Demanding documentation or a vest and denying entry to a individual with a service animal is an ADA violation. If you want to carry on a meaningful conversation, it would be helpful to be proficient in American Sign Language or perhaps to bring a bullhorn. This is really a shame. There are many cost effective options the restaurant could pursue to cut down on the noise level. For example, quilts could replace the paintings on the wall. This would be in keeping with the Cape/Colonial aesthetic of the restaurant.
