Isabel is the worst manager of all. This should be a negative star ( -*), not even a 1 star (*) review. We recently charged a 10% increase in rent. Why? OMG. Today at 8:30am, a bubbling sound can be heard from the bathtub drainage. Today is Sunday, I was getting in to take a shower. But when I heard the weird sound I stopped entering the bathtub. And yes another 30 minutes past, there coming up from the barhtub hole, the bad smelling goop and settled there. I was here alone since 3 days ago and did not even use the shower. This is the 4th incidents in 2023. this year and today is July 9, Sunday. Of course I called Isabel, manager. Of course she recorded a wrong number to call for emergency. The number is either Illinois or Pennsylvania. The last time we had peoblem, my husband called a plumber and paid for it buy we are asking to reimburse our payment because it is too much inconvenience for us that we couldn't use the bathtub. Until not no news about our request. Most probably that she never submit it. Big bills are coming. Our inconveniences are not free. read more

This apartment complex is well kept, solidly built, and very quiet. It's in a rather sleepy part of Torrance within long walking distance Of Walteria Elementary, which was the main reason we chose this apartment. Prices were competitive for the area. The management is on top of everything and has been responsive of every concern we had. The manager, Angela, had been especially accommodating and understanding of my mildly senile mother. I would recommend Newton Towers if you are looking for an apartment in the area. read more

The 1st thing you notice is that although the structure is older it is well maintained and has a modern look. I'm extremely pleased with the property and loving community that I'm apart of. The other thing I noticed is the cleanliness and care of the grounds which, is AMAZING I get on the elevator every morning to a fresh scent as the environmental service tech cleans them every morning. It is refreshing to know that someone is taking the time and care to keep our community safe in general but especially during this pandemic. I'd like to thank Angela the property manager who is also amazing and involved 100% in all aspects of Newton Towers and ensuring my stay, our stay is as pleasant as possible. read more

We lived here for 3 years and it is such a beautiful place but management is HORRIBLE. Angela is constantly correcting people on what they can or can't do, she doesn't respond timely for any requests to fix things in the apartment. She definitely bribes these people in the comments with extra amenities or parking spaces because any neighbors we've spoken to don't like her and have a hard time getting help from. She pretends to be so nice but is just a grumpy old lady trying to micromanage and control everything. Kids aren't allowed to laugh or make noise while they are in the pool (IN THE MIDDLE OF THE DAY) because she would tell them to keep it down. It was such a nightmare to live there with her. There's also been petitions signed to try and remove her by other tenants but have unfortunately been unsuccessful. Definitely think twice about moving here read more

I lived here for a 6 months. The place is OK for the money. Its small and cheap and really run down. Torrance has great views and close to the beach, so I was OK. The followings are the points to note 1. Place is very old and run down. 2. Parking spot barely fits an SUV. 3. Laundry is old as 60s. 4. Angela is mean, bad and never helpful at all. She just hates everyone. 5. Angela doest care and very grumpy old lady. 6. Money is not refunded correctly at the end of the lease, which really hurt me a lot. Money doesnt grow on trees. I wanted to say thank you to Angela Scales, manager here at Newton Towers. We moved in about 8 months ago and we're so thankful. Our neighbors are so nice, it's beautiful here and the building complex is well maintained. Recently we needed some maintenance work. Considering what's been going on with the whole covid, I was worried that it might take a little longer for our request to get met. Made a request and soon after it was completed. I was so happy. Angela was so nice. She had told me not to worry. It was going to get done. She is a great manager. When this covid started, my kids were bummed that the pool had closed. But after some time it reopened. We were all happy.. It's great to see how Angela had made it possible to continue to have the amenities still open, while abiding with the CDC guidelines, during this covid time. I am at Newton Towers for 10 years , my second time around! BEAUTIFUL, clean, well maintained, secure, safe , the apartments are super nice and spacious and most important the staff led by Mrs.Angela Scales is awesome! They really take the extra mile to accomodate everyone's needs, Newton Towers have improved so much since Mrs Angela took over ! There is no service request that I have put in, that in less than 24 hours is taken care! Besides, Newton Towers is located at a prime area and the neighborhood is extremely quiet! When I first moved here i absolutely loved it. Brenden was incredibly accommodating. Ever since management changed and they have these new rules in place it's been not so great. Pros Beautiful layout Pool, tennis court, fruit trees, sauna, Jacuzzi upgraded units not pricey relatively quiet parking garages (although spaces are tiny af) maintenance is relatively quick fixing an issue month to month leasing Cons new rules (can't dry clothes outside, fewer days of office being open, office manager won't sign for or keep non USPS packages at the office, fee for losing key and getting lock replaced) not very accommodating Overall, it's not a terrible place..but compared to how it used to be..it's just been inconvenient. read more

I needed couple things fixed in the apt and then I filled out the work order form and I couldn't believe it both things were fixed the next day when I walked into my apt back home from work. I was amazed at how fast and sufficient everything got done working really well. Kudos to Angela on getting it done so quickly and the maintenance workers as well. read more

Pay close attention to a few things on the reviews on here. Most of the 5 star reviews that claim "Angela is amazing" were written around Feb 2018. Angela just started asking tenants to come on here and give her a 5 star rating. The TRUTH is Angela runs this place like a prison. She is miserable to deal with. She puts up a good front when you first meet her but once you're in, that's over. I'm not going to go into detail as others on here have already done so and they are spot on accurate. I was also asked to leave a review of 5 stars. Beware of this apartment building. It's a real Bait and Switch. The building is nice and the pool is great. However, Angela runs it with threats of evictions and examples of other tenants who got in trouble for doing this and that. She had cut the pool and jacuzzi hours way down. The recreation room has to be scheduled and the gym hardly has enough equipment to really be called a gym. She lets the fire department run drills here and the Gardners come through every Monday with the blowers blowing the dirt off the sidewalks and onto our patios which we can't have anything on. But if your TV is a little too loud you'll get a threatening notice (with horrible grammar and spelling) warning you of the positive consequences. Do yourself a favor and live somewhere else. This place is horrible. The people who live here are cool though. read more

The apartment manager is Angela, an amazingly warm and professional person. Our first walk around the property made me feel like I was already home. The grounds were very well kept, clean and comfortable. As soon as I saw the available unit, I knew this was the place for me. We have lived at Newton Towers Apartments for 3 years, and love living in this complex. Manager Angela Scales is the best apartment manager we have ever had! The grounds are well kept, and the area is always clean! There have been some terrific upgrades like a screen door, and new washers and dryers! The screen door is great! Being able to leave the front door open to get cross through air ventilation is the best. With 2 ways to lock the screen door i feel comfortable to not have to worry about someone just walking in. The new washers, and dryers work great! The washers are actually deeper, and able to manage bigger loads of laundry. Whenever we need some maintenance done in our apartment, Ms. Scales takes very good care of us! Newton Towers is our very favorite place we have ever lived! Have been living here for seven years, it's been pretty nice; the apartments don't charge for water, the air quality is good being so near to the beach, it's extremely safe and peaceful in the neighborhood, and it's right near a lot of food and shopping areas, so I don't have to suffer through 40 minutes of traffic just to get something to eat or for necessities. I'd like to use the swimming pool more often but I'm too busy with work, however on the times I have used it it's been pretty clean, same for the gym room and now they've got a new recreation room which people are often in doing schoolwork or playing on the air hockey tables, and the tennis courts are pretty nice during the summer. Would recommend coming here especially if you're looking for somewhere that's more affordable than most in terms of rent considering the amenities you get, and the staff is pretty great in wanting to accommodate your needs as far as repairs, fixing things, etc. read more

Great place if you like nosey apartment manger telling you "don't do this and don't do that" at EVERY CORNER. Its almost as though she roams the place to purposely locate things that arent to her approval. Cameras are placed everywhere so the manager can conveniently call you out if you're doing something that is "against the rules" which seem like she makes them up as she goes. Pool area should be marked "no kids allowed" becuz any whisper your kid makes around 3pm on a typical 100 degree day is too loud for her. Don't get locked out of your apartment either becuz there's a $60 fee to unlock your apt and you'll get a complimentary lecture from her that makes you feel like a five year old. If you violate her constant storm of rules you'll get a nice story about how "one tenant did that and this bad thing happened to them" talk which sounds like a bunch of crud just to convince you to obey her trivial rules. This is a prison complex of many rules that aren't laid out at the onset. Your rent will go up a year later like mine did. Majority of tenants are international (i.e. Asian, Indian) and seem very obedient toward the wardens/apt managers demands. After 7:30pm you're lucky if the crickets are chirping, i think theyve been warned too. Theres ZERO black people and very few hispanics. Pretty weird since Los Angeles is such an ethnically diverse place. I'll leave that for you to explore. Balcony rules!?!? Wt!?!? Nothing allowed on balcony only patio furniture and plants. And don't you dare try to save a buck and air dry clothes on balcony either. Instead pay the roughly $5 per load to wash and dry your clothes at the onsite facility. Look, she's a nice lady but she takes her micro managing style too far and makes the living situation very uncomfortable. I made it a point to avoid her at all costs every time I left my apartment and cringed at the sight of her becuz more than likely there was a condescending lecture on the way. The place isn't that bad and could easily have been some 1970s nudist resort that never took flight. Or a 1970s ocean liner that ran aground and never was placed back into the ocean. In sum, the actual place isn't that bad but the management makes it horrible. Instead, move yourself into the local jail house and I'm sure you'll find a less intrusive living situation. Now that i think about it, this place would be perfect for hospice care for the elderly. Update: 2-6-18: btw the manager angela asks tennents to leave positive reviews about her on here. Just moved in with my husband at the beginning of February. We are very happy with our new home! Super clean, new floors and carpet. Gated building which is always a plus, and we're both able to park our cars in the complex, but plenty of street parking for guests. It's a very big complex, but you would never know it. We've never felt crowded, and only recently found out that 5 other people with work with in a one block radius in downtown Manhattan Beach with us also live in the complex! We see them all the time at work, but have yet to run into each other at home. It's peaceful and quite, and I'm sure we are going to be happy here for a long time. read more

Please read: All information can be verified by tenants and Angela Mackey Scales herself! Newton Towers went from five stars to one star as soon as Angela Scales started as manager of Newton Towers. The complex itself is beautiful, and the amenities are great. However, Angela has put so many rules and restrictions that makes it nearly impossible to enjoy them. She has imposed unreasonable rules and regulations that include but are not limited two: two guests per family allowed at pool, game room, etc. no exceptions and strictly enforced. No pool toys or floaters of any kind, no games allowed such as Marco parlor, etc. No children allowed In Jacuzzi, no food or drinks allowed in rec room or pool area. No one under 18 allowed in the pool area without an adult. She will come and ask for documentation that you are indeed 18! She does not heat the jacuzzi until 3:00 pm, so if you want to enjoy a morning or early afternoon soak you are out of luck! She also changed game room and pool hours to end at 9:00. She will come out at 9:02 and ask you to leave! No picking the avocados off the trees, which result in them rotting. No feeding birds or squirrels. No pets allowed on premise ever, even to visit. There is an elderly bedridden tenant who enjoyed her daughters daily visit with her small dog, who is now banned from visiting the apartment. She has also put up security cameras and has an app on her phone to monitor all activity on the grounds, day and night. She will question, harass and threaten anyone she feels may not be following her new rules and regulations. The former maintenance man Tony worked her for twenty years, and could not bear to work for her, so he left. She has not been able to keep a good maintenance person since. Rent increases of at least 100.00 went into affect within months of her becoming manager. 100.00 increases every years since. Many people were forced out because of the drastic increases. Additional rules she initiated included no lights or inside furniture on patio, no storing anything in the garage except your car. She does periodic inspections! There were several free parking spaces for guests on the property which Angela took away and started charging tenants 40.00 per month of the wanted an extra spot. She also stopped accepting packages in the office, and has all packages left outside in front of tenants door. She charges tenants for clogged sinks and showers, and toilets regardless of the cause. Tenants are not allowed to gather in rec room or pool area without prior permission from Angela. Smoking, included vaping, is prohibited any where on the property. Notices were hung to advice tenants to smoke down the street near auto dealerships. She has also been seen going through tenants mail (there are pictures to verify). Please confirm with Angela before moving in, as every statement here is true and verifiable (as unbelievable as they sound). It does not take a tenant very long after moving in to realize the extent to which Angela abuses her powers. I just moved in about 2 months ago. Moved from NY to CA and I'm glad my first home in California is Newton Towers! The layout of our apartment is amazing and incredibly spacious! We are on the top floor so the LA and mountain view that we have is so nice! The amenities is what really makes this place pop; a pool, hot tub, gym, sauna, laundry on site, tennis court, covered parking/garage, game room and even an avocado tree! Our property manager Brendan is also amazing! He worked with us from day one of viewing the apartment and made applying and getting approved simple! The atmosphere of the entire complex is VERY quiet and serene which is quite different from our previous living situation in NY but it's a nice change. I was going to write a review and realized that someone has already accurately described all the problems with this apartment complex. When i moved here 6 years ago it was a great complex to live in. After Angela took over it went to hell. Angela does not meet the qualifications of a professional. Her memos, threats to evict and constant rule changes taped to the door contain numerous typos and poor use of the english language. When you try and speak with her you never know which Angela you are going to get. Some days she is polite and kind while other she is hot headed and threatening. The review of 5 stars by L.M. seems to be fake. THE PERFECT REVIEW COPY AND PASTED: Everything that is about to be listed can easily be verified by the property manager herself, or any current tenant at Newton Towers. The property is beautiful and the ammenities are amazing. It was a wonderful place to live for many years. It was a family like community where everyone respected eachother and enjoyed living here. Newton Towers was "the place" to live. Approximatel 1.5 years ago, Angela Scales became the new property manager at Newton Towers. When she moved in she instantly began to make new rules, regulations and restrictions. The following is a partial list of the changes since she has been here. Please note that most of these changes were made instantly without 30 day notices, and in some instances no notice at all. She also has an app. on her phone with a camera, and monitors activity 24 hours per day, making many residents uneasy and feel like she is bordering on harrassment. Please feel free to question her or any tenant regarding the following: Pool/Spa changes: Before Angela came the pool hours were 9 am to 10 pm, which quiete hours after 10 pm. New pool hours from 10 am to 9 pm, with no quite hours. A notice was given that tenants will be evicted if at pool after 9 pm. Jacuzzi is no longer heated during regular pool hours. New jacuzzi hours are 3 pm til 8 pm. Also no one under the age of 18 is permitted at the pool without adult supervision. She also has forbidden any food of any type in the pool area. She has forbidden any pool toys or floating devices what so ever. She is enforcing the two guests per household rule, and will come out if more than two guests are with a family. She will question people she doesn't recognize, she will stop people from entering the pool area with food or snacks. She has imposed a rule where you cannot swim with a shirt on, no excpetions. She will complain if children are splashing, jumping or laughing. Package changes: Angela refuses to collect packages for tenants in the management office, which was common policy in place for many years. Packages are now left outside of tenant's doors unattendended. This new rule was set in place three weeks before Christmas without any notice. Parking changes: There were several additional spaces open for tenats and their guests to use free of charge. Angela took the spaces away and is now renting them for forty dollars per month. Most of the spaces have not been rented and remain empty. She strictly enforces this no parking policy, even if tenants are parking temporarily to check their mail. She has also changed the garage rules, not allowing anything in the garage except your vehicle. She has random inspections to ensure that nothing is being stored in the garages besides cars. Balcony changes: The has enforced a rule of no indoor furniture allowed on the balconies, and also had a personal inspection to make sure tenants were "in compliance". She forbids towel racks, bicycles, surfboards, artificial plants, or any lighting on the balconies. Rec room changes: The once free renting of the rec room for parties now costs 100.00. Although there is a bar and a dining room table, food and drinks are now prohibited. A notice has recently been given that no gatherings of tenants will be allowed at the rec room area. Fruit tree changes: Tenants are no longer allowed to pick fruits from the avacado and lemon trees. Hundreds of these fruits are now rotting and being eaten by rodents. Feeding birds and squirrels: Feeding any birds or squirrels are now forbidden as Angela claims it brings in unwanted rodents. Rent increases: Since arriving 1.5 years ago, the average rent has been increased two hundred dollars or more. Maintence charges: Common issues like plumping which were once taken care of for free, are now being charged to the tenants. read more

I was actually looking for a place to live when I came across Newton towers I was standing on sidewalk on my phone smoking my cigarette when this lady by the name of Angela started talking to me so very rudely and telling me about laws and how it was a smoke free property. I didn't know and had no idea and then she wouldn't stop saying she would evict me but really I was just looking at the time and once I told her I was looking she changed her tone fast. But I already had heard about her through a tenant on how she is very rude to the tenant and constantly threatening people she doesn't like by evicting them. I actually got to see her professionalism as she confronted another person standing across the street talking to someone minding they're own business when she walked up to them and said they can't smoke..and mind u they were nowhere on the property. I believe she was having a very bad day and I can only imagine how she is with tenants and also they are so cheap when it comes to fixing issues right instead they Mickey mouse everything trust me I know I had a friend the lived in building D202 and A102 but they moved out because of her threatening manner. Yes the building looks nice from the outside but inside it's a total dump talk to Julio the maintenance guy..super Mickey mouse worker and everything is done so shitty, the plumbing sucks and there are so many rats and roaches inside I would not recommend it to anyone..they say they are on top of it but they are so full of it..my friend lived there for 5 years..I seen the shitty work they did and how she would constantly threatened tenants she didn't like..she needs to be fired read more

Right away Newton Towers felt like home. Our apartment is so spacious that we don't even know what to do with all the room! The complex has a bunch of amenities including a game room, pool, fitness center, sauna, and our favorite.. a giant heart shaped hot tub. The leasing manager Brendan has been the greatest since day one. He's always available to help and a very genuine person. Everyday we have the option to lay next by the beautiful palm tree surrounded pool or head over to the beach just down the road. I would recommend Newton Towers to anyone! read more
