I reserved a car through Costco on July 18, 2025 for Sept 18-21, 2025, with an 8:00 AM pickup/drop-off, at a confirmed price of $207.11. When I arrived at the airport at 5:00 AM, the counter agent (Abdul) refused to release the car until 8:00 AM unless I paid an extra fee -- even when I offered to take a smaller/cheaper car. In the past, I've picked up early or late with no issues as long as I returned on time. I called Budget Customer Care, and the agent assured me there would be no additional fee. Instead, my reservation was changed without my consent to $385.29. The agent admitted the error but couldn't fix it, gave me a case number, and said "accounting" would resolve it. No one followed up. I called again and spoke with Merlinda, who was rude, dismissive, refused to escalate me to a manager, and left me with only another reference number. A third call after returning the car ended the same way: "nothing can be done." To be clear: Budget altered my reservation without my approval. I was nearly overcharged $180. I wasted hours on calls with zero accountability or resolution. This was a complete customer service failure at every level -- counter staff, call center, and management. If you value transparency, fair treatment, and basic accountability, do not rent from Budget.

I was able to upgrade from a minivan to an Expedition for no additional costs. Keys were already in the vehicle, but leaving was a bit confusing. They actually check you fully out when you attempt to leave. Checking back in was a chore. The parking area was so crammed with vehicle I had to squeeze into a small are and could barely get out of the vehicle. You just leave the vehicle and they do the rest. Be sure to take pictures, note your mileage and what your gas level is just in case. I had no problems as I did not see any additional charges after they fully checked in back in.

The car I had reserved wasn't available, and the representative assisting me was rude, dismissive, and seemed unwilling to listen to my concerns. The bigger issue came when I discovered they recorded my pickup time as 3:30 PM but listed my return time as 2:30 PM two days later. When I questioned this, I was told rentals are booked in 24-hour increments. However, when I contacted a manager, I was told that if I returned the car after 2:30 PM, I would be charged for an additional rental day. So apparently rentals are booked in 24-hour increments unless they're not. I paid for a 48-hour rental. The fact that circumstances completely outside my control delayed my arrival by an hour didn't matter to anyone I spoke with. Every response was a copy-and-paste explanation of company policy. No flexibility, no empathy, no effort to help a customer who had already experienced a rough travel day. Policies are important, but so is customer service. A little understanding would have gone a long way. Instead, I felt like I was arguing with a rulebook rather than speaking with people empowered to help. After this experience, I'll be taking my business elsewhere. I won't rent from Avis again.

Even with clear proof and evidence, it turned into a full-blown fight to clear my name. We have a typed signed contract from them showing there is no charge and they keep charging us. It has now gotten to the point that we had to place a fraudulent claim and are considering a lawsuit. The car size I rented was not available and the only car available was a large pick up truck. I finally get my car at 6:50 ! Such a hassle but glad I got a compact that I rented.

I guess having Gold Status and Platinum pre covid doesn't seem to matter with manager like this. I won't be back.
