We thought the other was for water but after we had sat for a minute a staff member came by asking if we ordered a shake--my appreciation is that we were supposed to give the cup to the staff at that time? That does not make sense to me and sounds potentially unsanitary but since it was filled with water the staff member said she would get her shake and bring it to her shortly, which she did.
