They're appealing to the casino crowd who probably can't operate their smart phones but have somehow figured out the complicated video slots and don't mind the constant noise (you can't banter with the bartender if you can't hear them). If you want food at the Center Bar, you can order from Eats. You'll have to go get it yourself and eat out of plastic to-go containers, but again, you don't have to drive somewhere in the dark or rain. And bottles of water are free.
