We just ate lunch at Luna Sea next door and was looking for a sweet treat. Topper's ice cream and candy had some ice cream I knew the kids would enjoy. They also had chocolate and taffy, which my daughter got a small bag of their cotton candy salt water taffy. We ordered some ice cream for the kids, cotton candy, and by then there was a long line of people behind us. There were two teenagers working and the one helped us get the ice cream and check us out. The kids ate some of the cotton candy ice cream but didn't finish it all. May have been too cold and windy outside to enjoy it since that was the only place to eat it. I thought it was creamy and sweet but nothing special. I got the huckleberry cheese cake and wish there was more cheesecake pieces in it. Stopped in for something sweet after having lunch next door at Luna Sea. Pretty small inside, but so many options! The guy behind the counter was friendly and helpful. They have quite a variety of candy options, including homemade fudge and chocolates. They also have a cotton candy machine. They offer coffee beverages and souvenirs as well as ice-cream. I ended up purchasing some taffy, which was really good. They have many flavors...cookies & cream, cotton candy, strawberry banana, lemon meringue, vanilla, watermelon, cherry, black licorice, hot cinnamon (super hot), coconut, peppermint, chocolate, huckleberry, buttered popcorn, caramel swirl, pomegranate, tangerine, apple pie, green apple, chocolate caramel mocha, raspberry lemonade and frosted cupcake. We enjoyed all flavors except hot cinnamon and watermelon. Both were way too overpowering with flavor. I also bought some of the homemade Peanut Butter Explosion fudge. It was so good! Just dropping a review in the hopes that the business owner sees this. We stopped in here on Thursday, 05/08/25, at around 4:00pm. It was our dog's birthday and we wanted to get her a small cup of vanilla ice cream as a treat. There was only one guy working behind the counter (mohawk hair under a baseball cap, red t-shirt) and we asked for a small vanilla scoop in a cup. He put two large scoops in a cup for us, which was very nice but way too large of a serving for our dog to eat. He had set the cup on the counter, but we had not taken a step forward or even touched the cup. I asked him if there was any way he could put some of the ice cream back and give us a smaller, child-size serving in the same cup - I had not realized how big the normal serving would be. Without saying a word, the man glared at me and threw the cup of ice cream in the trash. He then asked, sarcastically, "Why would you do that?" When I mumbled, "Sorry..." and tried to smile, his only reply was another glare and a sarcastic, "Why wouldn't you just take it?" (meaning the original cup of ice cream). I hadn't intended to waste ice cream at all; I had only been hoping that he could put some of it back in the carton, since no one had touched it and it had been scooped into a clean cup. I wish he had explained my options to me instead of throwing away ice cream and yelling at me. I would have happily paid for the larger serving size instead of wasting ice cream. We stopped spontaneously at this little ice cream shop. I tried out their cookie dough flavor. In general, it tasted creamy even though the cookie dough can be a little bit softer and fluffier. I also ordered a fudge cake, caramel walnut. It was too sweet and I couldn't finish it at once. But it definitely beat my sugar cravings. Lol. They also have some souvenirs in the shop. Mo's on amazon has it and 2 people at both places asked me "do you see Carmel swirl with white fudge? I said no and we all bought tiger butter because caramel is in the ingredients. Topper's offers the most DELICIOUS salt water taffy around this area of the coast! The candy was fresh and less expensive than other shops I stopped by. When I visited, this little shop was crowded with people, eager to grab an ice cream cone, but the staff was friendly and hard working, efficiently moved moving line along. I did not have a good experience here. Walking in there was two groups ahead of me, one person ringing out and a group of three. I came in and went to the salt water taffy. After I picked out my taffy I got in line to pay and perhaps get fudge. By this time 4 other groups shoved themselves into the small store. This was the most UNSAFE Covid wise I have felt in a long time, but I was stuck as I steady chose my product. The one person working was ringing the person in front of them, not addressing the line or trying to expedite the experience by ringing people out while helping others. Since I had a while to look around, I noticed the cheapest syrups used for lattes, and basic instant apple cider packets. At this point I decided not to get fudge. When I got to the front of the line I asked where on the coast the taffy was made, the young lady responded that it was made in Utah... I felt obligated to buy it as I had already put my mix in my paper bag. When I got home I tried it, the candy was stale and flavorless. We ended up throwing it away. Bummer. read more

One of the main things we were looking for in our trip to the coast, aside from the amazing scenery, was to take care of our salt water toffee craving we had since we decided to come here. Tons of flavors to choose from. Sweet and fruity, chocolate flavors and some kind of off the wall options too. They also had a pretty good selection of suckers, fudge and various chocolate and nut treats plus a pretty good selection of ice cream (cone or cup) (not sure if it was Umpqua or Tillamook). Not busy at all when we came in, they took care of us quickly and were very nice while we browsed around the small space for some treats to snack on for the day.
