I started my stopwatch as soon as I entered and it took 40 minutes in total for two of us to get our drivers license renewed. Step 1: You have to enter your name and reason for the visit in the iPad and wait for your turn. Step 2: Pre license document check. Once it's your turn , someone will call your name, check whether you have eligible documents and bundle them together with a paper clip and go back to your seat and wait again. Step 3: You will be called again to a different counter to complete license issuance like questions, picture etc. This office is worth a visit. Very kind people and they do have a website. Whom ever is running this, please takeover other inefficient DMV's like Olivette. Note: I had a very bad experience on the olivette office and wasted 2 hours the day before only to be sent back.

This week I had two encounters with the City's Assessor's Office/Collector of Revenue downtown at City Hall. No matter what you have to do over there, it seems they always yell at you and refer you to "Room 115" which is where the 25 employees with piss poor customer service skills sit around doing nothing all day doing who knows what but sure do get bent out of shape when you come in and take a number. This office is where you get your "Tax Waiver" which states that despite the fact that you've been paying personal property taxes to the city for years, you had no tax liability last year so now you can get whatever you want done and pay more money. I swear these sour-pussed "helpers" are there as gatekeepers to test your resolve before you enter a lower circle of hell. If you can't deal with their ire, run away! Next, you either go to the office with a bunch of bank teller like windows where the people are smiling and nice until you get up to their window and they tell you what a jacktard you are and that you need to go to "Room 110" (I may have my room numbers mixed up, but if you've been there, you know what I'm talking about). So I finally get to the correct room and luckily, despite the crowd, my number is called in short order. The sour-puss at this window gives me the whole "whadda you want?" glare and I present my forms to transfer title. I have a huge tax check, my old registration, title, bill of sale, driver's license, proof of insurance, tax waiver, safety inspection and emissions test from last July. Surely, I'm good to go, right? Wrong! Where is your new emissions test? I didn't know...I just got a 2 year plate last year and my current test is not expired... WRONG! WHAT THE $%^&#$^%$% ARE YOU THINKING? GET OUT OF MY LINE!!! COME BACK WHEN YOU'VE PULLED YOUR HEAD OUT OF YOUR NETHER REGION!!! Holy crap! I've had my ass chewed a time or three in my life, but these brutes really know how to foul up a brother's day. So, shit, I fire back at this customer service specialist. Look Lady, I don't know who pissed in your Wheaties today (I like that one) but I am on a clock to get my sales tax paid to the state so I can get my new title to the bank (I purchased a lease) and at the very least let me pay my sales tax and get my title work started. "Well...I could do that, but if I do you will be driving on an bad registration because the title will not be in your name or the banks..." Yeah...well if I get pulled over between the time I get my emissions checked and get back here, I guess I'll deal with it. So, little miss can't be wrong takes my check, issues me a receipt and hands me back my paperwork...or at least most of it. I find out the next afternoon after I made it to Midas and got my emissions tested, that biatch had kept my "Tax Waiver" and that I would have to go back to "Room 115" and get a new one. Listen up!!!!! I will not go back to Room 115. You see that sour-pussed bitch sitting right over there in that cage? Yes, the one that looks like she just smelled a bowl of warm piss...yes, that one. She took my friggin' Tax Waiver yesterday and didn't give it back! While I glanced over my shoulder for security, she slurks off and has conversation with old sour. She comes back and mumbles something about how they would never hold onto the tax waiver, but in my case, since old sour recognized me from yesterday she vaguely remembers that I had the form then so it is okay to proceed. So I pay my new extortion to the city/state, get my third set of new plates in 15 months (yes...remember last year when they switched designs?) and get the fuck outta Dodge. Oh yeah...even year so I couldn't get a 2-year plate. See you fine folks next year...ugh! But wait...did I really get in and out of there in less than 46 minutes? I must have, because when I got outside my meter still had 3 minutes left on it. It only cost me 80 cents for that 46 minutes. A quarter at City Hall only gets you about 12 minutes. What a rip.

And that made it impossible to obtain license plate stickers for a car that wasn't itemized on the bill. I thought this would be a supreme red-tape disaster. There were just two ahead of me. When my number was called, the woman knew exactly how to get everything straightened out. When she printed out my 2012 personal property declaration, it was the 2010 form, and the cars listed were absolutely correct -- for 2010. What a mix-up. And there was my signature with the date of January 23, 2010. Amazing that this became my 2012 form, 'cause all over the top of the form was 2010 in BIG print. Well, mystery solved in a manner of minutes. I had with me the titles to the cars I DO own. She corrected my 2012 personal property tax receipt for what I owned on January 1, 2012, printed it out for me (to get the license renewal that prompted all of this), and said I'd get a partial refund. WOWEE!! And she updated my current owned vehicles for the 2013 declaration. In and out in about 20 minutes, allowing 10 minutes for the wait. No charge for anything!

I opted to get out of there! I went back the next day. They open at 8:00 and I got there at 7:30 and was seventh in line. I think there were 30 or so people in line when the doors opened. We were all given numbers by a man who works there. By 8:30, at the latest, it was standing room only. Things were moving along pretty well. That is, until it was my turn. I did have everything I needed. Long story, but if I had other paperwork it would save me a lot of money. I stepped aside to do what I needed to while the gal helping me helped a few more people. I got what I needed sent to me on my phone. But we had to get documents from my phone emailed to them and they would send them to their printer. It did not go smoothly. I was willing to walk away and go back early another day. I would get the document copies so it would all go well. I truly felt bad taking up so much time when so many people were waiting. But the gal helping me and her supervisor figured it out! I've been going to this location since they opened and they really are a good group of people working there. The gal who helped me this time is Dipika. She actually recognized me from prior visits there and I really don't even remember the last time I was there. She's so nice. She's very pleasant, doesn't get upset, and is very kind and helpful. I hope she's the one who is available when my number is called the next time I have to go!

I recommend bringing along headphones to pass time. Plus side is that there is a communal bathroom to make waiting a bit more tolerable. The price is right at $5 a round (Bring your own ammo). It is cash only, but then again it is $5 per round which is cheap. They also gave me a round free after 10 visits. The people I meet shooting trap and skeet are also very friendly. Don't hesitate to go if you are new to shooting trap/skeet. There usually is someone who will walk you through. I have sighted in my rifle during late Aug/early Sept. If you go during the week in Aug/Sept. to sight in your rifle, not many people. But if you go a month or less before deer season, it is packed. I don't carry cash typically but it's no inconvenience for me to visit an ATM before I head out that way. It's part of my planning for the day, just like ensuring I have ammo, ear and eye protection. The rules on the rifle range are great for newer folks like me and I'm not put off by them as another review stated. If you're bothered because someone reminds you to handle your gun safely, that's a you problem and everyone around you benefits from the employees on the range doing their job. I've had amazing experiences shooting skeet there. No machine issues and hardly ever a wait. And for $5 a round, it's more than worth it. Glad to have a great place like this in St. Charles County.
