We were originally getting estimates for enclosing our garage breezeway to create a laundry room. We got estimates from several other contractors who all wanted to sell us what they thought that should be (which were all beyond our budget). We contacted Victor at City Builders on Yelp based on excellent reviews before giving up and Moses came out for the estimate. Instead of trying to sell us something overly expensive for what we thought we wanted, he took the time to show us several indoor options to create an indoor laundry area at a fraction of the cost. We were so enthused at having room left in our budget that we expanded the project to convert our older electric cooktop to a new gas cooktop. We had a quote in hand the next day, and he was able to start work the following week. All the new water and gas lines, appliance installations, drywall work and touch up were done faster than expected. The finished work is amazing, and we were extremely impressed. We know picking the right contractor is difficult, and there's a lot on the line. We have no problem recommending City Builders and know that we'll be calling them for whatever future home improvement remodeling we may need. read more

I hired City Builders and Development for a full front yard remodel at my home in Van Nuys -- metal fencing, an automated gate, drainage, electrical/low-voltage, and pavers. What they delivered was unsafe, defective work and months of stress. After the job was completed, I had two independent licensed gate and fence professionals inspect the installation. Both found serious safety and code violations. The gate-operator entrapment safety device was bypassed and left sitting under the operator instead of being installed properly. The pedestrian gate near my pool was not self-closing or self-latching as required by California law -- leaving me exposed to serious liability and potential injury to anyone on my property. On top of the safety issues, the fence and gate assembly were fabricated about a foot too short, leaving large gaps under several panels that a person can crawl under. Instead of correcting the mistake, City Builders added "patch" pieces to hide it. Welds were missing or only tacked in multiple spots, posts were visibly extended with seams, and the gate operator was anchored with undersized hardware with exposed wiring pushed into the dirt. I sent City Builders detailed defect reports and photos -- including the findings from both independent inspectors. Rather than owning the problems and presenting a clear remediation plan, they dismissed my concerns as an "inflated scope," made partial repair attempts that made some things worse, and walked away leaving me to cover the cost of proper repairs. I have filed a formal complaint with the Contractors State License Board with full documentation. If you care about safety, code compliance, and accountability, I strongly urge you to look elsewhere. read more

I contacted City Builders to bid on a duplex renovation in Santa Monica involving both structural and cosmetic work. I met with Victor after seeing their positive reviews, but the experience quickly went downhill. During our walkthrough, he acted like everything I wanted was straightforward. Then, out of nowhere, he mentioned that when he doesn't want to work with a client, he intentionally submits an inflated bid so he won't get hired. That alone was a major red flag. When I asked if that applied to my project, he reassured me it didn't and said he was interested. He promised to send a bid within a couple of days. A full week went by with no communication. After multiple follow-ups, I finally received the proposal--and it was absurdly high, roughly 2.5x what the project should realistically cost, with no meaningful breakdown or justification. I followed up again asking for clarification and a detailed cost breakdown and never heard back. If you're not interested in a project, just say so. Don't waste someone's time with delays, poor communication, and what appears to be a deliberately inflated bid. Based on this experience, I would not recommend City Builders. read more

We hired City Builders and Development for a major home remodel after strong recommendations and a mid-to-high range bid. While some delays and changes were expected, the biggest issue was the quality of subcontractors and lack of oversight. Our GC, Victor Azal, was personable, but many of the subs delivered subpar work. Tile installation in our master shower was initially crooked and had to be redone, costing us $32,000 out of pocket. Even after correction, grout is already failing within six months, and tile work throughout the house shows noticeable flaws. We had three arched doorways redone multiple times due to poor workmanship, and they still don't look right. Flooring was installed over existing floors without proper prep, and the same squeaking issues remain--likely a cost-saving decision. The worst experience was with the cabinet subcontractor. Poor measurements, uneven gaps, incorrect installations, misaligned drawers, and inconsistent paint finishes were just the start. Many requested corrections were ignored, and the subcontractor eventually stopped showing up. We had to bring in California Closets to redo part of the work correctly. Additional issues included sloppy painting with overspray, loose fixtures, plumbing mistakes, a leaking dishwasher that damaged new floors, and clogged patio drains from construction debris. Overall, the project lacked quality control and accountability. If better subcontractors had been used and managed properly, this could have been a very different experience read more

I am very happy with the work done by City Builders. They built a beautiful custom butcher block counter top for my kitchen island and installed new tile around my fireplace. Although my project was on the smaller side (not a full kitchen remodel), Victor always made me feel like I was his most important customer. Ever since we created our plans for addition (about 9 months ago - 950 sqft addition) we have looked for the best contractor for the job. After several meetings with other contractors Victor came and took his time reading the plans and explaining us the process (even though we had these plans we never saw what the engineer actually put in - because we don't understand anything at construction) after a very pleasant meeting Victor sent us the quote which was very reasonable and committed to a three month completion time. We're we're should I start... we wanted to take advantage of the newer law of adding a rental (ADU) to our property.
