This company has to be the worst! One star because I can't give zero stars! The only thing they are good at is collect our money. Don't return calls, or if they get back to you, it's after a week later saying it's our responsibility and they won't do anything about it. The stucco company they hired is a joke, they made big holes in my patio when "inspecting" and it's been sitting like that for over 6 months. I had rain damage in my house because they weren't taking care of the stucco in the patio. Now I have to pay to get my patio door casing fixed. There's horrible pest issue in the neighborhood, they're expecting me to take care of it now cause the company they called is incompetent. They lost the checks I gave them previously, where I specifically drove to their office to drop off. They acted like I never did it, then days later they found the checks. This company has been around for several years, they manage to hang on to contracts, based on other reviews, other people seem to have the same complaints. I did something drastic to get their attention, such us posted the pictures of my chemical burns on their FB page and on Yelp, when I needed answers they wouldn't answer the phone, they denied being a supervisor of a certain individual, there are 3 women in the office and not one would help, they feel that because they have hanged on to the contract for years they act as if they are the property owners, I'm going to continue to remind Cardinal Property Management, you work for us, NOT the other way around, you are NOT a permanent fixture, we can and will seek a replacement. If you do business with them, I would suggest reputable companies, I was asked to take this down by Cardinal Property Management. Stop trying to cover things up and next time if you don't want to deal with someone like me, then DO your job. read more

recently cardinal advised my mothers condo association to not up there insurance so that she would be able to obtain a FHA loan they say they are for the property owners, but they do not take in consideration the needs of the homeowners. If you check my reviews I have a policy of only reviewing when I can give five stars. But with this company I am going to make an exception. The absolute worst in customer service, follow up and keeping their word. Finally, the board at our condo has given them their walking papers-- I believe maybe under a year. One of the homeowners has filed a lawsuit against them. I could regale you with horror stories of sewage seeping into the units, asbestos complaints, several months long plumbing disasters that were never dealt with, holes and leaks in the bathroom and no kitchen access (since April) that were given lip service and empty promises and never followed through. Zero sense of urgency. The worst part is the lack of caring and compassion with anyone you speak to. If you're lucky to get a return call, or get through to a manager, they will take down the information, yes, -- and make promises. Think twice before hiring Cardinal Property. I had to pare down this review by 2/3rds because of Yelp's text limit. Under Cardinal Property Management our association dues have risen more than 150 percent in the last 20 years I've been here. And they keep rising. That should be your first clue. I own property in another HOA, and fees haven't risen a cent in eight years, despite the property being located in a more arid region and requiring lots more water for landscape. Both my properties are valued the same, but the other HOA dues are about half of Saratoga's. The other property has a large recreation center with an Olympic-size pool and an assembly hall that sits on acres of land. One reason possible for such lower rates is the other HOA fired the last management company. Yes. I complained there too over vegetation issues. I've ask board members years ago why they don't they put the Cardinal Property Management contract out to bid, like most local governments do, but you can probably see why the board doesn't. T Look at the reviews of board members on here. It appears Cardinal Property spend a lot of PR time working with board members. Over the years, I've seen many mistakes. Once, I complained about what color selection we were getting for the outside of our buildings. When I came home, my condo was painted blue. Cardinal Property never asked my permission, or warned me this was going to happen. Cardinal Property will cut out vegetation in your patio without firm notification and then charge you for it. It took a gob if complaining to get them to rescind that fee. Just this week, I had a conversation with another homeowner as to the ridiculous nature of vegetation standards in the community. I told the homeowner she just didn't know how to complain. Just a couple months ago, residents were given conflicting information as to whether their car would be towed when vegetation was to be trimmed. Security at the site couldn't reach their office or Cardinal Property to clarify the mistake. People had to go to work not knowing their spare car would be towed by the time they got home. The security here is also bad. There is a dedicated thief who will go through your car's glove compartment various times of the year if you leave your car unlocked. Security is lax. I've lost more than a thousand dollars in stolen property from the parking lot. For all the money we spend, there are no security cameras in the parking lot. The accounting department is the worst. For some reason they can't tell me, Cardinal Property charged me a late fee when I'm signed up for automatic payments. What? They said it was their mistake. They still haven't reimbursed me the late fee. Then, they charged me twice in the same month. Add that to the fact their website is one of the most unintuitive, amateur, unnecessarily-complicated sites I've ever experienced. And that includes my time working as a tech director at my school site. Before my years as a teacher, I spent a number of years as a reporter and a columnist covering city government and issues for The Orange County Register and other publications, and it could be my expectations for good governance is too high for the HOA sector. However, think twice before your community hires them. They are expensive. They are incompetent. __________________________________________________________ Jan. 29, 2020 Update: Since writing this review, the board and this management company have decided to retaliate. A couple days after this review, I saw one of the board members looking at my property. Then a week after this review, the company sent me a notice of violation letter. What's really strange about this violation notice dated Jan. 17, 2020, is it comes with a picture of my patio from August of last year. I voluntarily trimmed the plants in the patio at that time. It says my palm tree fronds need to be removed. They were removed five months ago. Plus, now, the my van conversion, which can't be parked inside my unit's garage, is now getting ticketed by security. What's different now? This review. Yes, it's my opinion, but this company deals in retaliation. If you're looking to buy in the Saratoga Complex, just know you won't be treated fairly by the board. They are nice people, and nice neighbors, but they will be the first to throw your property under the bus if it affects them negatively. Evidently, this review did exactly that. BTW... Susan Naples how could you allow Dominique Zarate and Alison (refused to share her full name, but so called head of customer service) anywhere near customers? I was call rude for ask why our water was shut off many hours outside its scheduled time. Alison said it wasn't a "big deal", yes you hear that correctly, not a big deal that there is no running water in the building. We pay this HOA handsomely for them to speak like that?! Dominique Zarate called me rude for asking for help and when I ask for Susan's contact info she hung up. These people are supported to help residents in a time of most need. Beyond the fact that these people shouldn't be employed anywhere, I just trying to piece together how two people (Alison and Dominique) could be so uncaring about children and family not having running water. THEY TOOK NO ACTION. THEY SCREAMED AND TOLD ME THEY COULDN'T CARELESS. My heart is broken that people like this are in this position. It's an important job that deserves professionals. Our HOA has been using Cardinal Management for the past few years and they are awesome!! They were essentially our third management company in just two years, but I'm glad both parties have stuck it out. I appreciate the professionalism and extensive knowledge of our head property manager, Lisa. I am also impressed with how Cardinal has navigated unchartered waters with COVID-19 in protecting their employees. We have been able to continue meeting with the Board, releasing our newsletter, and accomplishing work on our grounds despite all business being done remotely. read more

This Cardinal Property Management is still managing the Bishop HOA where I am currently living of which is located in Westminster,CA. Cardinal has managed our association for a number of years with expertise and professionalism. The people are a charm to work with. In the recent couple years, we have had to deal with some personnel changes and the installation and use of a new set of systems at Cardinal. The road has been bumpy at times, and in fact we are still working through some issues with their new software. But Cardinal has been responsive, cooperative, and done their best to make changes needed to keep our association functioning well and board members informed. I've been able to learn more about the ins and outs of HOA management with their patient help at every turn. I seriously hate dealing with this company. They were the property management company for the condo I owned for over six years. I can safely say that if I ever wanted to buy somewhere again that had an HOA and I found out they were the property managers, I would not even put an offer on the property. Although my interaction with them was minimal over the years, every time I had to contact them about anything it was a complete hassle. Examples include: Requesting a replacement pool/gym key - Not only did I have to pay $25 for it, they treated me like I had committed a felony by losing it. I was absolutely grilled with questions about how/why I lost it, I could not send anybody else to pick it up, and they wouldn't mail it to me. Their hours suck, so I had to take time off work to pick up the key, even though I gave them verbal permission to have my father pick it up, and even offered to have him show his ID when he got there. Reporting a water leak - Due to their incompetence, a water leak I reported early in the morning was not reported to their plumbing company until almost seven hours later, even though I called and asked them to follow up. I actually had to call the plumbing company on my own to see what was going on. This resulted in me having to pay an after hours fee. After I complained to multiple people there, they made the plumbing company refund me - they couldn't even take responsibility for their own screw up and eat the $100 fee. Termites - Upon selling my condo, it was discovered through an inspection that there was a small area of the exterior that had termites. The termite company sent them a copy of the report. They did not contact me. After four phone calls that went nowhere - oh, i'm sorry, they went to a mailbox because nobody there knows how to answer the phone - I sent an email. I was told that I needed to "order a termite responsibility letter" in order to move forward. That letter cost me $30. Plus a $5 "convenience fee." After ordering it, I was provided with a one page PDF document that told me I needed to fax them the report with a cover sheet. Are you effing kidding me?? Once I faxed them the report, they told me it would take up to five business days to send me another letter. On the fifth day I contacted them, because I hadn't heard anything. They responded by sending me a letter made out to somebody else, saying they wouldn't fix the damage on the EXTERIOR of the building. I then had to go through my CC&R's and email them asking them to tell me where it states in the CC&R's that I am responsible for the exterior of my building, since I couldn't seem to find that page. They ended up writing me back (after I called and asked them what was going on) with a letter made out to me that said they will fix it - on an unknown date in the future. Guess they don't care if termites continue to eat away at the building. Other fun things include them installing a new mailbox and making me take time off work again to go pick up the new key, only replacing half of the communities porch lights (not my half, of course), not doing anything about the broken gym equipment or having somebody clean the gym, and not knowing the contact info for the security patrol - they gave me the number to one who patrolled the community years prior, and then didn't answer the phone when I called back to find out who the correct company was. Their website boasts of using HomeWiseDocs.com for "the next generation in document and data delivery for community associations." More like the 1980's generation, as they require you to fax all info to them. You would think I would have been able to email the documents or even upload them onto their "next generation" website, but no. You can pay your HOA bill online, but you will be charged a fee, so keep your checkbook handy and stock up on stamps, because I don't think you want to pay them any more money than you already have to. The final cherry on top was finding out I had to pay them a $275 "transfer fee" when I moved. Yes, because it costs $275 to have somebody update their system with the name of the new homeowners. Good riddance, Cardinal. I have never been happier to no longer have to deal with a company before in my life! read more

This is a poorly run business masquerading as a professional organization. In the two or three years they have "managed" the large condominium community where I live, their low standards have not improved. Both e-mails and telephone calls are not responded to in either a knowledgeable nor on a timely basis (6 days before I hear back?!), and no one seems to be able to supply answers when they actually do respond: when I informed them of a burnt out light bulb directly outside of my residence using their website, it took 3 days for someone to phone me back, and then she asked me what the voltage of the circuit was. What the heck? Our Association (260 units) was assigned to someone who had just passed a management certification program: guess the results of that executive decision. No one appears to be accountable. If there is a chain of command, it is a well kept secret. I recently spoke with a licensed realtor who had nothing positive to say about Cardinal: Be forewarned. read more

In June I returned home from vacation to find that my entire condo had been flooded with sewage. I put in an emergency call to Cardinal and sent a plumber the next morning to clear the lines and find the problem. The result was the HOA was responsible for the back up. No one was sent to clean anything up I did it on my own. The pipe that lead from my Condo to the street was misaligned and needed to be fixed. After a month or so, they fixed the wrong pipe. There was no oversight on the job. I called cardinal at least three times made a trip down there and eventually called the plumbing company myself. Every time I talk to the manager, she was very NICE, acted surprised and like she was hearing it for the first time but no answers. After another month they finally moved forward and moved me out entirely then gutted my condo down to cut through walls and tile no floors no closets bathrooms ...a ghost of a home.Then it took another month to decide they were not responsible for the rebuild. You don't know who to blame because you don't know what the communication is like between the HOA and Cardinal. No one was in charge of anything.., I felt so lost and still do. I asked the manager of Cardinal, "Who is in charge?" She laughed and said 'well you'! I've never experienced something like this, nor do I ever get a feeling or a sense that anything was being taken care of properly.My insurance is now involved thankfully but others have had insurance companies denying them after Cardinal started a process that they don't quit explain. read more

I am updating a frustrated review of Cardinal Property Management to 5 stars as that is the level of service I recently received. I was having problems with an association controlled sprinkler within my property first overwatering, then not watering at all. There was no progress with my repeated attempts to report the problem until Ms. Farrah Esquer personally took it on. Within a week problem solved! During that week she kept in constant contact with updates and had the landscape company doing the same. It was such a pleasant and smooth resolution, I was very impressed. Ms. Esquer is a true professional. Life would be so easy if everyone preformed their jobs to the level she does. Thumbs up to Cardinal, keep up the good work! read more

Sorry to hear about all the bad reviews about Cardinal, sometimes more communication is needed from the board and not just nasty emails or reviews. Although most of their requests are problems, it's good to talk to your agent and understand your community needs. Have someone from your board have a closer relationship with your agent, keeping in touch weekly and you will find out problems in your association will be quickly resolved. Absolute crooks. They failed to properly notify me that they changed billing systems. For years I've always paid on time through auto pay. After waiting for almost a year they send my account to collections. I paid in full immediately including late fees and called to complain that a simple VM would have corrected the situation. I requested a refund of only the late fees and was (not surprised) denied. Beware. They'll send you an email that get marked as spam and then wipe their hands of any accountability. Feels like a sleezy wait to increase their income. read more

By far the worst company I have ever dealt with. The ladies there including Jennifer and manager Kate are on some major woman power trip. I left Jennifer 3 messages to have my car safe listed and never got a single call back. My car was towed 3 times right out of my designated spot and I have spent well over $1000 in impound fees. Supervisor Kate gets on the phone and instead of setting an example for her employees, she interrupts me a few times then tells me I'm not the owner and hangs up in me. I am a tenant who is getting towed left and right, I should be able to voice my concern. Get new people in there or these ladies will drive your property management company right into the ground with their outstanding customer service skills. I will be pursuing this matter until it's resolved. read more

This property management company is a nightmare to deal with, and it seems like they go out of their way to screw over the homeowners in the neighborhood complexes they manage. They will drag their feet several months to get anything done, will try to pin fraudulent charges on you by making baseless arguments and pointing to the CC&R (which in our case did not support their arguments), they will obstruct your attempts to get repairs done the right way, and then force you to take them to court rather than try to resolve things amicably. If at all possible, avoid living in a place where these guys are in charge. It won't be pleasant. read more

I contacted them about a payment and requested a refund because the HOA decided to change property management company last month, but my bank also sent out the payment to Cardinal. When I asked them for the refund process, the woman, Noel, was extremely rude and irritated when I asked her to explain the process clearly. So I could get the necessary info. She was rude, and said I won't get a refund. WTF is this?? I had to tell her to calm down, because not getting a refund just didn't make sense at all. She was talking so fast, and continued to sound irritated. The unbelievable thing is she said their research process will take up to 2 months and she can't tell me what will happen after getting proof from my bank. What kind of answer is that??? Obviously, this company does not care about customer service except $$$. I went to their office before, their service was no difference, just rude. I don't even know why they are in business. I am just glad my HOA switched to a different company now. read more

Their receptionist acts like a screener when you call about issues. And if you don't tell her specifically what the problem is, she doesn't let you through and gives attitude. The specific agents don't know what's going on half the time. I had a roof leak and they had me wait to get approval to fix it.... as rain and mud continues to pour in. I end up with the damages and costs to fix more damages than I need if I were to have the roof fixed timely. After our previous Building manager left two years ago we didn't get an experienced manager who can literally "manage" the issues in a large condominium. The response to majority of problems is that it will be taken to the Board, or she have limited options. Well, too bad! Management is not just about the title. It's about having problem-solving characteristics. Once they are assigned, it's difficult to get rid of them. So, I suggest to stay away. I have talked to my friends in different condominiums. They are provided with good service, condo fees are lower and they have ideas to take care of issues. In one instance, I heard that all pets (dogs) have a DNA sample, so in case of accident they can find the owner. Here, they cannot even control dogs poops left in-front of the building! Building's maintenance team will charge you $20 just to remove the screen of your window so you can have it cleaned. BTW, they don't bother to clean the balconies' windows, but if you do it yourself, be ready because when they power wash the balconied you have to clean the large windows again.- this review is addressed to the Cardinal Property Managenet in VA/ Alexandria. read more
