I moved here almost a year ago and wanted to foster a cat so I was recommended PACC. Sure enough they were overflowing with animals and I was happy to take a senior cat home with me. He needed eye removal surgery along with some dental work so a month later I took him for that. Before I get ahead of myself, he also has some sneezing fits which they gave me medication for before his surgery which it seemed to work. They did blood work three separate times while he was under their care. Fast forward to taking him in for a pre adoption appointment in November 2025, they gave him the all clear, saying he was in good health and he may just need more dental work in the future which no big deal because they set me up with Fetch pet insurance. The agent setting up his insurance account informed me all of his teeth would be covered and if he needed special food in the future that would be covered too. It also sounded like a good deal because they are the only insurance that covers pre existing conditions that shelter animals typically would have throughout their lives in the shelter or on the streets. Cool. One month later, December 2025, he had sneezing fits again so we took him to friends of Pacc clinic because Pacc recommended them to us to use after adopting him. They diagnosed him with herpesvirus, didn't even take blood work or run tests to confirm it, gave me medicine for him. It had been a week and he was getting worse so I took him to another vet for a second opinion. This was earlier this month January 2026. Good thing I did because I found out he has calisivirus, mycoplasma virus, kidney dysfunction, and is severely anemic and needs to go to the ER asap to get a transfusion. I've already spent near 1 grand on medication and vet visits, now I'm going to spend who knows how much on a transfusion he needs to live. How could they not have caught all of this at Pacc with the amount of tests they ran on him, I'm very annoyed and angry, I feel like they withheld this information from me or they were cutting corners there. I want justice for my cat for their lack of care for him and for myself financially and the emotional toll this has taken on me. Also, the agent at Pacc that set up my insurance for him put his age at start of insurance as 4 instead of 12. So the "great deal" on insurance I thought I was paying was all a lie. After submitting all my recent vet expenses for my cat, I discovered this major error and had to report it and I was charged a pretty penny of back pay along with a hefty increase in my monthly payment. Extremely disappointed. I also called the insurance to ask about the prescription food coverage he needs for his kidneys and they said the agent at Pacc misinformed me and his food will not be covered. So I just had to pay almost 60$ for only 24 cans of food that will only last me a month. They need to not be giving out false information and have some more competence when it comes to filling out insurance forms. How do you put 4 instead of 12. I could understand maybe putting 2 instead of 12 due to just simply missing a single number, but 4?! The only reason I'm giving the extra Star is because the over all staff of volunteers there are incredible. The people who aren't getting paid by Pacc, who show up to volunteer, those are the people that make that place even worth going to. Never going to Pacc again. It's so sad that so many animals are there that need homes and so many people go there and think they are getting the best care but they aren't getting the full disclosure on their animals health. It's not just me too, I've heard other stories from people fostering and adopting through them as well, one of them being a kitten with ringworm, they weren't told he had ringworm and they ended up needing to get rid of their couch and all their kids stuffed animals and spent a lot of time cleaning their whole house only for it to come back three other times. They need to be honest with people so they can decide whether they can take in the animal financially and if their home is equipped to handle them. Please if you decide to go to Pacc, please please please make them do a recent medical evaluation with blood tests and any other tests you think they need especially if it's an older animal. read more

I live in the city on what I like to call the legendary cat highway. On a typical night there are eight to ten community cats that pass through my front and back yards. (Until I installed security cameras. I had no idea.) Knowing this, I began to put out treats, water, and food because I want to be a good neighbor to these little ones. Recently, a sweet female black cat, who has been visiting in the early evenings, appeared with a severe head wound. After learning about the PACC, we exchanged emails and then I visited to get a loaner trap. They patiently guided me through the process of luring a cat. I was close to trapping the cat one night during a two week period but it was too clever for the trap. My regular visitor disappeared and I thought it died. Fortunately, it appeared again for only a few minutes a few nights ago so I'll try to help it on my own for a while if I can gain its trust. This has been a tough experience but everyone at the PACC was incredibly helpful and kind. I see some negative reviews here and I have a hard time believing them because my interactions here were so amazingly positive. The facility itself is absolutely incredible, too. Other cities would be jealous of what Tucson has accomplished. Honestly, I can't overstate how appreciative I am of the support I received. When I'm finally ready to adopt a pet, I will come here. For a shelter that continues to plead for people to adopt, foster or keep strays, I really hope this specific shelter is SHUT DOWN. The dogs deserve better than the treatment they have there. The place smells of animal fecal matter and the dogs are stressed beyond belief. Me and my fiancé met a puppy there, we wanted to get a second dog before trying with kids so we got there 15 or 20 minutes before Pacc closed, we took the little paper with her ID number on it and went up to the front desk told we weren't allowed to do a meet and greet cause she's a puppy okay that's fine but we were told to come the next day when they opened when we got there we find out she was pulled from the shelter during the night and placed back into foster care??? That's already SKETCHY in itself. Pacc is consistently trying to pull one over on people that actually want to adopt, my fiancé filled out the ADOPTION paperwork with the foster paperwork, we had a contract in place to adopt the animal A884743 Aka Olive, we were careful had a schedule marked down how many times she went 1 and 2 made sure she had her morning and night medication. You people are the worst of the worst, imagine letting someone foster a puppy that they were planning to adopt for almost 2 months and taking that choice away from them with no actual probable cause or reason. Pacc if you read this we deserve an actual reason. read more

If anyone wants to know how their Animal Care Officer's time is being spent, PACC officers believed someone who is not me, does not live with me, does not have access to my home and is legally barred from my home abused one of my cats(there is no evidence that proves abuse). So Officer Berrios pieced information from a completely unrelated matter (the state attorney's exact words) together, got a search warrant, broke my door and took my other cat, the one who had never been injured. The person they suspect of abuse? Still has has his dog, that he had adopted FROM PACC. PACC spent your tax payer dollars fighting me in court, Officer Gagnon specifically came to the hearing, instead of giving back my perfectly safe cat and using their time to save animals who are actually in need. I have court documents, including a hearing transcript, that proves everything I just said and I can share with whoever wants to review. I have nothing to hide, meanwhile, they likely committed a Brady Violation by excluding evidence that was favorable to me. read more

I am grateful for PACC because they are how I got my newest furbaby. I read many complaints. My heart goes out to you all. Keep in mind that the employees are actually volunteers (not paid actors). There are not enough volunteers to answer phone calls. You have to either go in person or look through the website, find a pet or two you're interested in, use the email to inquire about a meet and greet, give them time to reply, and follow the process. Submit what you're supposed to. If possible, donate blankets, towels, kibble, leashes, collars, and/or kennels. Spay or neuter your current pets and tag them. PACC hosts community events to increase exposure for long-stay pets, offers free or no-fee adoptions, and incentivizes fostering with food or supplies. read more

I reported a dog being left by itself for up to 15 hours a day. I have no idea if the dog is being fed, but I know it is not being taken out the person I spoke to was a young woman who had absolutely no empathy for the dog or myself she said it was legal to have a dog in the apartment. She said she could make a noise complaint and that was all I'm in a new apt. old, Ill and not able to sleep. my says he feels that they feel more empathy towards animals than they do humans. I adopted 2 beautiful cats from here back in September Lewis and Arley (later renamed to Cayde) . They claimed that both of them were healthy. Well it turns out 2 months later we brought in Cayde to the vet because he was getting wobbly. Turns out he was having issues with his Liver. Im nowhere near financially stable to have been able to pay for treatments. He eventually passed away in our home in our arms. Well a few more months later our love Lewis starts coughing and we just brought him in turns out he has lung issues having nodules in his lungs. PACC claimed that both of them were healthy but I found it awfully suspicious that they sent em home almost immediately after neutering them. Not observing them to make certain they would be ok. The staff of all women could improve. Carol Cobb for one. Also, they should stop harassing pet owners trying to rehome their pets on craigslist. It's none of their business. I've been to PACC and have witnessed some pretty dire conditions to the animals they try to make revenue from. Keeping large dogs in very small enclosures makes these animals mean and unavoidable. Moved to Tucson over the last 6 months and got an apartment. A new neighbor moved in with dogs that constantly bark. We contacted Pima Animal Care to complain. We even have video recordings and a log of times the dogs woke us up. The neighbor's mother came around and was defensive and beligerent about it when we complained to her that the dogs are keeping us awake every night. Pima Animal Care has done nothing! They essentially will tell you that it's your problem and they won't come out and observe the county law about barking dogs or animals that are disturbing the peace for everyone who is paying rent. Save your breath and don't bother. These people are completely worthless. We should defund them. They are not doing their job. read more

Went in after work to inquire about fostering a specific (injured) cat, as instructed on their website. Initially I was well greeted and the paperwork was initiated... until a woman intervened and told us the kitty in question was "not a candidate to foster." My understanding is that this cat was only returned early because his prior foster left town, NOT because he was fully healed and ready to be adopted. He is still in a full splint/cast. I explained that I wanted to foster with the intent to adopt but it was imperative that the cat meet my large dog first before processing an official adoption. I even specified that I would be willing to pick him up for foster only if he wasn't adopted during their free adoption event the next day. I basically told to F off and left in tears. read more

I wish I could give this 0 stars. I haven't been somewhere in the longest time where I was so angry I had to stop and tell myself to breathe. Two different map apps took me to the back entrance through the park. (4:20) First time visit. We saw the next entrance and parked there, only to wait for 10 minutes, trying to fall to get help as to where to go with no answer. (4:30) Then saw another parking lot so we got in our car and drove to the light at Silverbell, to find that the gate is closed. So we parked in the side lot and walked to the door and it was locked. Tried calling the emergency intake number on the sign to ask how to get in with no answer. Someone drove in, unsure how they did, maybe they had a code, so we walked in. The whole purpose of my visit was to do the free microchip for my dog. 10-5 was the advertised time for weekends. I walked up to the pet support lobby and the door was locked (4:45). Last acceptance is 4:15. Where anywhere on their website, social media posts, or flyers about free microchip event does it say this? Or how to even get into the facility?? I am so furious, I don't get it. Then we figured out we had to go to the main parking lot. read more

I have to say, I was never a big fan of PACC before I started volunteering here. I had no understanding of how much this organization takes on and how hard it works to give animals as much as they can despite the EXTREME over capacitation they are currently facing. The volunteers and staff have so much love and dedication towards the animals. There are so many working parts to the organization and it's really heart warming how much everyone works together and devotes their time and resources to try and save these cats and dogs. While it is heart breaking to see animals in kennels wanting a home, they are fed and watered and taken care of medically. They are given blankets and toys and walks and play time and treats and human interaction. Any dietary or medicinal needs are met. This is not easy to do for SEVEN HUNDRED animals. I was unable to have a conversation with anyone at PACC regarding 2 stray dogs in my neighborhood for almost 3 weeks. Now, I am unable to reach anyone for questions I have regarding rehoming these animals in need. Today I was put on hold for 55 minutes only to be sent to voice mail. That is an awful way to treat someone who is reaching out for help. Communication with local communities is key; this organization will fail without it. It seems the internal workings of PACC, particularly the "pet support" center, are broken. read more

The people at PACC are inhumane. They do not understand the different dog breeds and do not care about giving dogs second chances. They are going to KILL my 1 year old Anatolian Shepherd. Back in October he bit my mom, it was a level 4 bite. But it was the first time in his life he ever showed any sign of aggression. He never growled at anyone or snapped at them before. He's a real sweetheart. My kids named him Sargeant snuggles because that's what he loves, to snuggle. They climb on him and snuggle with him all the time. He watches after them and is a true protector. Back in October my husband and I made the biggest mistake of our lives. We had a female Anatolian Shepherd who wasn't fixed and neither was Snuggles. This was because our vet told us we shouldn't fix them until they are 2 years old. My female was in heat and was at prime time in her cycle. Snuggles just wanted to get at her and it was all he had on his mind. He refused to eat, didn't eat for 5 days. We tried our best keeping them apart, it was very difficult and stressful. On October 6 my husband left on work travel and I was left with the two dogs by myself with my kids. My mom came over to stay the night with me to help me with my older dog who needed assistance. That night was terrible, I had Snuggles in the room with me but he wouldn't let me sleep, he just wanted my female. I got frustrated and desperate for sleep so I took him outside and saw my husband put a tieout by our front door so in just put Snuggles there and my female in our gated pasture around 3am. My mom took our older dog outside around 6am then at 654am, walking past Snuggles every time and petting him on the head without any issues. Finally around 710am my mom took my older dog out again to help clean him up. She went out front to throw something away and when she did all the dogs around us were going insane barking, including out female in the pasture. We also have a dog next door who always comes into our yard every morning around the same time. Snuggles was beyond stressed out, from not eating for 5 days, to just wanting to get at my female, and to all the dogs around him barking excessively. My mom walked past snuggles to come in the house after throwing something away while all the dogs were barking and while he was staring into the neighbors yard not acknowledging her, she tapped him on the head and spooked him. He turned around and grabbed her arm and bit her multiple times. he let go when she screamed snuggles no it's me. i ran outside to see what was wrong and he was on the ground like oh no what did I do. I called 911 because I was home alone and didn't know what to do as my mom was bleeding a lot. They called PACC. PACC came to take my dog away. They promised me I would get him back after a 10 day quarantine since it was a first time offense and it was on my property while he was tied up and due to the terrible circumstances he was in. He was acting in defense, he might have also thought someone was attacking him. Thinking I would get my dog back I helped PACC put him in their truck without any issues promising him I would see him again soon. 3 days later PACC came to my house and told me I would never see Snuggles again that they were bonding him and were going to euthanize him because it was a level 4 bite. They said I could try fighting it by going to court and paying them $1,800. I was told I had to show why he did it and that it was an accident and only had to prove 90% it wouldn't happen again. So I paid them the money and laid $5,000 for a lawyer and got a behaviorist involved to show I was willing to do whatever it takes to ensure it would never happen again. 2 days ago I went to court, Judge Sarah Mayhew was running the case. We explained everything that happened, told her we have 3 acres of land, have 3 large horse fenced areas where the dogs can't get out of and they never have escaped before, told her we would fix both dogs, never put them on a tieout again, told her the dogs were to protect our livestock, told her they are outside in the gated pastures from 5am to 7pm every day, told her we would work with the behaviorist to ensure he would never bite again. She asked our behaviorist if she could guarantee he would never bite again, 100%, and the behaviorist said that was a ridiculous question. she said you can't guarantee anything. That even the nicest dog can get spooked and bite. the Judge stated just because we can't 100% guarantee he will never bite anyone again she sentenced Snuggles to be "destroyed" is how she put it. How is it a one time offense leads to a puppy being "destroyed" and not given a second chance? I know so many people who have had a level 4 bite and the dog gets another chance. He is like our family member, we told him daily how lucky we were to have him. The kids love him, he's not just an animal he is a part of our family. How is it possible this is it? PACC is a terrible place. My dog has been locked in a kennel since. read more

PACC is an amazing organization that does amazing work for the animals in our community. They are overwhelmed, underfunded, and understaffed. Having grown up in Tucson, I have seen them grow with the times, update their facility, and technology - however, it feels like there are still a few bugs. I found a pair of stray dogs that I was not able to keep at home, so I took them to PACC. Their was a designated parking area for admissions and the website made it really easy to check in - however, the wait times were totally wrong. I was first in line and I waited a total of 45 minutes from check in, to when the dogs exited my vehicle. Hopefully they're able to set a better expectation through the automated system, because the wait time said 1 min and then 20-25 if I clicked on the "line view". But they were able to locate the chip in one of the dogs and took them both in to call the owners, so the pups are safe! And that's the goal for all of us at the end of the day. read more

I am a single mother and I brought my dog here for help and i feel because of my financial status, my dog was neglected I couldn't afford his treatment which is WHY I brought him here thinking they would help but instead they allowed him to suffer instead of helping him. I couldn't even pick up his collar because I can't afford to cremate him. They deprived me any possible closure because of my financial status. They're all about money versus trying to help save their lives. I will never bring one of my animals nor will I ever recommend them again. Disturbing is an understatement for how these county employees treat people. 5 employees sat and watched, refusing assistance, to 4 elderly women that I.....yes me....had to help upload a QR code to their phone because the staff refused to help them or check them in manually. I then was questioned as to why I can't keep a cat, do I know anyone who will keep the cat, etc. Staff belittled people that came thru the door because they couldn't afford to feed their animals. Completely disgusting behavior, it was truly awful. Found a completely blind cat, it was stuck in cactus. Trapped it, caged in my garage now. Anyone know anyone missing this poor creature? read more

I've adopted two dogs from PACC. This last experience convinced me I will never do it again. My first dog had kennel cough and I had t fight with them to get medication for him. This time, I went in to find a new dog as a companion for that dog since my older dog had passed. The first visit I waited for over an hour to meet a dog. The volunteer spent about five minutes telling me all the reasons why he would not be a good dog for me. They suggested a different dog, and asked me to wait outside to meet him. So I sat outside in the heat (it was about 105) for about five minutes until a volunteer came out and said they couldn't find him. They spent about six minutes looking around before they came out and told me they thought he had been adopted out already and their system hadn't updated! They told me to walk around and come back when I found another dog I was interested in. I did exactly that, and when I approached the desk again, they told me I had to "wait because they were busy with adoptions" and told me to get back in the queue. No way was I waiting another hour! I left. I came back on a weekend where adoptions were completely free. I found a cute little dog that was a perfect fit for my home. They told me they had just taken him in on a "stray hold, so I had to pay a $50.00 reservation fee" and that if I didn't "someone else would." I was confused since I thought adoptions were free, but thought I'd sort it out later. They gave me papers saying I could pick him up from his neuter surgery on August 1. The day prior I get a message from them asking why I hadn't come to pick up my dog, and if I wanted to, to call them since they closed soon. I tried to call them but of course no one answered the phone. So I go the next day to pick him up (the day I am supposed to, according to the paperwork I have), and spend an hour sitting in the clinic waiting only to be told he's not there! They put him back in the gen pop kennels because "we don't hold animals overnight after neuter surgeries in the clinic, and you didn't pick him up yesterday." Like it was MY fault! So they go and get him but then come back saying they won't release him because I didn't complete adoption and licensing paperwork!!! I was never told by ANYONE I had to do this. So I have to now run over to a DIFFERENT building and pay ANOTHER $20.00 for a license before they would release him to me. Then I FINALLY got to take my dog home after TWO HOURS and he was sick with a cold or something, which he promptly gave to my other dog. Thankfully they both recovered. I emailed PACC to ask why I was charged $50.00 for a "reservation fee" when I came on a Clear the Shelters weekend and adoptions were supposed to be free. I requested given the disastrous experience I had that waiving that fee would be the nice thing to do. You know what I got for an answer? NOTHING!!! They couldn't even BOTHER to respond! If you are desperately overcrowded and want people to adopt dogs and cats, maybe stop being like this to them. I'd rather pay more money to a rescue and not be treated this way. read more

Ive always been an advocate for dogs who cannot find a forever place to stay in. Ive taken care of a dogs in past and i chose to take care of a dog that seemed to be shy at first. When it greeted my dog the foster workers had told me that she is the better match for my dog because she is less assertive. I trusted her word on that and boy I was wrong! I wanted to keep her for a month and she said two weeks is generous enough so I decided give it two weeks. The first day i thought she was just warming up and was barking at everything, even at my dog who is at awe of her trying to play with her and she would just want to be left alone so we left her alone but when we did she would cry and ask for my attention. The next few days my husband and I walked them together and my dog is a quiet dog so I was a bit surprised that she barked at random dogs. I still thought that maybe its a animal shelter dog thing. The day before we took her back I spend time with my actual dog to try to give him his updated shot and we left without taking her coz being pregnant it is a handful for me to carry a new dog and my dog at the same time. When we got home she looked sad so I took her out rotating her and my dog since she seemed to not like it when hes around outside his kennel when shes outside. She took a toy that I had given him that day and it seems like he wanted it back so I took it from her and snapped at my dog. Snapped in a way that she kept her jaw lock to bite him while my dog cries. I was trying to break up the fight so she "accidentally" bites me and I had no choice but to choke her so she can let go of my dog. My dog suffered so much from this dog and I was also left with an e.r visit of stitches while being 8 months pregnant and I had to pay everything out of my own pocket including the dog vets bill. Apparently they make u sign a form that states they arent liable if the dog attacks anyone. So foster at your own risk, sometimes spreading positivity and good vibes can cost u a great deal of pain and money and may even cost you your own bestfriends life. read more

I am the official ex owner of the dog Star after attacking a dog named Raven who now suffers with a broken paw and many injuries, Star was put up for adoption shortly after I sent her back. I had showed a case worker and front desk pictures of Star and what damage she had done to another dog. Star attacked a dog smaller than her Star is a mix between pitbull and boxer. She attacked Raven upon seeing him he didn't fight back only nipped her a little. When I confronted them on Stars injury on one paw they simply said it wasn't on record and they can't tell me anything. Star I belive was in previous fights she doesn't get along with younger or older animals and children or babies she is good with older people but be alert if she growls or is still or both at same time you best keep animal away she has hurt my 1-2 month old kitten a little but caused more damage to dog. She has attempted to attack me who I am currently pregnant with a child I am 28 weeks and 1 or 2 days. If Justin my boyfriend who also left a review didn't get a hold of her leash from me and run off with her away from the scene I would have lost my child hurt myself or lost both my life and the baby girl I hold. The staff was rude and when I told them the story they blamed me for her actions and they didn't put into consideration the wounds when I showed pictures of injuries they played it off saying it wasn't bad even though raven the innocent dog who didn't and couldn't fight had a broken paw and clear injuries. If you love animals don't trust staff don't even come here don't even adopt simply look another way. Or adopt a baby dog or cat and train then yourself. Definitely upset and infuriated at this place. Star was under my name. Thankfully both dogs were on leash and we didn't let them go otherwise Raven 3 year old male would have been dead by now but gladly we pulled Star 2 year old female away before any extreme serious near deaths occurred. They put her up for adoption. Don't adopt. I loved Star very much it was terrifying to stop the situation and see almost raven my friends dog I loved get hurt and potentially die. If anyone sees this be cautious I belive this shelter doesn't care about people only making room so they can get money and get rid of there responsibilities and problems. False descriptions of dogs, rude stuff when we took a dog back today due to her attacking another dog and causing serious injuries to him and his paw the people here lied and gave us misleading information that the dog we adopted was good around kids and other pets I would not recommend this shelter for adoption unless you somehow know animals well besides from the unprofessional staff will not return to PACC personally. The black dog below is the dog she attacked and now 'll likely have to be paying his vet bills the white dog is the dog we adopted from this shelter her name is Star the dog we adopted last week come to find out a couple hours later they put the dog up for adoption within two hours the people here could care less about your safety with unpredictable behavior from animals they adopt out I would give negative stars if I could to this nasty business that disregarding public safety who adopts these animals. read more

PACC gets one star for the staff that seem to try to help homeless dogs. They get zero for failing to prepare and support new pet owners. I recently adopted a female and was sent home with a sick girl who gave kennel cough to my boy. My new adoptee also had ticks. I have owned two boys, one over 15 years and another for two and they never had a single tick. I can't bathe her to give her a treatment due to her recent surgery So hoping my two boys dont get any. My adoptee was on medication for anxiety while at PACC and they said she no longer needs meds. She completely destroyed the crate she was in and terrorized my two boys by chasing them out and not letting them in in 100 degree weather. my senior boy has a heart condition. She clearly has mental issues that requires medication. I called PACC' so called support line yesterday and have yet to receive a response. PACC must work on providing better service for pets and new pet owners. Horrible service! read more

Came here to volunteer for a dog walking event, even though I've never had a dog. (Trying to get out of my comfort zone while helping in the community.). I was very surprised at how well run the place was. Every "employee aka volunteer" seemed to work like it was their real job. They all seemed very caring and interested in educating the public and getting resources to help animals. Mid way through my dog walk, I texted my hubs and let him know I was really loving this little dog. She was perfectly imperfect! He was walking a pit bull at the time so when he came back I asked if I could walk my dog again. Long story short, I'm a new dog mom!! Score!! My first ever dog and boy is she a keeper! read more

This happened several years ago so I hope things have changed, but I regret not posting this sooner. The people that helped my partner and I saw the cat I had picked and they laughed (which now I understand may have been malicious) and said "well that cat is bonded with another cat in case you want another so they can keep each other company." I feel like a fool for taking their word. The second cat was in a large room with her head against the wall. I felt bad for her so I took them both. They were not bonded at all. In fact, the first cat almost killed the second cat, that was a large unexpected vet bill. They also said the second cat was hypoallergenic and didn't shed. Lies. I tried for months to get them to get along, but I couldn't. I called PACC and someone tried to help, but it was useless. I understand putting them into a new environment may have stressed them out, but I have never seen cats act like that. I can't help but think those two knew the first cat was kind of a bully. Eventually I gave away the first cat, I feel bad, but i also couldn't bring myself to go back to PACC. I love the cat I have remaining and the other cat has a good home, but I can't help but feel those two young people were discriminating against my partner and I. I feel dumb for believing them, but I shouldn't feel bad for what some jerks did. I understand that the staff at PACC are super overworked- and maybe these were unpaid volunteers, but this was a huge life decision and the end result was made much more difficult because of this. read more

I'm going to have to return to my review here and give PACC a one-star. I got my kitten Honey from PACC on March 13, 2023, and they did the spay same day. They did not give us ANY antibiotics or pain medication for her. They CLAIMED to have done a full examination, treated for ear mites, trimmed claws, dewormed, and vaccinated. I took her to the vet right away and come to find out, she has an extreme case of ear mites, a fever of 103 degrees, her ears are filled with blood due to an ear infection, and she has hip dysplasia. She can barely walk with her hind legs. Keep in mind, her health evaluation done at PACC found her to be in "good health". No mention of any problems, especially not hip dysplasia. Don't get me started on the spay. When they brought her out in my carrier they banged her against the wall a couple times on their way to me, I could hear her being thrown around in there. I looked at her incision immediately when I got home and it wasn't even fully closed. There was dried blood all over her abdominal region. Fortunately, I will be providing my new kitty with a SAFE and loving environment, and get her the help she desperately needs. read more

Nicest animal shelter I've ever been to. Gorgeous facility. Everyone I interacted with was super nice and helpful. I drove down from Mesa, AZ on a Saturday and fell in love with a dog but it was after 4 pm so I wasn't allowed to do a meet and greet. So the next day I drove down again and was able to do a meet and greet with the dog I was interested in. However, I was being hesitant at first to adopt since it is a big commitment so I decided I would think it over lunch and then make a decision. Hours later I decided to adopt her but I was too late, another family already had. Although I wasn't able to adopt a dog this weekend the whole experience was very pleasant. Well worth the drive from Maricopa County if you're interested in adopting a dog. read more

I loved the experience I had at PACC! I went to look at dogs and play with a few I had seen online. The one I had inquired about had a biting history and turned out not to be a match. But as I said that I couldn't take him, they suggested seeing another dog that was similar and had just gotten to the shelter an hour before I arrived. I agreed to meet the dog to see if it was a good match. When I first laid eyes on her, I melted. She was so scared when the person went to get her that she peed on her hoodie. She was shaking and nervous. She didn't want to leave the middle of the room and just laid there for a few minutes. I sat down on the floor with her to get closer. It took another 15 minutes for this poor dog to relax a bit and walk around. She was picked up as a stray and had just received her shots. So, she was a little shaken up to say the least (I know I would be). After she warmed up to me, she gave me little kisses on my hand and then sat next to me as I continued to pet her. Then she leaned on me and took a big sigh of relief. I named her Little Belle. She's a rat terrier and chihuahua mix. She's so tiny and timid, but once she warms up to you she won't leave you alone. She wants all the pets and belly rubs you'll give her. Such a sweet and gentle little dog. I'm very grateful for the kind staff, clean facility, and friendly customer service. PACC made my first rescue/adoption perfect and enjoyable! I have a beautiful little puppy and love her very much! read more

I turned in this dog in on Thursday to get proper care & also to acquire her back, however the person who took her in @ this shelter, didn't take notes to the effect that I wanted her, I even named her Sasha which means (mans defender). We spoke via the adoption building, surprised she didn't take me into the other building where the dog should of been taken into. Apparently someone has already laid claims on her, as you can probably tell she's a beautiful dog. I imagine someone who was looking for a dog saw her & spoke with the lady who did the intake on the dog. For one thing, I wouldn't of named the dog had I of had no intentions of wanting her & the lady wrote the name down @ the top of the page. I know I told her I wanted the dog, perhaps she was distracted by someone who wanted her after I left the building & the fact that I wanted her, went out the window. I spoke with Bonnie J., today & due to complications of lack of communication, the dog is spoken for. I not only brought the dog in, I made it known to the lady previous that I wanted the dog. Unfortunately that has been overlooked & I'm 2nd in line to acquire her, when I should be 1st. I believe one hand doesn't know what the other one is doing, @ this place, for I wasn't very well informed. Extremely disappointed with their lack of notes taken to be sure proper action is followed. read more

The staff and volunteers are so knowledgeable and seem genuinely happy to be working at PACC. We were interested in looking at the carts and due to COVID you make an appointment as only 1 party at a time visits the cat area. The assistant showed us all the cats and told us their medical and previous home history as well as how socialized each cat is. This was very helpful as we had picked out a few cats beforehand by looking at the online photos, but after talking with the assistant we were able to narrow down our choices. My Mom was initially interested in just looking but we found one we really liked and took him home that night. They have a small but well stocked store for food, bedding, litter, toys, collars and leashes, etc with excellent pricing, less than pet or big box stores and a full 50% of your purchase price goes right back to the Pima Animal Care Center. The pets are fully vaccinated, fixed, and any specific medical needs are taken care of including sending you home with medication if needed. They also have a call in hotline if you have questions or issues when you get home, you leave a detailed message and someone calls you back to help. If you adopt a cat that is 5 years or older there is no adoption fee. I am not sure if it is the same with dogs. read more

PACC has helped our condo community to TNR with so much patience and hard work. Yes, a few of us neighbors set the traps and blankets they provided, but they returned the animals quickly. The cats in this case did not seem to be traumatized. PACC has too much work on their plate. Please FUND them. read more

Animal Shelters; they often have undesirable connotations attached to them, I'm at an impasse on this facility, but will charge forward with a second visit and hope it's better than the first. Having just lost our pet a year ago, our hearts opened to seek the opportunity to save a life, or two, either a cat or pooch or both; we're open! We visited the PACC an hour before opening, apparently scheduling a visit online (in advance) and waited an hour for them to open. The following is an account of what was witnessed, and what wasn't. - The grounds are completely barricaded by fencing to prevent anything from getting out - or in, likewise so the area appears safely designed albeit like an image of Alcatraz with the motorized entrance gate. Nonetheless, the facility is well barricaded for the animals safety or if once gets somehow loose, a back up is present. Take note of the stainless steel artwork hanging on the wall upon the entrance to the right. Very well designed art of a cat and a dog, but look closely! - Arriving early, none of the staff walking about and with dogs cared to say welcome, good morning, greetings, thank you for coming - or anything. Not a good posture seeing how their business is to HOME animals ASAP... The business model here should be welcoming, greeting and warm. It seemed less than. - Checking in, upon doors opening, we're verified for our appointment and told to walk over 'there' after a temperature check. Zero guidance, no preliminary instruction, no indication where to go, nada. Zilch. Perplexed... No, 'If you like an animal, do this...' Learning later, you take a 'tab' from the animals documents above the cage and communicate with someone for a visit. - Heading out the doors, numerous staff walk about, not one says a word to us much less good morning, hello, nothing... We kindly stop one staff member and ask what do we do please, or where do we go? The individual seemed perplexed just as much and wanders around to hand us off to someone else? LOL. - The facilities for maintaining the dogs was very intriguing. They have multiple buildings with the dogs having inside and outside cages, split in the middle. They are very well designed with overhangs and venting. This is wonderful as they can get fresh air! Unfortunately, they food/watering bowl system was terrible, just sitting on the floor and couldn't tell you how many bowls we saw flipped over and food all over the floors. - We witnessed several cages offline and being thoroughly cleaned in the A.M. and all being sanitized. You could smell the strong scent of Clorox in the air. - The dogs overall were a mish-mash of pups, some fresh out of surgery, some barking their heads off and thankfully, ear plugs are dispatchable hanging from nearly every wall including hand sanitizer. - We wanted to see the cats today as well but the 'next' appointment was 2.5 hours away - and only two other people/customers in the building?? Negative point: - The cages are NOT locked. In theory, a lone soul could walk in here, and with some very dangerous sounding dogs, likely tear into someone or a child due to the ineptitude of protections or lack there of on the doors to all the pets. I see this as a devastatingly perpetual HUGE hazard waiting to happen - though in heaven - I hope it never does! My wife and I did not expect these facilities to be able to be opened so easily. Some of the dogs look very uneasy, stressed and some with teeth showing. This was alarming as a potential danger to all patrons. Shopper be ware! Summary: Perplexed. I'll return to see the cats with my wife at some point in the future. For now, business as a model seems like they could improve. I've read nearly 75% of the previous reviews and question the authority over this facility, it's directives and expectations. I wish it the best and would like to learn more about this facility. In short, I'm challenged at the lack of customer interest/involvement, hazards, costs and time ultimately for walking out with a new little bundle of joy in saving a life.
