Important!  Read below! I spoke to him on the phone quite a while ago when I was looking for a new property manager.  At the time, I decided to hire someone else, but kept him on my list in the event I ever needed to make a change.  My notes from back then indicate that he sounded like a pretty good guy at the time, if perhaps a little cocky. Now, years later, I do need to make a change.  So it's time to start looking again. I've learned (the hard way) that one of the first things I should do is check on the manager's Dept. of Real Estate License status, to make sure everything is in good order. So I did that with Mr. Frank Kuo.  License # 01461035 This one was a doozy. Here's what I found. From the DRE website, you can access DRE Document No. H-9311 SF, "In the matter of Frank Young-Li Kuo, Respondent", which says: "On September 26, 2002, in the Superior Court of California, County of Santa Clara, Respondent was CONVICTED of violation of Penal Code section 484-487, subdivision a (GRAND THEFT OF PERSONAL PROPERTY), a crime involving moral turpitude. The crime of which  respondent was CONVICTED is substantially related to the qualifications, functions and duties of a real estate licensee." Yes. That's what it says, word for word.  I just cut and pasted it in. GRAND THEFT. Unbelievable, but true. So, no, thanks!  There are too many other alternatives out there to take a chance on this one! read more

Frank is our current property manager. We rent a lovely home in Willow Glen that he manages. We have renewed our lease twice, mostly because of his style of property management. If anything ever comes up he takes care of it as quickly as possible. He respects both the owner and the renters at the same time, which is not something that a lot of property managers do. He does not pressure owners to increase rent drastically, and keeps things very fair. If we ever decide to leave this rental, we will 100% talk to Frank before we look anywhere else. One of the most unprofessional encounters I had. My wife and I scheduled a viewing by e-mail for a rental under Frank's management. When we arrived he was busy typing on his phone, no handshake, no introduction, just (while still looking into his phone): check the place and let me know if you have questions. The visit lasted less than 15 mins, during which he continued playing with his phone. At the end, he had no business card to offer "today" when asked for one. I don't know whether he's always like that or we just caught him on a bad day, but he's very unprofessional and grumpy. Update: This is the private reply I received regarding my review: "I just saw this review after getting a notification and it is rather unfortunate you've decided to leave a negative review for me when my actions were neither unprofessional or grumpy. I was on my phone because other prospective tenants who were scheduled to see the property were having a difficult time finding it so I was emailing and texting them directions to the place. I work in Hong Kong and own a property in the Bay Area. I found Rainmakers through yelp and I had worked with Frank and Rainmakers. After a number of months, they continued to charge me money for managing my property although he had already decided not to work with me. He advertises on Craigslist (that is all they do to advertise the property for rent) and had removed all ads while still charging me money during that time. If you work abroad and have little visibility on how they manage your property. In the end, they made me feel like they did more work than they actually did. My husband and I were moving to the East Coast and wanted to rent out our home in San Jose. Since we would be quite far away to manage the property ourselves, we needed a property manager. Made a few calls to different ones in town and Frank was the only one who contacted us in a timely manner and was very professional and friendly. We met him at the house a few days later and he surveyed the property. He gave us an honest price quote on what we could rent it for according to the rental market and walked us through how he finds tenants and his method seems very thorough. He really cared that the tenant should be responsible and pay rent on time and don't seem like people who would destroy the house. It was more important for him to find a good tenant, instead of getting one as fast as possible so he can get paid quicker. It's Been about 6mos since renting it out and we have had a few minor repair issues with the rental property. Frank was extremely fast to respond and the issues were fixed within a few days. I found Frank on Yelp when I needed a property manager. I never have a property manager before, so no comparison. In general, I had a great experience with him so far. After I contact him, he quickly responded, and meet at the property in the weekend. He did a thorough eye inspection, gave me a lot of his observation and suggestion, which I think most of them are very reasonable and helpful. So my guts tell me to hire him. Since I was doing my ads through free website at that time, I still get calls to view the place. I happen to have a tenant need to move in very quick. I only showed the place, Frank helped me to handle the rest. The tenant moved in within 2 days. He worked late to do all the screening and document preparation. I feel much relieved. Because I brought the tenant in, he charged half of the initial fee, though he still needs do all the move-in and later move-out work. After the tenant moved-in, there are a few things need to be fixed. He handled all the work, also always asked my permission to do any work, and gave me detailed quote for the price. We just closed on a house (Short Sale FHA TH) after looking for almost 2 years! We had dealt with 3 other realtors before we got introduced to Frank via Alex. We had actually read the book Alex had written and it made a lot of sense, so we thought to ourselves, we should be working with the realtors who wrote this. We got in touch with Alex and when we told him we were first time home buyers, he got us in touch with Frank. We had been looking for a place for a while so we knew what we wanted and that is always a big help for everyone involved in the process including the realtor. Having said that though, being first time home buyers we were a little unsure of certain procedures and the other intricacies of the process but Frank was able to explain things in a way that made sense. A key point that distinguishes Frank from the other realtors (we dealt with) is his detailed knowledge of materials (flooring, etc) and issues affecting properties. I think his experience as a property manager plays a big role in helping evaluate prospective properties. He is a good negotiator too, especially since we were able to close on a short sale in two months at a lower price than what the bank had initially said it would expect. Frank is also very persistent, a good example would be when we went to see a property listed as an open home and due to a misunderstanding the listing agent was not present at the property. When the other realtors realized that they immediately left along with their clients but Frank stayed behind and said he would find a way to get us into the property because we wanted to look at the property and write an offer immediately rather than wait for another week. Frank found a way to get access to the property and show it to us, and we were able to write an offer on the property, (although we got outbid in a bidding frenzy- house was in a very desirable Santa Clara neighborhood). I vacated a house that Frank was managing on June 30, 2016 and he violated the law and my renter rights in several ways. He attempted to increase my rent over 10% with a 29 day notice which is illegal; it has to be a 60 day notice at that point. He was extremely unhappy when I called him out on it. He failed to mail my statement of deposit, receipts and refund within the allotted 21 day period. When I asked him he simply told me he emailed it to me and the owners were responsible to mail the actual check. I informed him the statement and receipts need to be MAILED unless otherwise agreed upon, which it was not. He is also trying to bestow unlawful charges through my deposit. I am taking him to small claims court to get my money back. Lucky for me and unfortunately for him I know the law and civil codes associated. I wouldn't hire him to manage ANYTHING, there is too high a risk he will act unjust and cost more money. read more
