All the food is made to order, nothing in steamer trays. The owner and cook is able to crank out of quality food whether you are eating in or doing a carry out order. What's good? Everything is good! The menu is extensive and there are typical American/Chinese dishes like Orange Chicken, Mongolian Beef, Kung Pao Chicken and Beef with Broccoli that you would expect to find. The seafood here is prepared perfectly! This is why I love the mom and pops because they make it for customers like they would for their families. There's a Pan-fried salmon, Sizzling Fish w/ Black Pepper and the Scrambled Egg with Shrimp. Those, you have to eat there for the best results. They're not called Top Seafood for nothing! What the chef does with pork is board line magical. The salt and pepper pork chop is a must. Crispy, flavorful and savory. And there's a spicy version of it. The next 3 things I'm going to list I've rarely or never seen- Spare ribs based in brown sauce, Kyoto short ribs and Pork in garlic sauce. You can literally smell it being cooked and it comes to your table hot and aromatic! Keep an eye out for the daily specials! Many of these are traditional Chinese dishes found in mainland China and it's a really great price! As of writing this review, the special of the day was fried green beans in garlic with your choice of meat- pork, beef or chicken, for $3.95! Other daily specials I recall are Spare ribs in black bean sauce, curry shrimp in rice noodles and a sautéd fish in garlic and ginger. If it's not as special and not on the menu, you can ask if the chef can make it. It usually depends what he has in stock and he's super happy if you know of certain dishes he makes that's not a regular menu item. Top Seafood also does catering and has customizable family dinner options where you can get 3 dishes with rice and soup for an affordable price. $6.99 lunch specials with 1 item, rice and spring roll with 10 options. There is literally something for everyone with the fried rice and noodle dishes always being spot on. This is one of the best Chinese resteraunt that has been in this location. For all the traffic that goes by, not nearly enough people stop in and order food. White meat was used for the chicken and the fish was lightly fried but was very delicious and crispy. The sauce for the broccoli chicken was small as I love my rice dripping with sauce but I used the fish to finish it up. For the price it sure was worth it. I will definitely come here for the lunch specials as they have quite a lot to offer. I am not a fan of the green pepper beef as I love my food savory but my party enjoyed it and gave it a 9/10. I started coming here in March 2025. The Top Chinese Restaurant (which is the name on their menu, rather than Seafood Restaurant) is at the corner of Ironwood Avenue and Heacock Street, 23900 Ironwood Ave #G, Moreno Valley. I use to come this shopping center when there was a 99 Cent Only store there before it closed in April 2024. I did not come back to this shopping center until January 2025 when I discovered a new Dollar Tree store now occupies the former 99 Cent Only store location. I did notice a Chinese restaurant nearby but I was not sure if it was a new restaurant as it did not seem to be open. Well, me and my brother came back to the shopping center again in March 2025. It looked like the restaurant put a new restaurant sign above their restaurant entrance saying Top Chinese Restaurant and had their door wide open before 11:00 a.m. We were shopping at the Dollar Tree store before noticing the Top Chinese Restaurant. I briefly shopped at the Dollar Tree first, but my brother went to investigate the restaurant. When I came back to the car, my brother suggested we try the restaurant. The interior is small but their tables are well laid out, even had Reservation signs on some of the tables. I saw their TAKE OUT MENU by the register. I was shocked to see on the Front of their menu that they have DAILY LUNCH SPECIALS FROM 11:00 AM - 4:00 PM AT $6.99! THEIR LUNCH SPECIALS LAST UNTIL 4:00 PM! The Lunch Specials include Steam Rice, 1 Spring Roll, and choice of 1 Entree from 10 Lunch Entrees: Beef Broccoli, Pepper Steak, Kung Pao Chicken, Chicken Vegetable (it has peanuts), Sweet Sour Pork, Sweet Sour Fish, Sweet Sour Chicken, Sichuan Beef, Tofu Home Style, and Orange Chicken. My brother ordered the Sweet Sour Fish; I ordered the Chicken Vegetable (it had peanuts but can request it be removed). We ordered them for take out. We waited for around 15 minutes. There was a young lady at the register, who helped us place our order. An older gentleman was also near the register and mentioned that on the BOTTOM OF THE BACK SIDE OF THE TAKE OUT MENU, HAVE THE CASHIER STAMP ONE OF THE BOXES EACH TIME YOU VISIT, THE 9TH DISH IS FREE. Just make sure you have your TAKE OUT MENU WITH YOU when placing an order and have the CASHIER STAMP THE BACK SIDE to eventually earn your FREE DISH. While we were waiting for our order, a man and his daughter came in and also placed an order. An older lady came in afterward and also placed an order at the counter. I noticed that Top Chinese Restaurant had put a Special Promotions Board near the register, as well as outside the entrance door, a list of Specials that were not on the menu. Top Chinese Restaurant has a list of 100 Items on their menu, which includes beverages, appetizers, fried rice, rice noodles, soup, chow mein, beef, chicken, seafood, vegetables, pork ribs, desserts, and party trays (the most expensive party tray was Kung Pao Shrimp $55.99; the prices get lower with Beef with Broccoli, Pepper Steak, Tofu w/Homestyle, Chicken with Broccoli, Sweet & Sour Chicken, Orange Chicken, Egg Fred Rice, Rice Noodles, and Vegetable Chow Mein). They also have Family Dinners. I would definitely come here more often now that me and my brother discovered this restaurant. We were also thinking of having our relatives come here when they visit from the East Coast. I think they will really enjoy the Asian food and atmosphere. Some restaurant items are written in Chinese. When taking home your order, make sure your Take Out Tray is Laid Flat in your car trunk in case your food has a lot of sauce so it does not spill inside your bag while driving. read more

I've noticed this place has been changing ownership throughout the years and decided to order some lunch to see what the new offerings were like. There are several different menus that don't offer all the same dishes which can be a little confusing. It helps to just simply ask for what you are looking for. I was a little surprised how limited the seafood selections are for a restaurant called "Top Seafood." Most of the entrees are shrimp or chicken, with one sweet and sour fish fillet item. I inquired if they could make the fish fillet salt and pepper style to which they gladly agreed. Also ordered some sauteed bok choy and a shrimp with broccoli. The food was good quality, fresh and well prepared. The place is well organized, clean and uncluttered which gives a roomy atmosphere that I may try to dine in next time. The restaurant itself is in a strip mall and looks like it just opened, but it has been open for 5-6 months. Anyway, I walk in and I didn't see the "ring for service" bell, but I just said hello and someone came out. SInce I was on my lunch break and wanted to order something quick, I ordered shrimp chop suey. It was the best chop suey I've ever had, period. I have been to this restaurant a couple of times. While the food is good, the wait times are ridiculous. For this reason, I decided to place an online order through the restaurant's website. Immediately after submitting my order, I received an order from the restaurant requesting that I cancel my online order because they cannot see what I ordered. I explained to the person that I couldn't cancel the order as there is no place to cancel it. I told her what I ordered and explained that my account was already charged. She said that she would call back. Once she called back, she proceeded to tell me that I must have gotten scammed. I asked her how that was possible when she had the phone number that was associated with my order. Once I arrived at the restaurant, the cashier kept urging me to cancel my online order and order with her. She even had the servicer of their website on the phone. The servicer was trying to let the restaurant what I ordered, but the cashier kept insisting that they cancel the online order. Long story short, I was able to cancel my order and get a refund. I will not go back to this restaurant again, nor will I recommend them to anyone. The entire experience felt like felt like a scam! read more

Sorry to say, there was no pork, chicken, beef or shrimp added to qualify it as the full meal known as "wor" wonton soup. The broth seemed to have been hurriedly made, just water with hint of chicken flavor. We've heard such great things about this place, though.
