The new Board of Directors has really turned things around for the better. They've made so many positive changes, like adding new plants in the lobby, comfy pillows in the courtyard, and even cool firepit guards. They're also tastefully updating the old, rundown corridors to make them look more modern. The board meetings are now friendly and quick, with decisions being made without arguments or tedious doscussions.The atmosphere here is so much better now. The only downsides are the high staff turnover and some not-so-great neighboring buildings. I'll keep updating my review as things continue to change.

Extreme "allergies" probably from mold forming, have to wipe the windows daily because the seals and window border is disintegrating from the water. But we have a great landlord so hopefully things affecting the building structure itself and neighbors being more considerate happens. One can hope. It will be a good day when businesses and neighbors have respect for one another and are considerate.

The new gym and library are great and the rooftop pool has incredible views. The upside of the concrete based"brutalist" style of architecture is a reliably quiet building. (Anyone who's ever lived in a condo will tell you the greatest risk is noisy neighbors... No such issue here.) Covered parking, security, staffed front desk, 60 foot balconies, 2 blocks to Potomack and Oronoco Park, dog park, tennis courts, St Elmo's Coffee... Downsides: there is likely going to be noise and traffic disruption from extensive planned development as Old Town North implements changes to make OTN the Alexandria arts and cultural area. Would benefit from more diversity.

It has generally been a good place to live…read more Lately there have been some significant problems though that the management company has refused to deal with. Right now I am dealing with an upstairs neighbor who is making a ton of noise by slamming heavy things onto the floor all day and night, and Siena Park is not taking that seriously. They told me that if it was happening during the day, then that was not a problem since it was not happening during their "quiet hours" - I guess that in theory, slamming a sledgehammer onto the floor all day long would be fine, as long as you stopped doing that after 10:00 pm. I told them that I might need to move out of the apartment due to the noise, since I work from home, and they replied that even if I continued to pay my rent every month for the rest of the lease, they would charge me some kind of early vacating fee that was the equivalent of one month's rent for moving out early. What if I was traveling and ended up being away from the apartment for a while - would that also be some kind of early vacating situation that I would need to pay a fee of thousands of dollars for? If I am paying rent every month, and complying with the terms of the lease, why does it matter how often I am physically in the building or whether I sleep here every night? In any case, I have seen this happen before after many years of apartment living, where some crazy tenant will keep harassing or threatening their neighbors and the management company or landlord will not address it until it finally leads to some kind of incident. This whole neighborhood in general has really gown downhill with significant increases in violence, drugs, homelessness, crime, etc. - if you are going to pay thousands of dollars a month for a small apartment, check out Rosslyn, Clarendon, Shirlington, Ballston, really any area of Arlington County other than Columbia Pike. Certainly the local apartment buildings around here and the trashy tenants living in them are a reflection of that decline.

As a former homeowner, I cannot recommend River Towers. During my ownership, I dealt with recurring…read morewater intrusion and mold issues. The HOA repaired the ceiling but required me to pay out of pocket for the wall repairs, only for mold to return later. When I was preparing to sell, getting repairs completed was extremely difficult. I had to follow up multiple times because updates were rarely provided unless I asked. Customer service from management, particularly Deja Smith, was disappointing. Communication was poor, responses were often short, and I did not feel supported throughout the process. Despite escalating my concerns, I saw little improvement. Security was also a concern. Vehicle break-ins were common, yet there were no cameras or meaningful security measures to help deter or investigate incidents. For $773 per month in HOA dues, I expected much better communication, maintenance, security, and amenities than what was provided. My recommendation: If you're considering buying a condo here, carefully weigh the high HOA fees against the level of service, maintenance, and security you can expect. Based on my experience, I would choose elsewhere.

I am writing to address concerns in regards to safety in River Towers and managements lack of…read moreresponse and acknowledgment. I have lived in the River Towers community since 1999, with that being said I have contacted the management office more times over the last year than I have in the last 22 years combined. Each time I have contacted River Towers has been in regards to safety concerns. These matters have included but are not limited to ongoing elevator malfunctions, fire safety, no cameras, car thefts, packages/mail theft and more recently negligent onsite construction protocols. In every communication with our property manager Katherine Lipovsky she has highlighted the lack of organization and chaos she has inherited as if this is a good defense and points out if I am not an owner I do not have a voice and my concern will hold no merit. River Towers is a community that should invest in safety as we have witnessed the repercussions and consequences for looking the other way for example our very own collapse! Over the last month I witnessed negligent practices displayed continually from the pool contractors.  These observations included the pool gate always being left wide open and routinely I have witnessed equipment left in the middle of the sidewalk completely unattended.  A child, pet or any person not just River Towers tenants could easily fall into the unfilled cement pool or trip on neglected equipment.  There are specific protocols in place for Onsite Construction Safety and General Pool Safety that include fall protections and controlled access guidelines, for example worker manning a door when the site cannot be closed.  To quote OSHA directly under Leading Hazards at a Construction Site the first line reads as follows "Falls consistently account for the greatest number of fatalities in the construction industry".   I first called River Towers directly to report my concern and felt unsatisfied with the property manager's lack of response, accountability, knowledge, understanding or urgency.  There was no leadership displayed and I truly felt she did not know what action to take therefore I followed up with an email writing directly to the Board of Directors.  I received a response that indicated the general manager would communicate with the contractors on these issues.  After a few weeks of no changes displayed from the contractor I called the office again to report the issue on July 15th however no one answered the phone so I sent an email and decided to walk over with my 2 year old.  While making my way to the office I ran into a tenant from 6641 who was also unable to get through via phone and so we walked together.  Upon arrival there was a sign on the door that said they no longer take "walk ins" and only to call, but they don't answer the phone! The other tenant knocked on the door repeatedly until the Property Manager opened the door.  Katherine was degrading to both of us as she spoke over and down to us on our separate concerns.  In regards to mine she repeated that the pool was a working site therefore the gate must remain open.  This argument is ridiculous as work is never done right next to the gate and when I have stood by it for long periods of time there no foot traffic from contractors.  Specifically on July 15th they were just sitting eating at the table area why can't the gate be closed when they are eating?  In all safety guidelines it mentions that some effort must be made to secure the work area, there was no effort not even a sign up.  When I brought up the concern that innocent people could be hurt or killed because of easily fixed negligence she repeated to me "I am sorry this is not the answer you want to hear".  The other tenant responded to Kathleen voicing that she did not like her response and that River Towers could be liable criminally not just civilly and it would be manslaughter reckless disregard for human life.  The property manager then SLAMMED THE DOOR IN OUR FACE. Whether the condo would be liable or not misses the point, does our property manager just not care? It is not my intention to jeopardize our property managements standing with River Towers however I am at a loss of what I can do as a renter to feel heard on safety concerns.

The condo management association somehow neglected the elevator maintenance to the extent that two of the three elevators were out or service for an entire month, this year (2024). During this time there was only one elevator in service, and it was breaking down and trapping people in between floors. The elderly people living on upper level floors had to call the fire department to assist them, getting in and out of their apartments. Currently they have the elevators working, and I am seizing this opportunity to move out! The front desk staff and grounds maintenance staff are all very nice and helpful.

I had intentions of purchasing my unit here at HCC, that will absolutely not happen now…read more Unfortunately, HCC has been besieged by a bunch of children that have zero understanding of the responsibilities of being a board member. We literally now have one gentleman who has been on the board for several years and is the only one that has HCC's vested interest for the future. The divisive nature that these toddler board members have created are self serving (money) and not for the betterment of the community. They have created such a negative atmosphere that employees are looking for employment elsewhere, and quite frankly, I don't blame them. Not only are they pushing employees out, we finally had a new GM who was trying to create a sense of community. Well hell that wasn't what they wanted...they pushed her out the door. She was here for THREE MONTHS! It is my guess that there are other communities with a more mature stable board that may be a better choice. Until HCC can get a more mature trained board, it may be best to look elsewhere.
