Other levels have 2-3, maybe 4 stores. There is an Asian-inspired food place on the lobby level (I didn't try it). Te'amo, a well-known tea spot is located on level 2. The Hershey store is located on the lobby level as well (separate entrance). Te'amo - Waited about 5 minutes before an employee appear from the back to prepare my order that I placed through the kiosk. The tea was decent. The employees in Akira and the Lego Store was excellent. I was greeted immediately and offered assistance. Even some small talk about what brought me in and offering their name and future assistance if required. For me, there is no excitement to return. Hard pass next time I am in Chicago. The highlight was the Lego store which is what drew me to the Water Tower originally. I am Lego geek. This place reminds me of old Route 66 in the Cars movie #dead.

There's about three floors that are similar to a mall with multiple shopping areas and a food court. There is one sit down restaurant that has a huge bar and views over the river. If you're staying at the Holiday Inn downtown or the Voco downtown, there's a convenient walkway over the street so you don't even need to go outside. The food court has a huge variety of quick service restaurants: salads, barbecue, sushi, Chinese, sandwiches, and fried chicken. Multiple restaurants allow you to order food ahead and pick it up so you don't have to wait in long lines. Most of the building is office space so if you're here around 8 or 9 AM, lunchtime, or 4 to 6 PM, it's crazy busy. There are a couple entrances that have those rotating doors. My first morning here I was entering from the street level through one of those and a lady behind me came and pushed the door really fast. It was all I could do to step out the door without having to go around again. She then rushed by me and almost ran up the escalator. She must have been late for work compared to me, a wandering tourist. If you're in the area, check this place out.

The problem is that once you actually GET to Richland Center, especially to try out the food court, you realize it's dingy and unwelcoming. There's 0 charm, half the stalls are either closed OR the folks working in them are either rude or paying no attention (seriously, I want to be a paying customer!), and it's just generally disappointing. It didn't really matter which stall I visited or what selection(s) I was trying to make (while wanting to be mindful of cultural norms, expectations, etc). Also, I don't know who decided to pitch the food court as some hidden gem... first of all, it's literally inside the main doors from the sidewalk and then down a (filthy) set of stairs, but secondly, there doesn't seem to be any attention paid to... well... anything. I get that the mall itself is pretty abandoned... like, I anticipated that (and, unfortunately, it seems to be par for the course in many places these days). I understand the nature of dining at food stalls too... I've frequented many in my travels and I honestly love them and have had some of my best meals, and best interactions, from them... ... but this? This wasn't it. This was not a positive experience. Maybe it's different if you live in the neighborhood, I don't know. But I've never had this kind of experience before. I wouldn't recommend going to Richland Center either, whether it be trying to dine in the food court or anything else.
