I've lived here over two years. My first two years in a loft were great! Beautiful floorplan, convenient location, and our maintenance guy Eddie is always kind, personable, and truly the face of the community. Unfortunately, my recent experience has been very discouraging. After transferring into a flat unit, I experienced issues almost immediately. I filed complaints and had to follow up multiple times before finally getting a response weeks later. Lease renewals have also been mishandled several times, creating unnecessary stress. Overall, communication is poor, issues go unresolved, and I've noticed a high turnover rate. Most reviews are from a while ago, so I want future renters to know what's happening now. Be cautious, especially if considering a flat unit. Ask very specific questions and tour that specific unit before signing. read more

This post is longer overdue. We've lived here for about a year now and the overall experience has been good! First off, Eddie, the on-site maintenance guy, is FANTASTIC!! Probably underpaid, as he's the sole maintenance personnel on-site, but he keeps the place clean like it's his own. He's super responsive, always helpful, and considerate when he has to enter your space. He's honestly the ONLY reason we're considering staying at this apartment complex. Now, for the "bad." The reviews about the Leasing office/management are somewhat true. For instance, when we moved into the apartment, it wasn't move-in ready. That's on the Leasing office. I would think once they know the deal has gone through, it's THEIR responsibility/job to ensure the apartment is move-in ready. It wasn't. The original washing machine reeked of sulfur-- they eventually replaced it, but again, not move-in ready. Something the Leasing Agent should've noticed because the entire laundry room/closet smelt foul because of the sulfury washing machine. Overall, this is a good place to live. People are friendly enough, Eddie keeps it VERY tidy, and no one breaks into your cars. The kitchen cabinetry is straight out of the '70s, as is the bathroom, but it works. Do not rent here. I am a current tenant and in a situation where the company/property management is trying to scam, rip off and take advantage of. They raised my rent from $2,135 and after my 1yr lease expired offered $2,205 or month to month $2,300 plus high rate for utilities also. I am a single parent living here with my young daughter. I completed online a renewal offer and they are claiming "it didn't get accepted" to their benefit nobody attempted to notify me of documents needed to sign I did not get any email or phone calls. Only an email confirming my renewal offer of $2,205. Yet they are trying to bill me $2,300. They had a change of property management/online portal system which is useless. Nobody responds, hardly ever is an actual person is in the leasing office. You call the office and no response. All of this benefits to the company, greed. I want anyone and everyone to know what really happens here. read more

UPDATE BEWARE! Past and current residents please beware! After moving out we found out they charged us for utilities when we were not even residents! We moved out in January and are getting charged for some February utilities! Immediately on 1/27 once we saw it deducted from our security deposit we contacted them with proof we were told in 2/7 "they are adjusting the charge and will mail it out to us". It is not 3/5 and they will not respond to us at all nor have we received our check. This place is absolutely terrible I urge that nobody rent from this place! read more

Yea Brian so no one can respond and your corporate office can be horrible to me also. This place is horrible. I don't recommend it at all I hope they fired the office manager Gabriella but I doubt it because they seemed to think she was so great. I had to sign some papers to get out of my lease I turned them into Gabriella and she never turned them in and so I received a collections notice for over 5k for breaking my lease. No contact no nothing prior to that and also I had turned in the papers I was supposed to. Then I complained to corporate and they finally fixed that but still sent me to collections for move out fees that I also tried to dispute tried to work out a payment arrangement with them and they told me they would give me an extra month to come up with over 1500. Umm excuse me I'm taking care of my mother who had a stroke I'm barely getting by and you expect me to come up with that kind of money in a month ha! So they sent me to collections to ruin my credit it's not enough that my whole world was turned upside down but then I have to deal with Gabriella being shady for no reason and then being sent to collections when I was trying to work out a payment arrangement for fees I didn't feel I should have to pay for. read more

This place gets 5 stars because of Kathryn and Eddie. Kathryn was the kindest most understanding leasing office manager ever. She's took time to talk to us anytime we saw her in the complex. She sends out notices anytime before entering/new construction/parking issues ect. I always felt in the loop. When you put in service requests it gets done immediately. The only time it didn't was because it was the start of the shutdown and a dishwasher wasn't considered essential. I had to hand wash for weeks not the most fun but it was fine. Eddie, what a wonderful guy! He's the maintenance man, he lives on-site and he's so helpful. We always spoke when we saw him around the complex. He's fixed our dishwasher, changed battery for smoke alarm and our wash machine. We lived here for a year and a half and only needed a few repairs/fixes. The only few things that sucked about living here was the price, it's California and everything is expensive, we came from Oregon where 2 bedrooms are 1300+. The people do not clean up after their pets. They provide bags and a trash can but yet they are still incapable of cleaning up after their own animal. We have a daughter and I had to bring her with me each time and 9/10 there was dog poop in the park. Disgusting. The parking really sucks.. if you have more than one car you have to park in visitor spots and you have to move your vehicle every 2 days. They have about 4 extra spots that you pay for monthly (80$) but even all of those were taken. Outside the apartment you can park along the street but While living here people's windows were shattered. The reason we moved is because of work or else we would have renewed another year. There is a new office lady in charge now ( sorry for you all who don't get to know Kathryn) and we are currently awaiting our move-out paperwork/deposit stuff. read more

I truly loved living in this apartment complex. It is much smaller than most complexes which meant it was always quiet and pleasant. It has direct freeway access which was helpful, and I never felt there was too much noise considering it's proximity. It also is nearby a beautiful trail which was wonderful for walks, runs, and even rollerblading. I lived in the flat layout which always felt very spacious for me and my two small dogs. However, the best part of my experience was Eddie and his wife as they are both very lovely people. Eddie handles all of the maintenance for the complex and now helps manage the complex. He is a very friendly and genuine person that always made me feel safe and comfortable when addressing small maintenance items. He is very knowledgable, quick to address any concerns, respectful, and contributes to the overall positive energy in the complex. Update: I have been here for a solid 6 years straight lived in three different apartments (just to switch up scenery) and have never once been disappointed! Eva is by far the best landlord I have ever dealt with. She is professional and actually cares about her tenants!! My husband and I have lived at The Boulevard for over 3 years now. The area of this apartment is prime location with easy access to the freeways, close to downtown Pleasant Hill with plenty of restaurants and stores. And literally borderline to Walnut Creek, 5-7 mins to downtown Walnut Creek (with even more stores and great restaurants. We have a little toddler and we LOVE that there is a trail that is a few min walking distance and there are multiple parks around here. The area is so safe and nice. Living at The Boulevard is so easy, there is plenty of visitor parking, it's gated (for added safety), and very clean and the pool is a major plus. I love the in unit laundry and that the walk in closet and room is spacious. My husband and I would like to give a big shoutout/recognize the amazing Property Manager Eddie Gonzalez. Eddie is so quick to respond when we have a maintenance request. If anything was urgent, he would resolve the issue right away or already be on top of it informing the residents and even non urgent matters he was happy to fix any issue so quick. Eddie is very skilled at fixing anything in the apartment and when you see him on the property , he is very approachable and will assist you with your needs. Eddie also assisted making the process of leaving the apartment complex seamless. We would have totally stay if there was a 2 bedroom here at The Boulevard apartments because of our growing family we have to move . But these 3 years here have been the best :) in summary, with the spacious 1 bedroom , walk in closet, and in unit laundry into and nice living space , along with the great property management (Eddie) who can resolve any apartment issues, living at The Boulevard has been very easy and stress free. I've lived here for the past year. Kathryn, the former property manager who had great communication & problem solving skills (professional, courteous, knowledgeable, and empathic), has left. Currently, Natasha is the property manager. My communication with her recently regarding what I think of as a simple issue has been so stressful; I will share below. My pro's of living here: 1. Rent is more affordable than other places I've reviewed 2. Location is great--walkable to the downtown area (has shops, restaurants, movie theater, banks) & across i680 south & close to 680 north 3. Eddie, the maintenance supervisor, is quick to respond to maintenance issues; he has a friendly personality--very likeable 4. Quiet 5. Nobody has ever stolen packages I've ordered, & I frequently order something weekly from Amazon, UPS, or the Post Office. Even though this community is gated, I've received most of the packages I've ordered at my doorstep without the deliverer having to call me to let them through the gate 6. Community feels safe 7. Nice neighbors 8. On-site washer and dryer 9. Assigned parking spot (1 per unit) 10. Online portal to enter any maintenance issues 11. Beautiful landscaping that's regularly maintained 12. Non-smoking complex, though there's an area in the front where people go to smoke. 13. Leasing options are flexible (annual, 6 months, month-to-month, etc.) Here are the cons I've experienced: 1. In the first month, there were several maintenance issues (i.e. broken microwave handle, no cold water in the shower, dishwasher wasn't washing items well initially, tub drain clogged with nasty stuff spewing out, washer leaked, etc.). At least help is fast to come (usually the next day), but this was a lot of problems to deal with in the first month. 2. The availability of the property manager is limited & confusing. If you call the leasing office today, the current availability is 4 days/week, Tues 8:30-5:30 & Thurs-Sat 8:30-5:30, but the property manager (Natasha?) isn't always here during business hours (I think she has another property she manages?) On Thurs afternoon during business hours, I walked to the leasing office in person & knocked--no one was there. There's sign that says you must make an appointment to talk to the property manager. I called--no response. I emailed too. 3. Recently, I've had difficulty getting simple info/clarification even though I live here. 4. Good luck getting important packages. Remember, this is a gated community with a callbox at the front of the complex. Thus, I'm not sure how to get my very important monthly medication from GLS delivery company. To enter the gated community, there's a callbox in which the driver can call you so you can open the gate through your phone. But what if you're not available b/c of work? I've been given conflicting info. Here is a summary of a recent email thread: -Me: GLS delivery company left a voicemail on my phone asking me what is the gate code to enter? -Maintenance supervisor: They should have the code to get into the gate or call their office for the code -Me: GLS delivery company said their office doesn't have the code. How can they get the code? Property manager: Next time they can stop by the leasing office or reach out to our main office to get the code. -Me: But the leasing office is located behind the gate...They would have to have the code to get through the gate to get to the leasing office...Also I called during business hours and no one was available, so if they call, they might not get a hold of anyone either...What's another solution? -Property Manager: They can call you so you can let them in Me: But I'm not always available to pick up the phone just like you're not always available...How can they get the code? Property Manager: There is no code we give out to delivery companies or drivers. -Me: Wow, I'm even more confused. This whole email thread indicates there is a code to get through the gate, and now you're saying there is no code? Every month I pray and hope that the delivery driver can somehow get through the gate. It's been very stressful. If you too depend on receiving important items from shippers, I wanted to share this experience with you to save you some stress. Until i Found the Boulevard!!! i have lived here for about 5 months now and i couldn't be any happier with my decision to move in here. the location is more than perfect i was a little skeptical at first since it was right next to the free way but i Never hear much of the street noises besides the sirens here and there. I live in walking distance from Literally EVERYTHING you could possibly need! Another huge plus is the Landlord Eva Is an absolute sweetheart!!! She made me feel right at home as soon as i met her!! That goes for all the workers on this property to be honest They Come as soon as i have an issue with anything!!! im use to waiting 24 hrs before even getting a call back from most places ive lived but here We are #1 priority!!! I have absolutely loved living here for the past 2 years, if I were not leaving the area I would stay for many years to come! It's a beautiful property and the apartments are unique so it feels more like a home than just another apartment complex. Even with the highway across the street, it is a quiet community and everyone that lives here is pleasant and respectful. The staff has been wonderful also - no need to worry about getting maintenance issues taken care of, Eddie accessible, fast and efficient in all of the work that he does! The apartment complex is clean with quiet residents. Parking is terrible. There is virtually no visitor parking and it's terribly inconvenient when guests park in your spot. There is little to no street parking. The unit is gated which is nice because there is a half house on the adjacent block. The people wander around sometimes, I don't recommend walking around alone especially at night (the neighborhood is poorly lighted). The apartments are located next to the freeway, makes it hard to get to the complex because it's on one-way street. Moreover, you get freeway noise in your apartment, it's a nuisance. The interior remodel is nice and the in-unit washer and dryer is awesome. However, there is no central AC. The window cooling unit for the loft makes the window unclose-able. Therefore, the unit is unbearably hot in the summer and terribly cold in the winter and your bill is needlessly high because of wasted energy. Office management is the worst, super passive aggressive. When management talks to you in person, they act pleasant but speak to you as if you're stupid. When I moved out, management tried to charge me for damages that I didn't make. Management called out an inspector, thankfully the inspector confirmed what I had said and I wasn't charged. Nonetheless, management treated me horribly and threatened to charge for unwarranted damages, very negative experience. Again, thank goodness for the inspector. After such an experience, I would never recommend living here or with any Klingbeil property, not worth the headache. read more

I don't live here but I've had two (or three?) friends that have. So my review is from a guest's perspective. Most important to ask: What the #$&! is up with the lack of guest parking?! There's practically none, so a few times we've parked in the prospective tenant spots which are oddly very short. The car sticks out into the main drive, and while it's not impossible for other cars to swerve to go around it, it's a really weird way to park. The units are nice. A friend who lived in the back of the complex had a second floor loft. The front door opened into a good sized living room and the kitchen was pretty standard, but on the small side. It was in good condition though. Another friend on the first floor has a nice set up as well. It's not an inexpensive place to live, but it's very pretty around the complex. And the pool isn't freezing cold! Not a very deep pool though and not a large area around it - and NO hot tub - but it's a nice place to sit poolside. When entering the complex, there is a locked gate so if you don't have a clicker you need to dial whomever youre visiting for access. If youre a prospective tenant there is parking outside of the gate so that you can access the main office. When leaving, you can't turn left out of the complex (to go toward Monument); only right onto Contra Costa (toward Treat, or 680 South entrance). Pretty inconvenient sometimes. read more

Property Management is new, and is not friendly. Service hours are Tuesday through Saturday 9-6 but not always there. Property is not well maintained. Drug dealer lives onsight and management knows but doesn't do anything about it. Residents let their dogs bark all the time, or cats roam balcony and crap in your plants. Plumbing is not great in the units, and the toilets plug, drains don't drain, and the dishwasher collects water all the time. read more

I'd like to update my post from the previous one and say that living here, so far, has been great ever since I moved to Pleasant Hill from Oakland back in 2005. I've lived all over Pleasant Hill and Concord, and by choice, I moved from one place to another simply because I was unhappy, whether it was the complex, management or the area. I'm not a picky person, but I don't believe in being stuck with something that makes me unhappy, so just like that, I move on. Now despite the issues I had with The Boulevard in the beginning, all related to the specific apartment I moved into, everything that bothered me, that I had to deal with, has been fixed and has remained fixed. For awhile, it was becoming "normal" to expect that something would break, had to be worked on, or required some effort on my part to accommodate these things. Being that I have moved from complex to complex, this was supposed to be my final move until I got my own house. I didn't want to move again, so I was a bit more patient this time than in the past in regards to maintenance. So imagine my disappointment when things kept breaking down. Except for the carpet replacement this year requiring me to break down and rebuild my massive entertainment center, everything else has been pretty nice. I haven't had to call in for maintenance for awhile now, I haven't had any issues with my neighbors, and the smoking that some how snuck into our apartment through the pipes, has been cut down quite a bit. At this point the only issue I can come up with is the lack of spraying for bugs around the community, as clouds of nats, thousands of them, often gather around the walkways. I understand that preventing this is not possible, but reducing their numbers is and that would be better than nothing. As usual, the management of this complex are wonderful people, and they really make living here a pleasure. I would still recommend anyone come to this place, check it out and live here. read more

The Boulevard is an amazing place to live! I have been living here for 3 weeks and have enjoyed the time I have spend with the manager, Kathryn. She is so sweet and incredibly helpful educating me on the steps I need to take in renting my loft. The property is so well taken care of. It is extremely clean and beautifully decorated with plants and trees. It is situated in a wonderful location next to a wonderful shopping center. We have lived here for almost a year and a half now, and we have no complaints. Apartments are very up to date and the maintenance staff is awesome about fixing something if it is broken. The entire complex is very well maintained and the pool area is awesome! New outdoor kitchen and outdoor tv. Can't get any better than that. Also, very pet friendly with a gated dog park. Wanted to update my review as we are moving out due to jobs pulling us elsewhere. It has been a pleasure living here in this quite charming complex. I notice the rent fluctuates greatly depending on the time of year so keep it eye out. ( I think it was the lowest right after summer-ish, if I remember correctly). Be prepared to pay about close to 100/month for water and garage! I saw a few tenants move out before us and it looks like they are working on remodeling the units, one even got faux wood floors, that's nice. I have been living at The Boulevard Apartments since June 2014 and have nothing but great things to say about the quality apartments, amenities, and friendly staff. Walking distance from downtown Pleasant Hill gives you access to a variety of restaurants, shops, and the movie theatre. They continue to make improvements that add to the quality of the living conditions as well are extremely efficient with fixing any problems that may occur in your apartment. If I could give this place no stars, I would. Honestly do not live here, they're a lot nicer to you when moving you in (of course the property manager wants her commission, I get it) but once it's time to go... oh man. Make sure you hire a maid or something to clean your apartment. The fees are ridiculous. I literally only had carpet on the stairs and they charged me nearly $800 for replacement. I also got charged a tub reglaze fee that's nearly $400.. A majority of the utilities sucked. The washer needed to be replaced within the first month, the dishwasher never worked, the toilet would get clogged, there's a lot more to complain about but hey I guess I'm glad to be gone. I think it's because I'm young that they're trying to take advantage but in reality this place sucks. Don't do it. If you're going to be paying $2000+, find something nicer and spacious. Oh and make sure the utilities are included in the rent. The additional 100+ to the rent is inconvenient. read more

I'm also a newby (less than 6 months), but so far everything is absolutely perfect! I haven't yet had any reason to contact management, but I have been in contact with Eva, the leasing agent. She has been nothing but helpful from the start and is always super friendly whenever we see each other around the complex. The grounds are VERY well kept up at all times, my dad who is an avid gardener even commented on how well maintained the grounds are! It is true that you are right by the freeway so of course, you're going to hear the noise when you're outside or have your windows open. That's a small price I'm more than willing to pay for being in such a convenient location. I feel very safe and secure here, I ready some other reviews that mentioned crime, but I also see that those are from 4-5 years ago. Clearly things have changed since then! I personally love the lofts, feels more spacious and it's nice to have the whole top floor be my bedroom. Another huge bonus for this complex is that they are SUPER pet-friendly, dogs up to 50 lbs, very unusal. As such, most tenants seem to have dogs but are great respectful owners who clean up after their pets and don't let them bark at all hours of the night! She's very easy to talk to and always makes sure you're assisted. I definitely recommend this place for singles or couples.....there are couples with kids...but the apartments are one bedroom or flats, so...you might be better someplace else if you have kids. The only reason I would give this place two stars is because the grounds are kept up very nicely. Other than that I was not pleased at all with it when I came to check it out. To start the lady Jennifer is by far the rudest women I have ever dealt with ever in my years of renting. She spoke down to me rudely as if I was stupid...mind you I am 63 years old so treating a possible new tenant like that was baffling. I didn't even bother staying to finish the walk around of the grounds because she was so off setting... I love my apartment!! It's beautiful and quiet. I have lived here for three years. After living in a loft for two years, I renewed my lease and moved into a 1 bedroom with my boyfriend. He loves it. The complex is small and the tenants are friendly and normal. The landscaping is beautiful and it doesn't look cheap. It is also next to a freeway, so everything is super close by. The apartment manager is also very helpful. Maintenance comes quick and the maintenance man is also a tenant, which is comforting to know. I left her a voicemail in the morning and got a quick response a few hours later. I was able to come by and tour an apartment that day. She was friendly and hospitable, answered all my questions, and was able to help me get all the information I needed to apply for residency at the Boulevard. I have lived at The Boulevard since 2011 and have thoroughly enjoyed my stay the customer service has been excellent and accommodating. Any repairs needed and reported are fixed within 24 hours or less once reported. The property is very well maintained and updated with notification to the residents. The location of The Boulevard is accessible to great dining, shopping, and easy access to major highways. Finally, the property manager, Eva is great and always providing activities to show appreciation for the residents such as: hosting pool parties, cookouts, and serving coffee and doughnuts when exiting the complex . I moved to this property from their sister property in concord. At first Eva was very nice. When I mentioned I had a boxing bag that I wanted to put on my patio, because I had it on the patio at the previous apartment, she said I could only have patio furniture. Look around and you can see other tenants have other things than furniture on their patios but she says nothing or does nothing about them. Fast forward to the beginning of winter and the knob to my air conditioner/heater breaks. I called for emergency maintenance on Saturday and they asked if maintenance had permission to enter while I wasn't home. Come Sunday and still no sign of maintenance. I called them back and informed them that it is an emergency when an apartment has no heat and that it is a habitability requirement by law that that sort of issue be addressed immediately. They said they left a message for the manager rather than dispatch maintenance to fix the issue. Management doesn't get back till Tuesday, so I'll be without heat for four days. I went out and bought a tool to operate the heater in the meantime. I gave Eva the receipt and asked they deduct it from my rent. She claimed I had to give her the tool to get reimbursed. Yeah...guess what? No I don't! By law I only have to provide the receipt because I had to go to the trouble to temporarily fix an issue they wouldn't. Once you start giving Eva any issues don't be surprised if you get a notice to terminate your tenancy. That's exactly what I got. Eva is just a little prodigy of the regional manager who is also very condescending, biased and judgmental towards people she doesn't take a liking too. So if I were you I wouldn't waste your time or money on this apartment complex. Unless you fit the "mold," don't be surprised if you have issues like I did. read more

Apartment community is old and everything is falling apart. Management is a joke. Don't ask Lonnie Brewer for anything. She is the worst community manager out there. I've been trying to contact her supervisor and she claims "she doesn't have one." she has told me to leave my contact info and any complaints or concerns with her and she will forward to someone. Sad to say, after living there for 11 yrs, they decided to stop the program that afforded me to do so, and double the rent. They are remodeling the apt. that I loved and called home for so long. When I left, I was treated poorly, and rudely, and when asked to look to see if I had any mail since I hadn't received any at my new place yet, was told no, my apt. was already rented. But it is in the process of being remodeled and no one can live in it yet. I don't know if our mail is accumalating in the mailbox or not. I asked if maintenace could look then - and was told no. I have allowed the people who lived in my place to look for their mail - I can't imagine someone saying no to such a simple request. Also my deposit check hasn't arrived yet after receiving a letter that it was enclosed. I called and was told "No, Corpration will send it." The letter clearly stated my deposit check was enclosed. It's the standard reply " Corporation will do it" and then it takes days and days to find out if some thing is going to be approved or received. I have lived there a long time, been thru' many managers - the first one was an angel...after she left it started going downhill. It was obvious they didn't really care about the tenants-it's all about money. I would never rent from Essex Properties again. read more
