This is a place to stop by to get something to eat fast. It is not a place to go for Pho in my opinion. I have high expectations for Pho, so for me to rate 4 or 5, it really has to be good. The customer service was average and restroom was pretty clean. There is limited parking. So avoid rush hour. You may wonder if food is not superior then why is it so pack? Best PHO in Bellingham! This place is always packed, everyone waiting for a seat, phones ringing, BECAUSE the food is so amazing. Everyone knows it. With COVID, I believe they are only doing takeout, however your takeout will always come with a bountiful amount of food! The broth is so flsvorful. I get the vegetarian pho, which has a lemongrass broth - add lime, Jalepeños, and hoisin sauce for even more flavor. I ordered a small (#6) and it was twice the size of our bowls at home and s.o. had a size regular (#1) and it was the size of a serving bowl-not that he was complaining. We'd both been feeling under the weather and their broth did a lot to revive us. We like spice so we added some Sriracha and fresh jalapeños that they'd brought out on a little plate with some fresh basil and mung beans. I had a crash course in using chop sticks. The veggie pho broth here reminds me of my favorite Vietnamese place in Houston from when I was a kid. The people are super nice too.

Before I start this review, I just want to say that the staff are friendly, the atmosphere is nice, and the restaurant is extremely clean. If this review was based just purely off of customer service and atmosphere, this would be a 5 star review. When I went to Western Washington University, I was told this place had the best Vietnamese Pho in the area. I soon realized this place upholds that reputation because of the scarcity of Vietnamese people in this town, because any person who has had authentic pho will tell you that this broth is absolutely flavorless. No amount of hoisin sauce or sriracha can hide that fact. The meat is okay, a little overcooked if you ask me, and the noodles, although could be better, is admissible. If you want my honest opinion, I cannot understand how this place constantly has so many customers despite the food being absolutely terrible. I was craving for pho, the closest Vietnamese restaurant near me is Pho 99. I ordered the pho special to take out. I got back to my place, the noodle was soft and stuck together in a clump. We are from out of town and visiting Bellingham. I'm a huge fan of pho, and have tried numerous pho restaurants in Spokane, Seattle, and other areas. We arrived in town and I had a craving for a big, delicious and filling bowl of pho and that is exactly what I got! Service was prompt and the waiters were very attentive and polite. I ordered the #9, which was the pho with eyeround steak, well-done brisket, and fatty brisket. It was amazing! It came out quickly and it had quite a lot of meat in it - way more than I was expecting! It was some of THE BEST that i've ever had! It was even good warmed up the next day. (A lot of pho isn't..) If you have someone in your family who doesn't like pho (like my boyfriend) they have rice plates with various protein options, and 3 different types of rolls: egg rolls, spring rolls, and minced pork rolls. My boyfriend ordered the combo plate which came with all three, and he enjoyed it. Overall, a great experience and we may be back before leaving Bellingham. This was my first time ever eating Pho and I'll tell you that I enjoyed it! The service was quick and the prices were cheap. What I really enjoyed was the woman who served me. She was really nice and funny and super enthusiastic that this was my first time eating Pho. The food came pretty quickly and it was really good. I'm vegan and from what I've head in the past its hard to find vegan Pho, so them having a vegan option was great for me. This place gets a 4 star because of the actual interior. This was an absolute terrible experience. My family & would never order any food from Pho 99.l again. We ordered 3 beef pho bowls for take out out since the dining wasn't open due the pandemic (which we totally understood & had no problem with). After our 10 minute drive home, I noticed the noodles were in 3 separate containers. Unfortunately, each container was filled with noodles that were all clumped up & stuck together. I immediately contacted the owner of Pho 99 & he never seemed to care at all about our experience. He responded by saying: " Is that it?" My family & I were very disappointed. We were not looking for any free meals but only the opportunity to get new noodles that weren't clumped up & stuck together. Pho 99 has good food. I got a vermicelli bowl with grilled prawns and the bowl itself was so good! The grilled prawns, however, had a weird, almost propane taste to them, so I ended up not eating them. The atmosphere is so bad. It's one of my least favorite restaurants in Bellingham solely based on aesthetics. It feels uncomfortable but I think everyone puts up with it and the bad service because of the price (although there's comparable prices for a better overall experience elsewhere). It took so, so long for us to get our food and when we were ready to go, I had asked all three people working for a box and no one brought one until I asked someone again (fourth time in total).
