I visited The Phoenix last week and I am certain I saved myself from 11 months of strife. Upon arrival I met the single maintenance guy for SIX HUNDRED FORTY NINE units. During the tour a resident complained about his AC being broken for a number of days. The leasing agent didn't address the issue with the respect it deserves as for my standards. In fact, the leasing agent essentially brushed off the resident by offering the excuse of too many people moving in to expeditiously address the resident's concern and when out of earshot was able to spout off the fact that The Phoenix technically had 30 days to fix the issue to remain in compliance with California law. The apartment interiors are appealing and their website is very well done, but if my experience rings true to the priorities of this place - you need knowledge in HVAC and home repair to maintain your own comfort. read more

FORMER RESIDENT - FIND ANOTHER PLACE TO LIVE! I lived at these apartments for a year and I could not wait for my lease to be up! I should have listened to the bad reviews but I got blind sighted by their words when I first signed the lease. They reel you in with a wonderful low all included rent price only to find out after you sign that the utilities (water, trash, and sewage) are separate from monthly rent. By the way the charges are based on the entire complex as a whole so its not even by individual apartment use. The parking permit is also a separate charge. They say they're new renovated units but they actually charge you extra if you want any updates or a washer and dryer. I got lucky and had a unit that was getting a washer and dryer upgrade anyways so fortunately I was able to skip that monthly fee. When I moved in there were still stains on the carpet, the paint job was terrible and there were paint/moisture bubbles in the bathroom. There were mostly college students while I was living there but towards the end of my lease around the time school ends and summer starts I noticed a lot of suspicious activity starting up. I would start to see sheriffs and cops there weekly, hear more arguments and such from neighbors or other tenants. There was even a person hiding out somewhere with a gun so the police had part of the complex closed off, I had to be walked to my unit by the police and was told to stay inside until further notice. There was no notification or anything from the front office by the way they never said anything about it, but they somehow still managed to send out notifications about tacos and yoga?? I couldn't wait to leave. But that's when it all got so much worse. The process was so backwards and if you question any of their cost or procedures they will not have a strait answer. After terminating my 1 year lease they sent me a final statement for over $300 and they were going to keep my already $300 deposit. I was livid, I immediately asked for proof of any and all charges most of which didn't make sense. They wanted to charge me almost $250 for a partial paint job for the unit which by the way they paint all units for the next residents anyways. I didn't even have anything hung up or on the walls because I knew I wouldn't stay past my 1 year lease. There was no way I was going to pay more than $300 on top of them keeping my deposit that is just ridiculous, they wanted luxury apartment payments for an out of date over sized college dorm. The front office will not or cannot give you a strait answer about most things and good luck getting a hold of anyone on the phone. I will say that Jessica was pleasant to work with but other than that this complex should be a LAST RESORT. I had several other issues but I think the important stuff is out. Don't move here unless you want your hard earned money stolen or at least be ready for a fight with management to get your money back. Just don't live here, sure the pools and gyms look nice and fancy and they do have a dog park (careful about that place!) but they just want your money and to keep your money. read more

Living here is a nightmare. If it's not the water constantly being cutoff due to their never ending construction it's the electricity. You walk into the office and all they say is "call smud". Even though it's one of there generators that failed. I pay $1000 roughly for a mid grade one bedroom apartment and I'm stuck in a 15 month lease. I'm can't wait until I move out of these slums. Just moved in and i'm loving it! :) We had a BBQ/Pool Party when we first moved in and everyone was nice and friendly, it was awesome! We love our 1Bdrm apartment too. Super spacious and nice. No place is perfect, but this place is doing a damn good job. We always get an answer when we call and the staff here is very responsive and willing to go out of their way to help, once notified! Which we VALUE!! Especially because i call a lot. :) Overall super awesome place so far, once i get past my 6 month mark i'm definitely putting 5 stars. The Phoenix has been our home for almost 2 years. It has a great combination of college students and families. The shuttle is the best aspect of living here, so convenient. Never have I experienced such high end residential service. The illustrious staff have been on top of things, with no occuring or reoccurring problems. The agents aren't pushy and very accommodating. I do not live here but I did recently tour the complex. Two of the three girls I talked to in the office over the past few weeks were great. The first time I called I had just gotten off work & wanted to ask some general questions. It was 10 minutes before the closed for the day so I was apologetic but the girl I had talked to was so happy to answer my schedules & even schedule me for a tour. The day before my tour I wanted to just confirm my tour time with the complex so I called again. Another girl said she wasn't able to tell me because her managers were out, lil weird but didn't really think much of it because she said she would call once they were back. No call back all day. The day of my tour, I call in at like 10 to just confirm the time and a new girl tells me I didn't even have an appointment scheduled? Luckily she was happy to set up for that day anyways. Definitely something lacking overall BUT everyone I talked to was so friendly I didn't mind as much. When I actually arrived for my tour, Briana was so sweet & happily showed my family around the complex, answering any questions we had. Their prices are actually lower than they advertised which was a nice surprise. Like I said, I don't live here yet, but this place is definitely better than other complexes I've looked at. read more

The Phoenix is by far the worst apartment i have ever had...the office staff is negligent with complaints or quick fixes...the neighbors were very loud and caused fights. Me and my wife had to leave because we did not feel safe and was a discredit to me being a veteran and being treated like crap by Stephen and the rest of the office staff. The maintenance team was spot on given the amount of tenants and the gym/pool area is pretty nice as well. The apartment itself was a one bedroom that was rather comfortable. Except when we moved out we found a large amount of black mold from the wall behind our dresser. This was caused by a party upstairs with a full bathtub. We reported back in October and the office dismissed the damage to the wall and ceiling which led to the mold. The a/c was always broken but the maintenance team did fix that. Parking is an issue with guest parking. There is a security staff but they do not take their job per office. The location to Sacstate and the freeway is close. Outside of poor staff behavior/attitude, fights from drunk parties sponsored by the office, and lack for tenant health...the only highlight was the room and gym area read more

Very comfortable apartments, with, for my unit, in-apartment laundry/dryer, and a walk-in shower in the master bath. The staff does a great job handling routine tasks, like holding packages for us and fixing the minor problems that all apartments run into. Unfortunately, the rents are rising fast or I would rate it with 5 stars. They have a great recreation center, with a huge swimming pool, and lots of picnic options, but those are largely aimed at the much younger people living here. read more

The office staff will smile and take notes, assuring you that they will take care of your problem and call you once it is resolved, however they only write these notes to appease you and get you to leave the office. They will simply throw their notes away and take no action related to your concern (they chronically lose mail packages, btw). I had not origanially planned on giving this place a review at all but after some issues I had moving out I decided that I needed to. To begin with when we moved in the place was infested with roaches and ants so much so they had to spray the place 3-4 times to rid us of the problem. I was livid because this is the last thing you want to have to deal with when you first move in. We asked for reimbursement for the first months rent for the inconvenience but they refused and eventually gave a discount on rent only after extreme convincing. All maintenance takes about 2-3 weeks to come help you fix your problem unless you pester them constantly. Parking in this complex is the worse ever and and as a result you end up parking outside in the street most of the time. This becomes an issue because if you are parked there past 8am on weekdays you get a ticket and many people get their cars broken into as well. I in fact had my car stolen right in front of this complex and my roommate had his car broken into twice and my boyfriend once. If you desire another parking spot it is located way in the back and they charge you $50 a month more for this not so convenient spot. After leaving we did not get our deposit back even though the place was spotless upon our moveout. Then, after being gone for almost 3 months I realized my SMUD account had not been properly switched and I called SMUD to see if I could fix this. SMUD was able to reimburse my account for the most part but there was still a month worth of pay that they instructed me to call my current complex about. I called the Phoenix and got in contact with their accountant Lisa about the matter. Instead of being helpful and doing the best to see how if at all she could refund my money to me she told me it was my fault and there was nothing she could do about it. She in fact did not try to do anything to help me but did everything to prove herslf right that she could not. I know this is not how customer service works in fact I am very skilled in customer service and I felt attacked rather than helped when I called. I figured since I was a loyal tenant for 2 years that they would want to do more to try and accomodate me so that they could maintain a good reputation. All I wanted was my money back and she made me feel like I was trying to steal from them when in fact they stole from me. This experience is what prompted this review and I advise anyone although the amenities are intriguing it is not worth it at all. My car got towed twice there and the managers don't care about any of it even though I told them I just had a baby and it's hard for me to park because I had a major surgery and they flat out told me they don't care. DONT MOVE HERE UNLESS YOU HAVE TO. If I could give this place a negative I would. Where do I start. The apartments are basically overpriced dorms. paper thin walls, the paint in the apartments is old and bubbles. There's mold they tell you they can't do anything about because it says so in the contract. The tubs are cheaply painted over and chips within a few weeks. They are pet friendly but apparently that also means just let the pets poop anywhere and everywhere. The managers aren't active on the property so they're never around to see the stuff going on. They NEVER answer the phone so if you do have an emergency good luck. The carpets aren't even fully clean when you first move in. My washer and dyer sat in my kitchen for a week before someone even came to install it. If you do have an issue Steven and Nina will just rudely brush it off and say its in the contract. It basically feels like a dorm with unhelpful RA's. Also they say water and garbage is included in the rent but its not. your paying both smug and other utilities separate from the already ridiculous rent. The only good thing about this place is they have a dog park. But people treat that like doggy day care and just leave their dogs unattended. I wish I would have looked more into this place and believed the bad reviews. Parking is also horrible, and homeless people coming in and out since the gates are ALWAYS broken. The also a hole in the back fence of the property by the dog park where most transients come and go as they please. SUPER SAFE. Good luck getting a hold of security or anyone for that matter. They just want easy college kid money because of the location. They could care less about the actual tenants once you're moved in. VERY UNETHICAL short story: refused to show me the available unit when I asked. Instead took me on a virtual tour on their computer. Rainy day, lazy leasing agent didn't want to show me anything outside because he didn't want to get wet but I insist and he took me but didn't show my much so I did a self tour. Paid 2 app fees, processing fee, & deposit. Told I got approved. Jessica said I needed smud proof + rental insurance + rent on move in date. Move in date: gave all that to Jessica, she took me to the unit, rushed me through inspection & told me I had 72 hrs to inspect. Started on lease, disclosures: acknowledge mold problems and be responsible for mold, Same with bed bugs. Asbesto and lead present. Unethical to disclose these things after Took my money. can't get refund so I went through w/ lease. Got keys, did inspection, apt had mold and other stuff. Notified staff in office, said they'll fix. Was told over my follow up call with Jessica that apt was cleaned and ready to move in. Drove to apt, mold still there, apt not clean. Office closed, left message. Didn't stay at apt. Look up tenants rights and learned a lot. Next day after work, went back to apt. Jessica my leasing agent knew of the mold not being fix because I told her, decided to take lunch instead of assisting me. Talked to Steven. Very understanding and refunded me my $. Now I have a smud bill and a rental insurance bill!! read more

This place would of been perfect to live in, if the same environment/vibe was kept on the day that I moved in. The workers are the only reason I'm giving 2 stars, due to the fact that they try to accommodate your needs. Overall, there is a lot trash throughout the complex, loud parties, car break ins, property damage, etc. The security at night does nothing to prevent these problems and it feels like the management just takes your money and doesn't care about your living situation. When I moved in the apartment felt like it was still being built. There was plastic wrap on all the appliances, the water wasn't hooked up, toilet didn't work, no door stoppers nor a peep hole and hot water wasn't working. They say there is cameras throughout the property but not in locations that will prevent any of these problems from happening. I would look around for other apartments before settling here at the Phoenix even with the discounts and offers they try to give you. read more

This is the worst place I have ever lived at. They do a good job to fool you in, but ever since I moved in they have caused nothing but trouble. Parking is ridiculous unless your at home by 5, good luck on trying to find a place to park if you have 2 cars. Your pretty much trapped from leaving. My sister got her car towed and was forced to pay to get it back. I noticed things right away like paint on the cabinets and carpets. Later i noticed the hole in he side of the tub was covered and plastered over by a crappy job. My clothes were stolen and said they would call me back and never did about what happened. The latest is now my toilet magically over filled when no one was home. I was gone all weekend. My sister went to use the toilet and for some reason it did not want to flush. Thinking it was clogged try to plunge it, but left for work. Came back from work and our carpet was soaked. That night I get a email that I request service when I didn't. Come back from work with a note saying they need to fix the toilet because apparently we flooded the downstairs. So I thought well if there is something wrong with the plumbing. They came and the plumber seemed to flush the toilet fine and snaked the toilet. What seemed like for ever of the snaking the drain he couldn't find anything but a bunch paper is what he said that could have been there before. Later we get charged for this over 100. I never got a call or anything about the issue! They claimed it was a plumbing issue! The guy that was going to let the plumber in admitted no one was home when he walked in the apartment the day before and we had no knowledge that he entered our apartment!! My year at the phoenix apartments was definitely one for the books. Initially my roommate and I were drawn to the Phoenix because the price for rent seemed reasonable considering the closeness to Sac State and the spacious apartment and washer in dryer that would be provided in our unit. When we did our move in inspection we saw dead bugs throughout the apartment but the Phoenix staff assured us they would get pest control to come spray our apartment in a few days. We didn't seem anything wrong with that so we agreed and signed our lease...fast forward to our first night staying in the apartment, we come home from dinner to find our BRAND NEW apartment infested with cockroaches. This infestation was so bad we could not sleep in our apartment and contacted management immediately. After a few furious emails and pest control coming over several times we negotiated that we would move units. The cockroaches followed us to our new unit but after a week we finally got rid of them. After living at the Phoenix my main complaints are the office has HORRIBLE costumer service, they never returned my calls about anything and I would go in and staff was never knowledgeable. Maintenance was very slow in fixing things and they were also very rude to my roommate and me. Once, our lock broke on the sliding glass door and the maintenance man informed us this was how all the doors in the Phoenix worked because he was too lazy to fix it -__- after a few angry emails to the manager I got our locked replaced. Some nights parking was impossible to find... our neighbors were very loud.. and just when I thought I was done with the Phoenix they charged us $450 for full paint when they had painted right before we moved in. They try to get every single penny from you when you move out and that is just not right!!!! My roommate and I cleaned the place from top to bottom and they still charged us $200 on top of the $450 to clean. I would never recommend a friend to live at this place and if I could do it over, I would have rather paid a little more not to deal with all the issues. read more

Cons- Lack of Awareness and Prevention Safety Lack of experienced, professional staff. Office is pretty run by young, competent Rental Agents who know how to rent apartments, but who obviously who lack understanding of urgent vs routine situations. My elderly mom moved there temporarily (2 months), and the screen to her dining room window was pulled out from the window, and the window did not have a lock in place. I spoke with the staff on the Saturday before the Tuesday she was scheduled to move in, and they stated I needed to coordinate the repair with the housing agency that coordinated the temporary move. Ok, fine. I spoke with the office staff twice before I was given this information (They claimed they were not aware of that information). The staff smiled, told me they would place an immediate order to have it completed asap. The other agency placed a work order one week ago, and the window is still not repaired. This is a Safety issue for my mom. My mom moved in one week ago, and she has not had a functioning air conditioner since day one. Again, the issue was reported, and in spite of the temperature being 90 degrees inside, the staff do not consider this an urgent situation. I suppose a tragedy and an accompanying lawsuit, plus a formal complaint has to occur before they understand how to prioritize work orders based on human needs vs property needs. The apartments are way over-priced for what they offer outside of the beautiful pool and recreation area. Pros- The staff could be friendly if they were not fake. If I could give zero stars I would. Where to start, the apartment they showed us was WAY nicer than me and my roommate received. We are paying more than our original lease offer. Staff is rude, when they came to fix our door handle (it was broken and barely closed when we moved in) they were extremely loud. My current problem today was that they did not set up the smud account even though we did the paperwork prior to moving in. We received late fees even though we set up our smud account before we moved in. They told me to set up an account with smud myself, so I did that last month. When I was at the main smud station they were surprised, stating that our complex should have turned in the paperwork and our smud should be applied to our rent fees. (We signed at paperwork at the phoenix on June 21st). Today we received another notice of late fees from smud, even though we have an account. Our complex did not notify us that our smud was inactive and made no effort in telling us until 3 days after rent was due that we owed an extra 150$. Living at the phoniex makes your life 1000x harder. read more

This is my second year living at the Pheonix, I personally really enjoy living here. As a college student, it is super convenient to have a shuttle that takes you from your apt to school! I don't know who is managing this place but the staff is terrible. I came here twice and the front staff failed to acknowledge us both times. The first time a girl in the front with glasses was more interested in getting us out the door rather than more information. She had an attitude when we asked questions and seemed to careless. Today we had an appointment at 3pm and one girl in the front on the phone said she would be right with us but the other ladies did not acknowledge us but rather talk amongst themselves. It seemed like they left everything up to her and even though our appointment was at 3pm we were not helped until 3:20. We are now rushing to our other appointments. read more

Background on me: I am a 3rd year Master's student at CSUS that works as a researcher and in a professional capacity assisting individuals with various developmental diagnoses. I moved into the apartment complex when it was originally Woodlake Village in the fall of 2013 and moved out under The Phoenix's management in the summer of 2015. I rented a 1bd/1bath model and currently have fellow friends and colleagues that are living there that I visit on a weekly basis. The Best I Could Think of: -Very close to CSUS -Grocery and food stops less than 1.5mi away -Decent dog park, but nothing spectacular (the decomposed granite can get disgusting). -"Flashy" somewhat useless upgrades (e.g., new pool, tanning beds, etc.) -Shuttle that runs to and from campus -Maintenance staff is very friendly Darrel and the other maintenance guys are amazingly friendly. -Acceptable, but not great pet rent While they are lenient on size/ number of pets and the price for each pet ($25/mo per pet) is reasonable. Instead of charging a flat $250, they are charging a $250 deposit per pet (not too unreasonable, but can be overly costly). The Bad: -Grounds are aging/ less than acceptable upkeep When it rains all the new decomposed granite washes into the roads and sidewalks making it very muddy (they've made multiple promises to fix this, but everyone seems to have given up). Trash is frequently found on the grounds. -Dirty garbage areas -Rent is way above average for these properties. My apartment originally rented for $625, which was great, but now they rent for $850+ for a 1bd. 2/bd models are currently going for $1200+. At the moment I am renting a nice 3bd/1bth house with a garage and yard in a decent neighborhood for $1200 (average). In my opinion the jump in rent is not worth the upgrades. The upgrades that I've seen include new door hardware (e.g., knobs, handles, locks), repainted doors (not replaced or new), slightly nicer carpet, and linoleum/faux wood in more areas. Select units have received upgraded appliances, but they're only cosmetic upgrades (black/silver appliances, but still very basic functionality and quality). This property would really benefit from dual-pane windows. Coupled with the other downsides (read further) the rent is DEFINITELY NOT worth the price. -Maintenance requests will take multiple attempts to complete (if even completed) -Upgrade construction is highly disruptive with no compromises provided by management. I lost access to my balcony for 3 months and not once was I given a break on rent for not being able to access what is supposed to be included in the rent. Parking and other traffic redirections are also affected during construction and is very inconvenient. Furthermore, water was shut off without the legally mandated 24hours notice for nearly two days. The list is longer. -Most of the management and other staff are young and HIGHLY unprofessional The majority of The Phoenix staff could really benefit from some professional coaching. In particular, the young assistant manager Ronald is highly unprofessional, snotty, and rude. On multiple occasions he has displayed very questionable professional behavior and has been rude to many people for even simple questions and requests. When it comes to the larger things it gets even worse. I've observed this multiple times in the office as a bystander. I have had OK encounters with him and a few slightly unpleasant, but nothing too bad. Still, as a professional and with even my personal somewhat positive experiences, I highly question management's decision to keep this employee. He does not seem to be knowledge of tenant rights or CA housing laws and is overly rude when simple issues arise. Other employees are very young and again require much professional coaching. -Predatory toward undergraduate college students and younger individuals. Students are lured in with all the flashy goods the complex has to offer, but when it comes time for business The Phoenix is ruthless. Move-out is a particularly challenging time. From my experience the staff attempts to prey on younger individual's lack of knowledge of tenant rights and will seek to charge them for the smallest unwarranted things. Luckily I documented all issues with my unit upon move-in with pictures as proof. If it wouldn't have been for these pictures they would have charged me for just about everything! I have witnessed many other issues. PARENTS BEWARE! -The parking is absolutely HORRIBLE. You're lucky if you can find a spot as a guest, and word on the street is their going to be charging for uncovered or guest spots. Even in a 2 or 3bd unit with a spouse you are only allotted one parking pass. If you can't find parking you'll have to park on the street, but don't leave it out past 8am or you will get a ticket from the city. If 0 stars were a possibility, this complex would have NO stars!!! Staff is horrible, rude and does not communicate new changes to residents. The email used between residents were changed and no notification was sent out. After being told we would have a study center as of August 2015, we FINALLY have it up in February 2016.. However no printer as promised! Parking passes were issued for spots we had to purchase which make sharing spots extremely inconvenient. Not to mention parking is TERRIBLE all together. I will give it a 0 start if i could, everytime you renew your lease they increase the rate by atleast 10% that is about $70 to $100 every time you renew, apartments are in horrible condition. they will be very nice when you first come in for renting but once you sign the lease, everything goes down the drain. the staff has no clue and if you try to talk to Nina that is the apartment manager, she will never respond to your emails or calls. take my advise and do not rent here. Every apartment has atleast 3 to 4 students living, everyone has a car and there is no parking space. You have to park outside the apartment complex at night where sac department tows away your car if its there beyond 7 am. Students are very noisy and jumping up and down in every apartment. Ridiculous parking, they scratched my car twice. Expect parties till 3 to 4 am almost every day. If you still want to live here, sign the lease for the shortest term and you will see for yourself. In any case dont expect any sort of involvement from the property owners. Oh and Nina watkins and her unexperienced staff is a giant pain to deal with. read more

THIS FACILITY USES THE APPLICATION AND HOLDING DEPOSIT AS A SOURCE OF INCOME OFF POTENTIAL RESIDENCE. They push you to apply the day you visit, they when you do they keep your application fee, plus 100 holding deposit $142. Then when you call back later (even within 8 hours) they will not refund you the money or allow you to apply it for a future date even within 30days. Instead they will immediately cash the check (the same day) then demand another payment. This is robbery and unfair business practice. This does not appear to be good customer service and make you think twice about renting from them. NEVER PAY THE DEPOSIT OR APPLICATION FEE UNLESS YOU ARE CERTAIN YOU WANT TO LIVE HERE. ALSO the rate continue to climb as soon as you decide to rent. For example the initial fee is 939, then added fee for utilities $65.00, then $60.00 for washer dryer, then additional $20.00 if you choose to have only 1 year lease. I have lived at the Phoenix for about 9 months now and I honestly only have good things to say about living here. First off, taco Tuesdays every other week has given me a nice free meal after a long hard day. The gym is excellent for a quick workout and they have a sauna too. The lounge area is also great for relaxation if you don't have a TV at your place. They also have a tennis, basketball, volleyball, and BBQ area. In addition, the staff gives a family-like vibe that drew me to live here. Steven and Jessica are very welcoming and help you out with leasing and day-to-day things. Victor is awesome with maintenance. He did me a solid the other day when my lightbulb in the kitchen went out. Rue is also great. She was able to work with our special leasing circumstances for our renewal based on our situation. They really care for our best interest and that is why I have nothing bad to say and am renewing for another year. read more

I moved into The Phoenix in July, Jessica was my leasing agent at move in. She was very helpful with the process, even coming in on her day off to do my move in. Every time I go into the office Jessica, Gracen & Shannon call me by name and make me feel right at home. The pool is amazing. The gym saves me $50 a month and has everything I need to workout. I had a few things that needed repaired and the maintenance staff has always been efficient and helpful. There are lots of perks that come with my apartment and I'm glad I chose The Phoenix! read more
