This was one of the primary anchors back in the day, when County Fair Mall was located along the old Highway 113, and was a bustling shopping Mecca. While it is the last anchor remaining and the facility has changed greatly, this small JCPenney store employs friendly staff, stocks good merchandise, and isn't overly crowded. The mall itself is pretty much dead. I admit I miss the old days, shopping at Gottchalks, Mervyn's, and Penney's, along with all the great small stores... but alas those days are gone. Location is close, convenient and a great stop regularly. Pennies stands by their products. Have been shopping there for 60 plus years. We girls needed their sales for all occasions. The manager is rude, apparently a proof of unprofessionalism. My son picked up my online order and they only gave him 3 out of my 9 orders. So I went to customer and asked for the rest of my order. They told me that it has not arrived yet and I told them that I was not notified that my order got split. The staff called the manager and I asked a proof that my order was separated and will arrive sometime. They said they do not know, so I asked for a refund because it seems like the order is missing, and the manager said they cannot do a refund for an order that's not there. I see her eyes rolling and told me were not taking your money miss. I'm not even assuming that. I just want to make sure that if my order is lost then might as well get a refund. That statement is rude and eye rolling is very rude. All I am asking is a proof and take a picture of their screen which is my order. If it's another customer, they would have got yelled at, by the way, it just shows that that manager should not be working there. read more

I went to the Woodland JC Penney yesterday to replace a pair of women's shoes like the ones I had purchased there previously (about 8 months ago). I was shocked by the increase in prices. Shoes I purchased for $25 last Fall were now $65. Even the sale prices on items were higher than we could afford to pay. I looked at their children's clothing and randomly picked up a pair of toddler leggings and found them priced at $34. I had to do a double take. A very ordinary men's short sleeve shirt was $44. Why would I buy any clothes here that I could buy for 1/3 the price at Walmart? I didn't see any difference in quality that would support such a high price. I don't know if it is price gouging, if they have so few customers they have to inflate their prices or if it is a reaction to pending tariffs. Whatever the reason we will not return. There were staff in each department, but I only saw one other group of shoppers. This was on a weekday morning. The store seemed fully stocked and tidy. It is part of a dead mall that is slated for demolition. The only stores remaining in the complex are JCP and a Sam's Club. Another reason I won't return is that I did not feel safe parking my car in their lot. There were multiple people who appeared to be disoriented/drugged wandering in the shopping center lot. read more

Dirty, disorganized, and understaffed. This place is an utter shame compared to the JCP's elsewhere and of my youth. Whether it is the company's responsibility to maintain the infrastructure of the store or the mall owner's, I'm unsure, but the place is just gross. There are air vents and ducts sitting out in the middle of the floor in places because, presumably, the ventilation system needs updating or repair but no one is willing to actually do the internal work? Doors falling off hinges, floors are dingy and smudged, stains on the carpet, dimmed lighting... gross gross GROSS!!! I used to come here often to shop for economical work wear. Now I can barely bring myself to come inside. I know I will shop with rising irritation over the piles of desheveled clothing falling off tables and squeezing myself through way too many racks of clothing for the floorspace only to have to hunt for an open checkstand. It doesn't help that the entire mall has the feel of a flea market from a third-world nation and I'm constantly worried about someone trying to boost my car in the short time I'm there. JCP needs to pull out of this retail mall and either call it quits altogether, or move to the nicer Gateway Shopping Center and put some money into maintaining a clean store. For now, I'll drive to Sac or Vacaville for my retail shopping. read more

There or not many stores open. I am actually glad that this JCPenney is open. We come in here and buy stuff only that is on clearance. Otherwise I'll stuff is expensive. That is the case for most cards and stores that you go to such as JCPenney receivers that are struggling, department stores need you to shop there. read more

It would be zero stars, but, the employees are amazing. Very friendly and helpful. It's unfortunate that the employees have to work in such horrible conditions. The mall is responsible for the building, etc, and this is not being kept up. The mall has allowed long wait times to repair damage done by violent "customers". I've seen the glass door shattered by a person throwing a trash can.....more than once! Only to see the doors boarded up until the mall repairs. Inside, thieves come in and grab armfuls of clothing and run back out. I've seen the employees having to take verbal abuse and even seen one thief raise his fists and threaten one of the employees. Surely, JCP makes plenty of money that part of it can provide safety for the employees and the customers! Mall security isn't enough. JCP needs to have security guard in the store! I found the store to be clean and friendly. Selections are limited, as it is a small store. I used to go there all the time. Then I got disillusioned. They advertised $10 off coupons. I went in, and the coupon was for the following week. I went back the following week and tried to use the coupon. I found 4 things I wanted. The coupon was not good on one of them. I have never experienced that before at Penneys. An unpleasant experience. I have not gone back. read more

My mother is a platinum member and got a coupon for to come on a specific date. She came on the date, gave the coupon, and they said "sorry we're out of stock, but don't worry, you can come next week and they'll have it in stock." So she said "oh, but it's past the date of the coupon, will that be ok?" To which the worker said fine. So a week later my mom came and explained what happened, and the new person said "sorry, we have it ready for Black Friday but it's not valid unless you're on a specific list." My mom said "I never was asked to be in the list" and the then randomly the first worker appeared and told her "sorry for not doing that, but we don't control of it now." Terrible service. This is the smallest JCPenney that I have ever been to and there's pretty much nothing here. The selections are very limited, only a few racks for section (except there are more baby clothing than anything else). I don't think I can put together a casual outfit if I needed too from here. As for the place itself, it's very neat and clean. One thing I did notice is that the employees don't seem to want to be here. I overheard a conversation between some where they dreaded closing this place and did not want to be here for their shift. It is understandable for employees to complain a bit (everyone does) but right on the sales floor in front of customers? Store is very often messy and disorganized. Makes it hard to find items you want to buy. I prefer buying online and then you can do the in store pickup to save on shipping. The trouble though is the staff always look confused about the online orders and it takes ten minutes or more for them to explore the back rooms and find what you purchased. For online orders with store pickup I really want to be in and out in under two minutes at most. read more

Be very careful ordering furniture. I canceled within one hour of making my order. They told me my order was canceled and it would take 3 to 5 business days for me to see the refund, they placed a hold on the amount. Instead, they charged my card!!! When I called in, they then said it it was on me to call in and ask for my refund and did not want to send me a confirmation of my refund request! If I could give them negative stars I would. Triple zero stars for this store. First of all they do not update their website so if you go to pick something up that says they have it in the store-such as maternity clothing.. they do not have maternity section at all. Second, they have absolutely zero employees working in the store. I had to go upstairs and look all over downstairs for an employee to check out the things that we were going to purchase. We literally had to walk two floors the entire floor to find an employee. You're on break or unwilling to help the one employee that I did find said she worked in the jewelry section so to take my purchases by the back door where there was someone working that they had a cash register at. We went there and had to wait close to 40 minutes for one employee to do every turn for someone ahead of me who had a massive amount of items to return. There were three other employees standing back there but none of them could help because they were all leaving. My granddaughter is pregnant with twins she started to get sick from the temperature in the store that day it was very very warm and we were surrounded by plastic coverings from sheets and quilts in the area by the back door and it gave off a really bad fumes smell. After waiting for 40 minutes we had to leave because my granddaughter was so sick. One employee brought her a chair to sit down on but still could not take our items to another cash register because there are no cash registers at the store on the floors anymore! It's actually pretty large but with new registers to pay for anything. I was literally calling out for help when I was looking for employees.. HELLLOOOOOO... Is anyone working??? We had to leave our items there and walk away and waste a good hours of our time in that store without being able to purchase the items as we were going on a trip and now had no time to shop anywhere else. Go anywhere but this store. The store used to be good for last minute things but what good does it do if there's not any employees that can help you. read more

Only came to this store to look for some business clothes. They have good sales. I got 40% off on some women's trousers. I noticed the dressing room stalls are pretty outdated but so is the whole entire mall. The dressing rooms had clothes all over the place and then I noticed how hot it was when I was trying on my trousers. Anyways I went to the cash registers there were 2 girls working. As soon as one girls was finished helping a customer she acted like she didn't see me then proceeded to tell me as she was walking away that the other girl would help me. I waited 15 minutes in line, because the other girl was having problems with the people that she was helping. I forgot to mention I was the only one in line when the girl had walked away. I had only one item she could of helped me really fast and then go on her break. So the line got longer, because of the other girl was having problems...15 minutes later after I finally was helped. As I was walking out the girl that didn't help me was coming out from the back and saw that I was barely leaving. If I didn't really needed the pants that I got I would of just left. Bad customer service and whoever owns the Jc Penny's SHAME on you for letting your employees work with no AC. This store is small, friendly and very comfortable. I much prefer it to the larger JC Penney stores. The staff makes me feel right at home. They are willing to give personal service. It is a wonderful and unique experience compared with with the other large chain stores. They make me feel like my shopping at their store matters. Other stores leave me feeling like they are doing me a favor by allowing me to shop at their stores. This JC Penney leaves me feeling like I am welcome and they will go the distance to help me find whatever it is I am looking for. I hope they never close this branch. I have tried giving my business to this particular JCPenneys, but they are unwilling to fix their AC in that building. I refuse to shop at a store that is hot and no AC. It's been this way for months and they don't seem the least bit interested, or concerned in repairing or replacing the unit. I have taken my business elsewhere because I refuse to wait any longer for the AC to be fixed. read more

It is unfortunate that the Woodland JCP is so flawed. I would have given them 0 stars if it were an option. I have been overcharged 2 out of 4 visits to this store in the last 2 months. My recommendation is for those who choose to shop here to check your receipt before you leave the register and know what you total should be before you get to the counter. Twice I waited until I got home to check my receipt and discover that they had given me the wrong discount on a sale item, always in their favor, and had to go back to the store and wait in line again to have it corrected. My most recent transaction consumed considerable time and still didn't get fixed. You can't explain basic math skills to someone who just doesn't get it and I was overcharged $34.00 on some luggage. I called and spoke with the person who rang my transaction and she spouted prices of a brand I didn't get so I told her I would come down. Amazingly the sale sign had been removed for my brand of luggage but not for any of the others so that I wouldn't have proof. Hello, my proof was the fact that all luggage was on sale but now there was a missing sign. Kinda shady if you ask me. I explained what happened to another cashier as the one I had originally been served by and was told I was coming back to the store had gone on break. The new cashier said he would honor the discount but once again there was a long line and I didn't check my receipt until I got home. In order to give me 60% of he first gave me 50% and then an additonal 10% off which sounds like 60% off but it actually isn't. I ordered the luggage online and was charged the correct price and received free shipping. Unfortunately I needed the luggage for the vacation I was going on so I used the luggage I was overcharged for as compensation and returned it to the store when I returned home. read more
