Drive thru and take-out only. You can either go through the drive thru (they have two sides) or order outside from a window. They have a really good deal, most people I know get it. It's $6.47 (including tax) for one main entree and 2 sides with the addition of a shake. They have 40 shake options; 36 premium. Some of the premium shakes include snickers, reese's and oreo. Along with other exotic flavors, there's something for everyone. If you decide not to get a shake it's cheaper. I ordered two hot dogs, my two sides were hush puppies and onion rings. There are many other options. My "tray" was well done and warm. Timing was alright. They have a good amount of customers going through both sides of the drive thru and they manage to get your food quick. Faster than expected that is. The milkshakes took longer to get this visit and I gave them 4 stars because the employee came off as rude. They also DO NOT take discover. I'm not sure if they take other credit cards. I hard many good things about other CookOut Restaurants, and people were really excited about a new one opening near Downtown Norfolk. I wish I could say the wait was worth it. It's not bad, or anything. It is average food, small portion sizes, but on the other hand it is cheap. The "Cookout Tray" is $4.99 gives you a small burger, two small sides (which range from fries to wraps) and a drink. For an extra buck, you can upgrade your drink to a 'fancy' shake Truthfully the shake is the best part of the experience, it is delicious and they have a huge variety. Service was prompt and polite (they did get part of my order wrong..but it was a busy opening week, so I wont knock them for that) All in all, not a bad experience, not a great one either just average. Cook Out had a lot of hype from my friends; good food for cheap. So, I gave it a go. I wish I hadn't. The "cheap" part I can mostly agree with, but the "good food" part, not so much. I'd rather eat at McDonald's. I ordered a hot dog with American cheese-- got nacho cheese. That's the same, sure! I ordered a burger, and all of the ingredients felt low quality and gross. Came here the first time to try the shakes. Pretty good!! Came a second time and tried a burger and fries. The burger was typical greasy fast food and the fries would have been too except they were cold. Came here a third time with 4 people. We all got something to eat and milkshakes too. The order total was about $28 and they had the audacity to charge for a cup of water that one of us wanted in addition to the food, drinks, and shakes. $28 and you charge your customer for a cup of ice water.?!?!? I had never been to a "Cook Out" until this particular one opened up on 19th street and Monticello in Norfolk. I've eaten here three times now, and here are my thoughts on the franchise in general based on my experience at this location. As far as fast food goes, this place is pretty damn awesome. I've had their burgers, hot dogs, and breaded chicken wraps, and while I wouldn't call them the best I've had in those categories, they are still very good. The burgers here are certainly a notch above what you would get at places like Burger King, McDonalds, or Wendy's. Although, as fast food burgers go, Five Guys is still the best in my opinion. The dogs and chicken are of similar quality to the burgers, very good, but nothing groundbreaking or spectacular. The main entree sandwiches can be made how you like as far as condiments and toppings go. However, Cookout has all sorts of what they call "styles" for each one that are similar to the types things that most fast food places offer as limited time specials. For example, the "Mexi style" hot dog has Chili, Cheese, Texas Pete, Lettuce, and Tomato on it. I'm a big fan of this type of stuff. Getting one of these styles does cost extra though. Let's talk about sides. The fries here are decent. They taste more like the type of fries you would get at more mom and pop type restaurants (or a local chain like Pollards) than fast food in my opinion. Whether this is good or bad depends on your preference. Personally, I like a less manufactured tasting fry myself. You can also get onion rings, slaw, a quesadilla (chicken or beef), hush puppies, and probably a few more things I'm forgetting. The hush puppies were smaller than what you would get at say "Long John Silvers" but were still pretty good. The quesadilla (I got the chicken) tasted better than it looked. It was a simple affair (just chicken and cheese) but there was some kind of sauce or seasoning in it that was quite good. The onion rings were nothing special, but again, better than what you would find at an average fast food place. I haven't tried the other sides yet. This place also has a wide variety of what they call "Fancy Milkshakes" and other dessert items. I haven't had any of them yet (I rarely order such things), although I do plan on at least getting a shake sometime in the near future. Also this place has Cheerwine soda, which I like. In fact, I think Cookout and Cheerwine must have some sort of partnership going on, because their having Cheerwine is pretty well promoted on their signage. Either way, I must say that Cheerwine goes quite well with what they serve here. The service at this location has been quite good. One thing to note is that this is not a dine-in restaurant, it's a strictly drive-thru or walk up affair (like Rally's down the street). They have two drive-thru windows, and so far I can say that they get people in and out of the drive-thru pretty rapidly. The best thing about Cookout to me is the price. Their standard combo deal, "The Cookout tray," is $4.69 and a damn good deal. You get to pick an entree, 2 sides, and a large drink. You can double up one side instead of picking two if you want. I know I've been having to tighten my food budget a bit lately, and I certainly appreciate that I can get a quality comfort food style meal for under $5 (before sales tax anyhow). The overall quality of the food really makes it a steal. Bottom line, Cookout has good food at reasonable prices, with good service. If you want some quick, cheap, American style comfort food you can do a lot worse than Cookout. read more

They can not fill an order correctly at this location. I could not understand the employee taking the order because she would cut off the mic before she finished speaking. I ordered two regular burgers with lettuce, tomato, onion, and mayonnaise. I received two burgers with lettuce, onion, and mustard. This happens so frequently at this location (see other reviews) I think it must be intentional. Another trick these bozos pull is dumping french fry orders upside down in the bag. And all of this "great" service is served up with an undeserved bad attitude. It may be time to perform some employee evaluations and get rid of the dead wood. I will not return to this location! Having heard a lot about this "drive thru / window order restaurant" I've been wanting to Yelp it for some time. Enter college football Saturday and the limited time between games and I had my chance. My wife and I zipped over to Cook-Out between games looking to get something quick but when we arrived the drive through was so backed up we had to get out of the car and order at the window to make it out in a short period of time. Food: Wanting a break from burgers we tried two different types of their Hot Dogs. She choose the Mustard Relish Dog and I went with the Mexican Dog, which had chili and cheese topped off with chopped lettuce and diced tomatoes. Not sounding satisfying enough I asked for some onions and jalapeños to be thrown on top...but since they don't carry jalapeños the peppers were a no go. Both of our dogs were good but nothing special. An excellent dog starts with a good grouping of quality scrap meat shoved into a casing like Hebrew's, Nathan's or Kirkland's but Cook-Out's dogs were just an average gathering of leftover meats in a grocery store sized dog. The bun was tasty, fresh (i.e. soft) and a size that didn't over power the dog inside but the processed cheese poured over the top was a real disappointment, as was the meatless chili...or at least it tasted meatless. I can say that I was pleased to see the vegetables and fruit, a tomato is a fruit...remember, was freshly chopped and tasted that way. For an accompaniment to our dogs we shared an order of onion rings. They were crisp but in need of a some salt. I would definitely rate these rings above most fast food restaurants but if you want onion rings that'll leave you craving for more head down the street to the 80/20 bar. To drink we ordered a tea mixed with half sweet tea and half non-sweet tea, which turned out to have the right amount of flavor and sugar for us. Service: The window was prompt and polite but they seemed a little estranged when I hinted at having the lettuce left off my dog. I decided to keep off because the girl behind the window gave me a look like I was speaking in tongues. When we did get our dogs we asked for some mustard and were given a styrofoam cup with hardly any mustard inside and a plastic knife to get it out and spread over my dog, The same dog piled with chili, etc...how do you spread mustard on that and what ever happened to packets that can be squeezed on top? Cleanliness: Since everything is outside I can't see too much needing to be done to keep it clean other than emptying trashcans or picking up loose trash in the parking lot. Overall: This style of a "get it and go" restaurant worked for us but its not the best set-up for those wanting to eat it while its hot and not be confined to their car. Outside seating can go a long way here so I hope they consider putting a bench or two out in front. I also hope they consider having some condiments outside as well because if you forget something like salt or mustard like I did it would make it much more convenient. It's fine. Really, there's not much more to say about this place. If you want a drive-thru, fast food experience that's inexpensive, this is the place to go. There's a decent variety and the prices are low. Cookout's version of the combo meal is called a "cookout tray" and includes an entree, two sides, and a drink. The burgers here are definitely more flavorful than most fast food places, and the sides offer several choices you don't find as "sides" in most places--quesadillas, chicken nuggets, corn dogs. For an extra dollar, you can upgrade your drink to a shake, which I highly recommend. The shakes are actually pretty good--peanut butter banana is my favorite. Don't be expecting anything remotely healthy on this menu, though. Almost everything served is brown (as in deep fried), and the closest you'll get to green is coleslaw. But if you're looking for that type of meal, cookout is reliable and inexpensive. read more
