For context, my family and I are the kind of neighbors who give freely of our time--helping others move, giving rides, and responding in emergencies. We strive to be respectful, friendly, and conscientious in every interaction. We love this community--well, we used to. Recently, the HOA has treated us not as valued members of the community, but as offenders. Costly, punitive action was taken against us based on an embellished complaint, and our attempts to share our side have been dismissed. The "neighbors" behind the complaint never reached out to address the adults in our home, but they did harass my teenage daughter. And, rather than facilitating a collaborative solution, the HOA has targeted us and stonewalled our effort to communicate. Homeowners pay dues expecting consistency, respect, and excellent service. Instead, we have experienced the opposite: a community where members are valued inconsistently and fairness is optional.

Walking distance to shoppings and restaurants. Condo: WSV has 403 units. All 1-3 bedroom condo plans are all on one level and it's very spacious. The ground floor offers a large outdoor patio area for BBQ. We have 1 assigned cover parking space and 1 parking first come first served. Landscaping is always manicure and clean. Security is on site mostly at night. The complex is very quiet and club house is available if you wish to throw a party. Our family lived here since 2008 and we feel very safe with 2 children walking from and to school at ease. This save us as we both work full time. Parking is never a problem for us as we're allowed two parking spaces. When I arrive home at 5:30 p.m. there are plenty of parking spaces. The laundry room is clean and tidy and we don't have to worry if someone else is going to take your clothes. My neighbors have been living at WSV for the last 8 years and they loved it here too. As I also agree with them is that most people who complaints are people that don't like rules and regulations. They come and go all odd hours and bring in friends over to party. Yes, the complex is very large and some parking lots do have uneven pavement as like all roads that we drive on do have pot holes too. If you're looking for a peaceful place to live, reasonable rent, and convenient, this is your place. If you're looking for a place to party and bring in friends to shack up overnight, go elsewhere because the neighbors will call security ASAP.

The picture they showed me was taken from a horrendous angle on their 2010s iPad. TLDR, I had to pay $500 to get my car back and the people there said they get Bradford cars every week or so. The security has a vendetta against anything that breathes or they have a mutual deal with the towing company. HOA NEVER RESPONDS. I have called them at their office multiple times regarding numerous issues and no one ever picks up. I tried finding their office but there is literally no sign pointing to where it even is. I just walked around the neighborhood HOPING to run into security just to find out where I can go to get my car back. Additionally, they repainted all the houses last year so that they would all match. They painted over the screen door, mailbox, and windows. They broke my mailbox and said that I needed to replace it because it violated their rules, so my landlord had to replace both the screen door and the mailbox to match all the other houses. So if you want to live in a black mirror episode, this is the place for you! I am so sorry to anyone who owns a home here, luckily I only rent so I can leave as soon as my lease is up.

They have several departments which one would think would lead to more efficient service. But, the departments never communicate with each other. We raised our insurance deductible and alerted them to this change, 2.5 years later when we finally left, they managed to change it in the Reserve Study, but never in the budget. They cost us over $30k in excess insurance costs b/c they never bothered to see what we had been paying for our Master Policy and didn't bother to look for an alternative until it was too late, claiming that they didn't have access to our policy and budget. We ended our contract with them April 30, after a 60 day notice per their policy. Our new mgt. company just received the funds two weeks ago, 1.5 months after our contract ended. And today we find out that they never had an end of year audit done for 2025 nor were our taxes paid. Not to mention that they embezzled a check for $500 that was a rebate to our HOA and even though it was cashed, no one could ever account for it. They will nickel and dime you to death with their Exhibit A fees, usually an additional $300-500/month on top of their monthly fee. Our Board had to constantly be on top of them and remind them about everything. Projects that should have been completed in 2-3 months, took 2 years. They are very good at taking your money, anything else, good Luck! I could go on and on, but they have stolen enough of my time.

    I am one of the original owners and my opinion of Terra Bella has fluctuated over the years,…read moredepending on how crazy the crazy lady behaves (we have a few), how extreme the Board rules on issues (and I too was on the Board), how rude some people are, or how little space there is because people are hoarding unnecessary junk in their garages. But the bottom line is that as of my writing this review, all things are great in Terra Bella. We have an excellent Board of volunteers who are dedicated to keeping our association dues minimized and there has not been a massive increase since one of the more radical members left the Board, while maintaining the properties in the best shape possible. We have the most mature landscaping and our own pool within the master association of Northpark, which means that we have full access to all of Northpark amenities and our own if we want to stay close to the house. We have our own access to a locked bike path and secured mailboxes. Though more and more owners are renting out their spaces, there's a good mix of renters (and some great people too) and owners. Just one word of advice to our owners planning on renting out their units -- tell renters where the sprinkler shut off valve is at to save your property and the fines you will be assessed for damages (it's at the corner where tandem and double garages meet...under the red bell).

    Unlike some of the people who live here, my "experience" at Terra Bella has not been that positive…read more I am not sure where to begin, but I guess I can start with the fact that owners pay both the Terra Bella HOA fees AND the North Park HOA fees, yet when you call security for any type of help, they tell me, and I quote, "Our supervisors told us not to do anything regarding Terra Bella Residents." This includes calling regarding the lock on the gate being completely removed and kids coming into the community from the trail and smoking drugs near our deck or cars that have been parked in the same spots for over a month with flat tires. "Call the Terra Bella Property Company," they say. It also includes the constant, non-stop barking of dogs in the community. The barking in one building in particular will go on for HOURS. The stench that fills the hallway of the common area permeates the residences and produces a fowl stench which is barely being masked by some electric air fresheners. At this point, they are so clogged with dog fur that never gets cleaned up, that they aren't doing much to mask the odor anymore. The hallway carpet hasn't been cleaned in over a year. The walls haven't been painted for at least 5 years. Add an owner who doesn't care about well-being of those living around her and you get a stinky, loud, mess. In addition, there are dog feces everywhere around the property... and it's the same LARGE dog. The HOA knows about the problem, yet nothing is being done about it for YEARS. This goes right down to their being feces in front of garage doors. PICK UP YOUR DOG CRAP! So gross and toxic! And visually, it's just awful. It's like saying, "I don't care!" And then laughing at everyone who lives around you. This past Saturday, it came down to a car alarm that was going off every 15 minutes for over 5 hours. I call security and Richard tells me there's nothing he can do about it until a patrol car arrives, which wasn't for 2 hours. He tells me I should go up to all the residences doors and tell them to turn off their car alarm. Totally makes sense...randomly knocking on doors. I and other neighbors just stood there helpless. If the owner was home, don't you think they would have come outside and turned off their alarm? You can't call the owner if I give you the plate number? Thanks for ruining my Saturday! And thanks for your help, Richard. Good thing there wasn't a real issue that required security. And FYI, you're like a toll booth worker. That's it. Not security. You aren't protecting anything or helping anyone. Look, all I can say is I feel for the people who are buying these units and falling into a trap. I had considered buying when I first moved in, until I saw how poorly the common areas are maintained and how owners are allowed to do whatever they want, regardless of how it impacts their neighbors or goes against HOA rules. It's really sad because the place has great potential, but for units that run anywhere from $350-485K, there is no way I would ever recommend buying one of these. We pay a lot of money to live in this community, and it is sad that they aren't doing anything to help the residents and allow them to co-exist.
