Paea Latu abandoned the job after dragging it out for almost a year. He took $50,000 from me but never finished the work. The work he did do was shoddy, crude, and amateurish. Let me tell you, Latu and the guys are incredible. The whole project took 3 actual days, but they worked it into my schedule and availability over a 5-day period. His quote was half of the estimate I was getting from others. They took care of every part of the project that I didn't want to do myself, including taking the scrap from the old shed/platform, and best of all, they used the dirt from excavation to level the rest of my yard (totally needed it, and they did an amazing job of that as well). Latu and his crew did a great job on our backyard concrete pad here in Irvine. From the moment I first contacted Latu a month ago, he stayed in touch with me to check on the status of the job, even up to the day before they were going to start. They showed up on time every day for the three days it took to finish the job (demo, grading and pour). I felt that the time it took was reasonable and not too long. Our backyard is also not accessible from the front of the house, so this job was a bit more labor intensive because the crew had to haul a lot of dirt and construction debris around a greenbelt and to the street. Yet they made it all look very easy. There is one follow-up item I found that Latu is taking care of later. In short, Latu and his crew were reliable, courteous, hard working, and did great work. First of all, I live in the high-desert town of Yucca Valley. It's very difficult to get any contractors to work here because it's too far to drive. When I called contractors to give me estimates, only two showed up. One was Paea Latu of L & M Concrete. The work I wanted to do was to demo out an existing concrete patio slab and replace it with a new, larger concrete slab, remove an old, wooden enclosure and haul it away, and paint a coating on the driveway. Paea Latu's quote was about $9,000 higher than the other contractor's quote, but Paea had a lot of positive reviews on Yelp and the other contractor didn't have any. I went with Paea Latu even though his price was higher. He said that he could finish the project in about two weeks. Paea removed the concrete patio slab, poured a new one, and painted the driveway. A few days after he painted the driveway, we had a winter storm that left snow on the ground for about a day. When the snow melted, the paint on the driveway had peeled off unevenly so that it looked awful (see photo). I found out later that Paea used the wrong paint. Within about three days after pouring the concrete, cracks started appearing throughout the patio slab. During the time he was working here, he kept pressing me to do additional work. I let him build a concrete-block privacy wall to two sides of the patio slab and a concrete slab on one side of the house. That was a big mistake. The stucco Paea put on the privacy wall was rough and uneven. The concrete slab on the side of the house was sloping toward the house instead of away from it, and he didn't put in any drainage. If there is a flash flood here in the desert, the water would rush toward the house, and there was no drainage to prevent the water from seeping into the house. I told Paea that he needed to put in drainage, so he cut a channel into the concrete slab to put in a pipe, but the patch job to cover the pipe was awful (see photo). Worse than Paea's workmanship are his business practices. Throughout the project, he was demanding payments without doing commensurate work. If I refused his requests and told him he needed to do more work, he would get angry and bully me by refusing to budge until he got what he wanted. Since I knew it would be hard to find another contractor if Paea walked off the job, I conceded to his demands for payment. Eventually, I paid him almost the full contract amount of almost $50,000. At that point, Paea stopped coming regularly to finish the work. He claimed that his son was in the hospital, then an employee was in an auto accident, then he was in the hospital, then it was the weather conditions, then he was in the hospital again--endless excuses for not coming to finish the project. He had spent all the money I paid him and took other jobs to make more money. He would come by for a day or so to do a little work for me, but then had another excuse for not returning. He claimed that he was broke, so I accommodated him by letting him do other jobs to earn more money if he would then come back to finish my project. After one month working on another job, he was supposed to come back to finish my job, but he never showed up. When I contacted him, he claimed that his truck was stolen and couldn't come back until it was found. After dragging out my project for almost a year, doing only about half the work, and pocketing almost $50,000 of my money, Paea finally abandoned the job. I'm a 73-year-old widow with limited income. I believe that Paea Latu perceived that I was alone and vulnerable and could therefore take advantage of me. I don't have any more money to finish the patio project, and I'm stuck with a very poor-quality job and a property that is covered with trash. Take a good look at the photos. If you think that what you see is fine workmanship, then by all means hire this guy. If you think, as I do, that the work is shoddy, crude, and amateurish, then I suggest you move on to another contractor. Paea Latu is UNLICENSED. The number on his business card is not a valid California contractor's license number. His workers throw their cans and bottles on the ground instead of putting them in the bin. Paea didn't want to spend money on dump fees, so he threw the concrete debris on my very old and majestic juniper tree (see photo). The alkaline in the concrete rots the roots of trees and kills them. I had to hire someone to remove the trash and debris Paea left on my property, and we discovered that the alkaline had already rotted out one branch of the juniper tree, which had to be removed. Paea was doing everything as cheaply as possible in order to save money because he spent the money I paid him on other things. I'm reporting my experience with Paea Latu so others will not make the very expensive mistake I made. I definitely do not recommend Paea Latu, especially if you are an elderly person or a woman or both. read more
