Firstly, my experience. When I went I was the only one here, so ymmv. I found the staff and owner very warm and attentive. The menu is not huge, but I find a smaller menu usually results in higher quality food. Latin Quarters does not buck that trend. The chips and guacamole I was brought at the very beginning were salted just right, and though I had more chips than guacamole it was fine as the chips were good to eat on their own too. The empanada was a real treat, just the right size for an appetizer, and it was fried to perfection, with tasty beef and melty cheese rounding out the perfection. As this place is a lounge too, I could imagine doing some drinking and then munching on a few of these. The tacos I had were larger than I expected them to be, and full of flavor. Of special note were the shrimp tacos, that shrimp is grilled and it adds an extra layer of taste that really helps them stand out. Also welcome was the fact that each ingredient in the tacos was distinguishable on its own, and all combined to elevate the overall experience. So that I don't get too long on this review, let me assure you the El Chimi burger and the mojito were also quality eats. Overall, I can't stress enough that this lounge/restaurant should be experienced by you, person who's reading this. It is located where Pie Hops used to be, so the parking situation isn't great in that part of Norwich, but this place is worth the possible frustration with that one aspect. Things also good to know about Latin Quarters: There are private rooms available for booking for business luncheons/dinners; there is a private third floor available for booking that has a pool table, among the usual amenities; there is live music here on the weekends; they are planning on opening for breakfast in the future as well. I am not Dominican, nor have I ever been to the DR, but I was assured the menu is authentic to the owner's experiences in the DR.
