When we moved in, the agent was two hours late showing up, did not have keys to the apartment, and offered to break in through the window to open it up. The apartment was filthy and virtually every appliance and faucet was broken. We had to clean the place ourselves and it took months to get everything fixed that should have been working in the first place. When we moved out, they dodged all of our phone calls and emails. We tried setting up a move out inspection to see what we needed to do to get our deposit back, but they barely responded to emails, and their phone number listed everywhere had been disconnected for months. We scrubbed the place clean prior to moving out. They sent a 3rd party to collect the keys and do the inspection, and he commented on how clean and good shape the apartment was in. According to the lease we signed, they were supposed to give us a list of anything that needed to be done to get the full deposit back, which they did not. Home team charged us $600 for painting and cleaning. Their big argument for the cleaning cost was "exceptionally filthy" toilets. I've attached pictures of the toilets from the day we handed the keys over, you can see just how "exceptionally filthy" they were. We were also charged for a dirty fireplace that had ashes left in it, a fireplace we did not use once in 6 years (I personally think it's redundant to have a fire place on southern California, but that's just me). We literally had a cabinet in front of the fireplace the whole time. This is a terrible company. Any time we needed repairs at the apartment, they would send out a handy man, and we had to request they stop doing that because he would come out with a friend of his and his friend would stand there and stare us down and scope out the place. Don't deal with this company at all, avoid them, it will save you tons of headaches.

Meanwhile holding compliant residents accountable for rules and regulations. They just try to pacify you and your concerns instead of dealing with issues. They have no problem taking your HOA dues every month, but the minute you gave an issue they are unable to resolve it. The staff is on auto pilot and have no genuine intentions on helping you resolve your issue! Beware if you encounter a problem in your neighborhood, don't look to them for assistance. Even though you are paying to live in a nice community, if your quality of life is being infringed upon they are completely checked out..you're on your own!

The idea of sitting by idly thus allowing the business of our HOA to be conducted in a manner that is filled with honesty, integrity, and for the betterment of all homeowners alike, is not something to be taken for granted. I implore all Eastlake III homeowners to become more involved with the community. Not to do so, is inviting fraudulent and scandalous behavior by individuals of whom are unqualified to handle the business of a multi million dollar homeowners association.

    I have been on an HOA Board at two complexes for a combined 15 years. Originally I was at a tiny…read morecomplex and Nadya was our manager. She was my introduction to HOA's and I had nothing to compare to. I sold that and moved to a complex with three buildings and over 150 units. I have been the President for 10 years. We had a management company that informed us that our vendors refused maintenance contracts. Unbeknownst to me, they were telling our vendors that the HOA refused maintenance contracts. Neither was true. After 6 years of poor service, bad vendors and no help with replacing them, I sought out Nadya. We have now had ARK for over three years. Nadya helped us to clean up the mess left by poor service from our previous management company. We now have multiple maintenance contracts and significantly better vendors. That is the key to having a well maintained HOA. Our finances are in much better shape and we are now able to move from "deferred maintenance" to major projects that have been delayed. Nadya and her assistant, Nicole, are the key to success. HOA Management companies are easy targets. Especially when you have some disruptive owners that have no understanding of how an HOA works. We have to follow the law and also the governing documents. It is extremely difficult to find quality vendors. Additionally, sometimes good vendors become less so due to circumstances. That is why a healthy relationship with management is crucial. It should be a partnership. That's what we have with Nadya and Nicole. Nadya has helped us navigate through the tumult of the COVID years. Her industry knowledge is invaluable. Oftentimes owners who have never been on a board assume that they are being targeted and that the rules are being selectively enforced. The truth is that it is illegal for board members and management to divulge the results of violation hearings due to privacy laws. This leads to the inaccurate perception that the HOA "doesn't care" and "selectively enforces rules." That's certainly not been my experience with Nadya and Nicole. If you've ever been on a board then you probably know how difficult it is to secure competent and responsive vendors. Owners who are not privy to everything it takes to make things work simply assume that you're not doing anyhting. Delays are a frequent occurence. The relationships bewteen Management, vendors and the board are crucial to success. When people who want to fight with management and other board members are successful in joining a board, the outcomes become compromised. Combative boards are less effective. I highly recommend that you consider the source of a Yelp review when it comes to HOA's. There are certainly bad Property Managers out there. In my experience, Nadya and Nicole are two of the best.
