You order at the makeshift counter (this is an outdoor stall of sorts situated with Chilean and Salvadorian neighbors) then they deliver the food to your table along with salsas and flatware. If you're unfamiliar, cachapa is described as a sweet Venezuelan pancake filled with Guayanes cheese and shredded beef aka Venezuelan comfort food. At $15, it seems steep, but you can split it and y'all it's well worth it.
