He was super nice, put my mind at ease because I was extremely panicked that I'd have lots of water damage, and by the end of our visit we were having a good laugh about the whole thing. He helped me continue setting up the bidet I was trying to install after changing a leaky valve, and as he was testing to make sure everything was working correctly, the spout came out and shot him right in the chest like a little baby boy. I contracted Raul (owner), to replace the 1" main water pipe, he installed 3/4" instead, he also used a pipe that can only be used outside ground, but buried some of it. He argues it's nothing wrong but it will not pass inspection. He agreed it was his fault and agreed verbally to reimburse me at least haft, but after he left he don't want to pay and not answering me. This guy is not to be trusted, he does this to a person he knows for many years, imagine what he can do to you. read more

He's a crazy person. He would not stop yelling at me. I have no idea why. I had already asked how much and was off to get my checkbook and he started yelling AGAIN. The first thing he said to me was yelled. Everything he said in between was yelled even though I assured him I was just trying to understand how the backup had happened and I thought we had arranged for him to come and dig up the pipes outside and see if there was a loose fitting. This was yelled at me in a tiny bathroom. I had to put my hands over my ears because I just can't take all this yelling, and then he started yelling at me as though I was not going to pay him. Our sewer was leaking. Raul came out promptly and diagnosed the problem. He used his camera to identify a blockage proximal to the street. He said he would replace a piece of the broken sewer for a temporary fix. And ultimately he suggested replacing the sewer. When we asked him to test the new pipe, the sewage leak was above the replacement piece of the sewer. He did nothing about this and asked for MORE money than the original estimate. He told us to replace our entire sewer. However, he failed to identify the fact that the sewer wrapped around the entire house. He told us we needed 60 feet of sewer. Other plumbers realized that we had another 90 feet of sewer pipe. We were disappointed that he never fixed the original leak, charged more than the original estimate, and also did an inadequate job of identifying the extent of the full sewer. Rude! My grandparents asked for a contract because they are older and that's how they do business. An older gentleman comes and since I was instructed by my grandparents who live in the house to ask for a contract or information on their business because they were not home for a medical emergency, this guy started to make a scene outside and said forget it I quit waiving his hands around in front of everyone walking in the neighborhood. It was embarrassing. I was just relaying a message from the owners of the house. I even offered to call and have him talk to my grandma and he just would not hear it. My husband then calls the owner and he tried to blame it on me saying I was rude but I have it all on ring video, I don't know if it's the language barrier but like I stated I was instructed by the owners of the house.Very unprofessional. 5 stars. First off, unlike other plumbers Raul answers his phone and calls back. That alone gets him points in my book. Nevertheless I was told by my appliance installer that the water line hook up to my refrigerator was not up to code so they could not install my new refrigerator. I called Raul. He came by and spent about 30 min at my house. He pulled out the fridge, inspected water line and hook ups, went under my house to look at pipes, then showed me the shut off under my sink and explained that it was up to code and nothing needed to be done. He could have gouged me because I clearly had no knowledge of this. At minimum, I expected to pay for the service call. When I asked how much I owed Raul he said no charge. He is a top notch professional and knows how to treat customers. If you have plumbing needs - call him. You will not be disappointed. read more

I've been using Raul and his crew for a number of repairs and upgrades for our new place in Berkeley over the last couple years and every time the experience was very satisfying. We've added a kitchenette, installed a washer and dryer, fixed toilets, and replaced the sewer lateral. Each step of the way he was willing and able to do whatever it took to get the job done. His guys were always respectful of our property and left things clean and tidy. When they put in the washer/dryer, we needed someone to put down the concrete,so he called someone over to put that in the same day. Our sewer lateral is a unusual situation, its at the rear of the house, 10 feet deep and under 2 very large trees! Other companies weren't even interested in my business when they saw how challenging it was going to be. Raul and his crew did a great job at a great price. My regular plumber wasn't available so I called Toto's a half hour before they opened to schedule a sewer line cleanout. Expected to leave a message to get someone out later in the day but Raul promptly answered and said he'd send someone right out! Wow! Another Raul (not the owner) and Israel showed up shortly afterwards, figured out the issue quickly and commenced to work. Pulled out some interesting items and explained exactly what the tenants had flushed down the toilet (it's a real art deciphering some of the odds and ends he comes across - how'd he know that plastic gunk was the remnants of a baby wipe?). Both workers were prompt, expert and knew what they were doing. Tenant mentioned her tub was slow and they quickly snaked up wads of hair. I really want to thank Raul and his team. My general contractor was not able to finish my big basement dig-out reno and so I was left needing to obtain a PSL certificate without any knowledge of what a PSL certificate even is. I obtained 2 other bids but I chose Toto because the bid was fair, Raul was very responsive and mostly because Raul patiently educated me about the whole process in detail. I was a bit anxious about not being able to use my kitchen sink or the bathrooms for extended periods of time, especially with my whole family home during Covid, but Raul's team made running water available at certain intervals during the day and at every night. When I wanted to change the layout plan for the new sewer pipes, the team worked with us, no problem. In addition, Raul is also licensed to work on indoor plumbing issues. When I contacted him about a problem I was having with one of my basement showers, he came the next day on a Saturday morning to diagnose the problem and then refused to take payment from me for his time, saying that his services are to help the community. We had to tear out our hardwood floors due to a mysterious water leak. We hired leak specialists, concrete engineers, radiant heat experts, and two plumbing contractors to help us find the source of the water and fix it. After over 3 weeks and thousands of dollars, Toto's plumbing was recommended by a general contractor. The owner, Raul, arrived with his sewer pipe camera and within hours found the culprit - a 2 foot long root outside the master bathroom had grown inside the pipes. He and his crew not only took care of the root problem, but helped us bring other plumbing issues discovered along the way up to code. Do not trust this man! He told me I needed a sewer lateral that I did not need. He started the work and a city inspector saw that the concrete was broken. He said that there was no permit pulled to do work there. He also said that I should check with the Water Board to see if the sewer lateral was bad. I did so and the man at the Water Board said it was fine based on the video he was presented with. The concrete was filled in and I was refunded my money. read more

I recently bought a house in Kensington. The owners had received a sewer lateral bid from Raul - from Toto's Plumbing. His price was $4,200. I asked my realtor if that was a reasonable price and he said he was working with people who were paying $4,500 on up. I called Raul and left a msg - and received a very prompt return phone call. We arranged a time to meet - and he was very flexbible on time and place - just really easy to work with. He offered to do the job for $4,000. We signed a short agreement. He got the permits, did the work, and called me when it was completed. The cement work that they did to patch up the hole they had to drill in the concrete was very smooth. i was really pleased. He gave me the certificate from the county - I paid him the rest of the balance due... and we were done. I'm not sure what he bills by the hour or for other jobs... but he seems incredibly reasonable, and is very easy to work with - and calls or shows up on time when he says he will call or show up. read more

Called and set up an appointment for Tuesday (the listed phone number is the owners cell phone, not an actual business line). We texted and set up an appointment. I got a text message a few days later saying "Sorry i miss Tuesday Im going now" - what? I call him and he says that he already came to my house (no one was home) and did the inspection and that the line needs to be replaced. I'm not comfortable with someone just showing up to my house without me knowing, doing an "inspection" that I was not present for, and then telling me I need to give them thousands of dollars to repair the line. When I called and told them these frustrations, they said "we can come back anytime" - what about Tuesday 10am, the time we originally agreed to that you said wouldn't work? "Oh yeah, we can come Tuesday at 10am".... soooo why was the appointment cancelled in the first place? Shady, unreliable and unprofessional. read more

On September 5th, 2012 our Lateral Sewer was replaced by Toto's Plumbing with the "Trenchless" pipe-burst method. The following day, pressure testing and City of Oakland and EBMUD inspections/approvals were obtained. Backfill and Earth compaction, with debris removal completed the project on the second day. We downloaded our 20-year EBMUD certificate that evening. Toilet/Sink usage was back available for the evening/overnight as well as on day 1. Raul Hernandez, ably assisted by his son, Cal graduate Raul Jr, runs a 4-man crew, making 6 in all. This company is very capable, co-operative and pleasant to work with. Some 3 weeks earlier I had obtained 4 bids, 2 of which were competitive. Of the 2, I chose Toto's because Raul Jr. was so impressive and more thorough than the others. Also we needed an Oakland Creek Ordinance permit and Toto's was the only one willing to include the cost of this permit upfront, enabling us to get a Final price right away. As my 2 sewer lines run under my large redwood deck, I prepped the site beforehand by removing decking boards and one joist in 3 different locations, so they could work efficiently on arrival. After they were done, I reinstalled new decking boards and joist in the 3 areas. As a retired former B1 General Contractor, specializing in Home Improvement, and being "Hands-On", one might say that I am on the "PICKY" side. I would not disagree with that characterization. So the Bottom Line is, as far as Lateral Sewer Replacement goes, you will NOT, in my opinion, be disappointed working with the 2 RAUL's. read more

Sewer lateral blew on Sunday eve. Called Raul Monday morning first thing (before operating hours) and he returned the call within minutes and was at my house within the hour. He did all the investigative work with me at his side, explaining every step thoroughly. As suspected, the line needed to be replaced and quick because I had renters showing up in two days. Raul was kind enough to drop everything and get to work immediately. Everything went according to plan. I was amazed at the speed and efficiency at which he and his crew work. And the best part is that they didn't even leave a trace!!! I can't say enough about the experience. It was actually better than 5 star because he went so far above and beyond on so many levels. The only thing I want to call out is that he does have a strong accent and a bit difficult to understand on the phone but don't let that get in the way.
