and tenants (including HOA members) that they were not informed that there was a mice infestation in the building. There were other residents who were left to fend for themselves, purchasing traps from Amazon and met with delayed action or similarly dismissive responses from Francis. I decided to share this experience after some time, because I wanted to warn others about this property management company and the lack of urgency and competence in how they handled this situation. They merely felt obligated to address the problem after getting a formal report from SFDPH, rather than listening to the concerns from their residents. If you can, stay away at all costs.

Communication has been the biggest issue. Getting a response to emails or calls routinely takes days, and often I've had to follow up two or three times before getting any reply at all. Important updates about my property -- repair schedules, tenant issues, inspection results -- are rarely communicated proactively. I typically find out about problems only after they've escalated, and I'm left chasing basic information that should be provided as a matter of course. On top of that, the fees charged for repairs have been consistently inflated. Invoices come through with little to no itemization, making it impossible to tell whether the labor and materials charged actually reflect the work done. When I've asked for breakdowns or quotes before work is authorized, I've either been ignored or given vague justifications after the fact. More than once, charges for simple repairs have come in well above what comparable local contractors would charge for the same job. Between the lack of communication and the repair markups, I've lost confidence that this company is managing my property in my best interest. If you're evaluating a property manager, I'd urge you to ask upfront about how repair costs are itemized and approved, and to get a clear commitment on response times before signing anything. The final straw was when they quoted me $7k for a repair that was only 3k as I was familiar with the work/industry. Huge up charge and fake billing items. After giving them their 60 days termination notice, they snuck their repair crew in to do "sewer cleaning." In 2024, the property collected 24k in rent but had 4.3k in fees and charges. When I arrived on January 19th there was no working heat and it was in the 40s at night. I was provided with a very small space heater by the "property manager" (that term feels like a big stretch) and I was absolutely freezing all night. The only reason I didn't go to a hotel was because I had just driven for 5 days straight and was literally too exhausted. Additionally, the apartment was ABSOLUTELY FILTHY (I have photos to back this up). The apartment was vacant for months so it is unclear how they did not have time to check the heat or do a basic cleaning. When I complained, Pedram gave me a credit of like $70 for both those issues which is wild as a cleaning service and a hotel stay would easily total $500. Pathetic. I knew I was in for some bullsh*t based on this. From this point on, every time something broke or needed to be fixed, and there were a lot of things that were broken UPON MOVE IN (again, this place was empty and could have been repaired beforehand), Pedram ignored my service requests in the app and my emails. I fixed things with my own time and energy and had to hound him to be reimbursed for the supplies. The whole point of renting is so that I don't have to fix things. I literally had to have a friend fix my leaking kitchen sink because the person who "fixed" it initially didn't actually fix it and Pedram would not respond to my emails at all. I begged him for help. In addition to my actual unit being terrible, the general condition of the property was abhorrent. Overgrown weeds and bushes, filthy walkways that haven't been power washed in years, garbage all over the alley where the bins are, etc. It looked totally ghetto and therefore, people treated it as such. Also, we were told with literally ZERO advanced warning that we would lose access to the washer/dryer for at least a month due to the construction project taking place in the back parking lot (earthquake retrofitting). So then I had to start taking my clothes to a laundromat which is hard to do as a professional working 50+ hr weeks. Additionally, Pedram told us we had to park our cars on the street for this project despite the workers only being there during business hours. There was no reason we had to park on the street at night, other than his negligence with regard to understanding the actual scope of the construction project. My car and several others suffered vandalism/damage due to being on the street. It was completely unnecessary, but he would have known that if he ever stepped foot onto that property or put even the smallest amount of effort into managing it. I finally had to threaten him with legal action to be allowed to break the lease, as I could not continue living in that hell hole. He will not return my security deposit and states he kept it as the lease break fee, which is of course illegal under California state law. So not only did I lose my 2k deposit, I have to pay 1k to fix my car and I paid another 1k for moving expenses. Still very seriously considering taking him to small claims court. I had a completely horrific experience at this place and I have no idea who would write a positive review. I spoke to numerous other residents who all had similar experiences and were completely frustrated and fed up. Pedram, you take advantage of people and you know it. Absolutely disgusting behavior. You ought to be ashamed of yourself. You can say I'm disgruntled about the deposit or whatever you need to, to make yourself feel better, but we both know the truth.

Once we did so, we paid the deposit and went to bed, feeling like the next day we would pick up keys to our next home. Instead, we found out that the property owner doesn't allow pets, and that our entire application process was wasted. Not only are we not moving into what we thought would be our home for the next decade, but also we're having to find another option and wasted a week of time and energy. I can't claim I understand property management. That said, either the owner provided incorrect information to Ukiyo (in which case Ukiyo needs to do a better job screening owners since they "don't work with just anyone" according to their site) or Ukiyo didn't ensure that they had the correct information in their listing. Whichever is the case, the entire process has left us with a terrible impression of Ukiyo's business. It's already exhausting enough to navigate bay area housing without this kind of mess.
