All of this was decided by standing on the side walk, looking about three stories up, basically not seeing the true problem. Essentially, they're more interested in replacing than repairing. Which means more money for the company. Did he climb up to said roof to see the problem? No. Did he ask to see the interior where water is actually leaking?
